Purpose

Duties and Responsibilities
Responsibilities:

  • Safely and responsibly operate Organization’s vehicle depending on the assigned task.

2). Humanitarian Access Specialist

Background
Danish Refugee Council (DRC) has had an operational presence in Nigeria since 2015. DRC Nigeria is the largest DRC country mission in the West Africa region and one of the largest DRC country missions globally. Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of armed violence reduction, humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH) in 30+ Local Government Areas (LGAs) across Borno, Adamawa and Yobe states in northeast Nigeria.

Purpose

  • The overall aim of the Humanitarian Access Specialist post, he/she will be responsible for supporting the day-to-day Access functions and oversight of the DRC Nigeria Access Strategy Management function at the Country Office while having the capacity to rove throughout the Country when/if required
  • This includes ensuring compliance with the DRC Nigeria Mission Access and safety policies, plans and procedures.
  • Under the direct supervision of the Humanitarian Access and Safety Manager, the Access Specialist position will promote humanitarian access and coordination efforts and support the day-to-day implementation of the DRC Nigeria Mission project in implementation sites. The main tasks will be delivered through staff training on day-to-day negotiation, humanitarian principles and contributing to evidence base advocacy.
  • The Access Specialist will work closely with other program Managers, Coordinators, Advocacy, and Field Staff to ensure a unified reporting information sharing on access constraints, enablers, and statistics. He/ She will regularly interface with DRC Access Technical Team at the RO and/ or HQ level, INGO Forum and UN/ OCHA Access Teams through attending meetings, webinars and communicating outcomes to Humanitarian Access and Safety Manager.
  • He/ She will be aiding in delivering access and safety training and capacity building of program staff to enable DRC Nigeria Mission operations to be implemented safely and securely.

Duties and Responsibilities
Humanitarian Access:

  • Design, in a participatory manner with field offices, Access and Safety team, and program units, the DRC Nigeria Mission’s humanitarian access strategy, which is responsive to the local context.
  • Develop, in a participatory manner, access work plans with field offices working closely with the Area Manager/ Head of Base/ HASM.
  • As a DRC Nigeria Humanitarian Access and Safety unit member, he/she will support the HAS Manager in developing, reviewing, and implementing HAS management plans in all locations.
  • Support monitoring and evaluation of access-related initiatives and other reporting and information/communication flows.
  • Support access innovation initiatives in all DRC field offices.

3). Economic Recovery Manager

Background

  • Danish Refugee Council (DRC) has had an operational presence in Nigeria since 2015, and has experience working in 33 Local Government Areas (LGAs) across the BAY states. DRC provides life-saving assistance and protection to vulnerable, conflict-affected populations including IDPs, returnees, and host communities in the sectors of armed violence reduction, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH).
  • The operational context in northeastern Nigeria remains challenging, as the ongoing conflict impedes conflict-affected communities’ access to what limited basic services are available, as well as DRC and other humanitarians’ access to persons of concern.

Purpose 

  • The Economic Recovery Manager is responsible for the implementation and delivery of DRC’s Economic Recovery programme (food security, livelihoods and financial inclusion) including Cash and Voucher Assistance in Borno targeting IDPs, returnees and vulnerable local non-displaced populations and refugees. Programme activities include; provision of food assistance, provision of vocational skills training, job referrals and/or provision of business training and business grants, life-skills training, literacy and numeracy training, establishment and facilitation of savings and loans groups and additionally, cash and voucher assistance to support the conflict affected population to cover their basic and food needs.
  • To this end, the Economic Recovery Manager will liaise with DRC staff across departments to ensure compliance with DRC Economic Recovery SOPs and the maintenance of SOP-compliant records during programming as directed by the Area Manager and Economic Recovery Coordinator. Additionally, the role of the Economic Recovery Manager is to ensure the development and implementation of an efficient, accountable, and measurable economic recovery program in the areas where DRC is operational and within the geographical area of responsibility.

Duties and Responsibilities
Programming:

  • Provide leadership, management and technical direction of the economic recovery program, in coordination with and as agreed technically with Area Manager and Economic Recovery Coordinator.
  • Supervise and ensure the implementation of all economic recovery activities in the field, ensuring quality and timeliness.
  • Plan and implement economic recovery activities with the guidance of the Area Manager and Econonmic Recovery Coordinator, including but not limited to: provision of food assistance, provision of vocational skills training, job referrals and/or provision of business training and business grants, life-skills training, literacy and numeracy training and establishment and facilitation of savings and loans groups, etc.
  • Uphold the professional standards related to economic recovery prorgramming in humanitarian assistance.
  • Develop a strong understanding of DRC’s economic recovery procedures and standards.

Reporting:

  • Contribute to the production of quality and timely reports on program activities.

Representation and coordination:

  • Develop and strengthen relationships with potential local partners,s stakeholders and communities in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders.
  • Represent DRC at field-level coordination forums (i.e. Food Security Sector, Cash Working Group and/or Livelihoods Working Group) as agreed with the Area Manager.

Budget Management:

Staff management, training & Capacity development:

  • Ensure objectives for staff are set and that evaluations and performance reviews are conducted on a regular basis for all staff managed.
  • Take responsibility for planning and management of leave for all staff managed.
  • Identify training and capacity building opportunities for staff and ensure they are well versed in key economic recovery and protection concepts relevant to the context, DRC’s code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.

Required Qualifications

  • University Degree or higher education in the field of Business Administration, Social Sciences, Economics, Political Sciences, Development or any other related field
  • At least two years of management or technical experience in economic recovery and Cash and voucher programs. Preferably experience working for an international organization.
  • Experience in working with employability promotion programmes, labor market studies and business development is an asset.

4). ERP Finance Specialist

Purpose

  • This role has a country focus and ensures compliance with DRC procedures and guidelines within the country.
  • The role contributes to developing country strategies translated into action plans and day-to-day tasks.

  • This position requires a strong experience in finance and expertise in ERP systems, especially the one used by DRC (DRC Dynamics).

Duties and Responsibilities
Overall Responsibilities

  • Functions as an ERP specialist in Finance within the Country of Nigeria
  • Provide overall support to the Finance Manager
  • Ensure compliance with the finance chapters of DRC’s Operations Handbook related to Dynamics.

Technical Support for the use of the ERP System (DRC Dynamics) (20% of the time):

  •  To support (technically but also directly) the development and implementation of financial management capacity building among the staff members of the Finance teams in the Country and Area Offices of DRC Nigeria.
  • To apply reports and data analytics from DRC Dynamics to improve overall performance. He/She will be requested to download the Business reports if necessary.
  • To provide leadership and assistance to the Country Offices in identifying ERP implementation issues.
  • Assist the finance Manager and HoSS in developing the strategy and implementation plans for ERP financial management, continually refining/updating to meet evolving needs and priorities.
  • To be responsible for follow-up on major bugs in the system Dynamics for the country, especially the journals posted by the finance team before final approvals, monitoring of advances collected through the system and ensuring that they are liquidated adequately, etc.

Financial Management (70% of the time):

  • To reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines, and donor requirements.
  • To support the timely delivery of high-quality financial reports to donors and internal reports to colleagues in support of the Finance Manager.
  • To participate in ensuring an effective budget in the dynamics of the Country Office. He/She will assist the Finance Manager in the budget setting in Dynamics.
  • To ensure the presence and compliance of the required supporting documentation for financial audits in cooperation with the finance and other support and program colleagues in Nigeria Mission.

  • Assist the Finance Manager in adjusting transactions wrongly booked and ensure that the changes are well documented for audit purposes.
  • Coordinate the archiving of all related dynamics supporting documents on the shared drive and supervise proper archiving of hard copies.
  • Upload the offline G/L or PEX journals for non-Purchase Orders (POs) transactions of the Finance team after reviewing the transaction in the journals against those in the cash books. Ensure that the accounts codes are accurately used to avoid mix-ups during the reconciliation. He/She will especially pay more attention to the Month End Reconciliation (MER) accounts to ensure that they are monthly reconciled, which includes the reconciliation of the taxes PAYE, WHT, and statutory NHF, NSITF.
  • Assist the Finance Manager and grant team in creating the Pseudo Invoices (PIV) for the milestones and update the payment request tracker for all grants installments paid in HQ or on the fields.

Capacity-Building (10% of the time):

  • To train the staff about the DRC procedures and the use of the ERP System.
  • To advise on and promote understanding and application of DRC policies, procedures, and principles.

N.B: The responsibilities listed in the Job Description are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Required Qualifications
Essential:

  • Diploma Degree / University Degree in Economics, Finance/Accounting or Business Administration.
  • Minimum of 4 years of international practical experience in financial management
  • Proven experience in managing large budgets.
  • Competence in providing technical guidance and training.
  • Ability to prepare basic training modules on Dynamics, accounting, and finance management.
  • Excellent Computer Skills (MS Office, Internet) and advanced proficiency in Excel are required.
  • Proficiency (written and spoken) in the English language.
  • Excellent communication, interpersonal, and influencing skills with a well-developed ability to motivate and persuade at high levels.
  • Proven significant financial management experience.

General Regulations:

  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
