1). Registration Associate

Registration Associate

  • Organizational Setting and Work Relationships
  • The Registration Associate is a member of the Registration team and is normally supervised by the Registration Officer. The Registration Associate is responsible for supporting all activities related to registration, and with ensuring that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions.
  • Depending on the size and structure of the Office, the Registration Associate may provide day-to-day supervision, direction and support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management. The Registration Associate collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of registration activities.
  • All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties

  • Assist in the implementation of registration strategies and methodologies for populations of concern.
  • Assist in the supervision and daily running of registration team activities, where required.
  • Conduct registration interviews when required in accordance with registration standards and guidance.
  • Provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR’s registration procedures and their rights and entitlements.
  • Maintain accurate and up-to date records and data related to all registration cases.
  • Identify persons with specific needs and ensure timely referral to protection follow-up as required.
  • Collaborate with protection staff and/or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.
  • Draft correspondence and reports relating to registration activities in the operation, when required
  • Provide statistics and draft reports related to registration data, as requested.
  • In consultation with the supervisor, make decisions related to the day-to-day operations of the registration unit and devise registration procedures which are efficient and effective.
  • Draft and submit reports and statistics related to registration.
  • Perform other related duties as required.

2). Field Security Associate

Field Security Associate

  • The Field Security Associate provides support to all security related aspects of field operations including Staff, premises and asset security.
  • The incumbent is supervised by a Senior Officer (FSA or Head of Office) who defines general work objectives and provides necessary advice and guidance. The incumbent maintains regular contact on a working level on routine issues with other UNHCR staff members, UN agencies, NGOs, implementing partners and Host Government Security authorities (HGS) in the area to facilitate the operation.
  • The duty of the incumbent is to support and monitor the management of security issues.

Duties

  • Provide assistance to the supervisor in evaluating the level of risk and assessing the existing security measures for the UNHCR staff, operations, premises, partners and persons of concern.
  • Conduct regular security assessment missions to the field as required in coordination with UNDSS/other agencies; gather and analyse information about the security situation during field missions.
  • Be aware of security protocols and procedures in place in accordance with the UNSMS policies, UNHCR Policies and the, Security Risk Management process for the designated area ;
  • Conduct checks for compliance and advise management on any deficiencies.
  • Monitor the physical security of UNHCR premises and reports on deficiencies.
  • Monitor and supervise the guard force In accordance with relevant UNSMS policies and guidance.
  • Assist UNHCR Protection Colleagues in efforts to ensure the physical protection and security of refugees and other persons of concern.
  • Provide support during implementation of security-related projects.
  • Assist in the monitoring, updating and reporting of security-related events.
  • Assist in the processing of administrative security issues.
  • Maintain relations and cooperation with UN security management system actors, local law enforcement agencies, civil authorities and other relevant agencies.
  • Provide security briefings and training to UNHCR staff, and as appropriate partner staff, on relevant security risk management processes  and measures for the country concerned to include security situation updates, , the warden system, communication notification and reporting procedures, travel planning  procedures road air and  fire safety.
  • Respond to staff queries on security issues and provide immediate assistance as required.
  • Provide security-related advice to the manager and other staff.
  • Maintain liaison and build relationships with Host Government Security Forces and security counterparts.

3). Driver

Organizational Setting and Work Relationships

  • The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the Operation so require it. Besides driving, the incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.
  • The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.

  • Drive UNHCR vehicles for the transport of authorized passengers, deliver, and collect documents and other items.
  • Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.
  • Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.
  • Perform minor repairs, arrange for other repairs, and ensure that the vehicle is kept clean.
  • Ensure that the steps required by rules and regulations, or other local procedures, are taken in case of involvement in an accident.
  • Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.
  • Ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed.
  • Ensures valid documentation for passengers, items or cargo in vehicle.

4). IT Assistant

  • The IT Assistant works under the direct supervision of a Senior Officer and the technical supervision of an IT Officer at sub-, branch office or regional level. S/he has working relationships with UNHCR staff members in the office and other offices within the country as well as with staff of UN agencies and other UNHCR partners to exchange information and to provide assistance.

  • Monitor and maintain the LAN, Network Servers, Routers, Printers, LAN Points, and Switches, Patch panels, Access points, to prevent faults occurring.
  • Ensure that ICT problem recovery is done as quickly as possible and make regular system back-ups.
  • Assist with the installation of the software packages, basic repair/maintenance of computer hardware and telecom equipment.
  • Train UNHCR staff on email system, utilization of VHF handhelds, telephone system. Radio communication training to new IP staff and package police in the field.
  • Distribute incoming cables, messages and other communication in accordance with established instructions.
  • Add and remove users from the Networks.
  • Maintain the inventory of ICT equipment and keep track of movements of ICT equipment.
  • Select the most efficient and economic means for the transmission of messages, taking into consideration the nature and priority of communications to be transmitted.
  • May attend telephone calls and keep records of such calls.
  • Carry out administrative duties, within the area of competence as assigned.
  • Decide on appropriate resolution to incidents.
  • Escalate incidents where they cannot be resolved at the office level.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
