1). Deputy Director

Location: Borno

Organisation Background

  • Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.
  • INSO works in 16 of the world’s most insecure countries with its headquarters in The Hague, the international city of peace and justice.

INSO Nigeria, Lake Chad Basin:

  • INSO Lake Chad Basin began in April 2016 with the establishment of an office in Maiduguri, Nigeria.  The Maiduguri field office is supported by a country office in Abuja, and the platform currently supports more than 70 NGOs working in Nigeria. An upsurge of conflict between armed groups has led to increased humanitarian needs. By providing analysis and advice on the dynamic security environment, we are assisting partners to stay and deliver aid to people who are displaced and in need.  Working with INSO in the Lake Chad basin region, will give you the unique opportunity to directly enable NGOs to do their job safely.
  • The Deputy Director is based in Maiduguri with travel to Abuja and reports to the Country Director.

Job Summary:

  • As Deputy Director, you will oversee all aspects of service delivery and plays a key role in ensuring that INSO provides the best support possible to NGOs through services to beneficiaries in the regional security environment. Specific responsibilities include implementation and monitoring of services delivery, management of program team and support to broader program strategy development and implementation.
  • You should have a strong background in NGO safety and security, be outgoing, inquisitive and detail oriented, and have significant experience building and leading high performing teams. In addition, you will need to analyse complex security issues and contexts and share INSO’s commitment to humanitarian principles.

Major Responsibilities:

Team Leadership and Management

  • Direct management of the program team- Safety Advisors, Training Manager, Information Manager; including recruitment, training, orientation, and on-the-job mentoring
  • Steering the program during the Country Director’s absence

Service Delivery

  • Editorial responsibility for bi-monthly analytical report
  • Support the Country Director in the preparation of quarterly reports and monthly CD meetings
  • Supervise and provide quality assurance of INSO service delivery and products
  • Along with the Information Manager, ensure the Conflict Humanitarian Data Centre is up to date and that all standards and internal protocols are respected
  • Represent INSO and liaise with third parties, including NGOs, the UN and international donors

Program Development

  • Support program development and implementation
  • Develop and implement internal security management policy, SOPs and guidelines

Requirements

  • Exemplary command of English
  • Graduate level education or equivalent work experience
  • Significant experience in insecure/conflict-affected environments with progressive seniority
  • Proven writing, editing, and analytical skills and a keen eye for detail – the position involves substantial report editing and reviews
  • Acceptance and strong understanding of humanitarian principles
  • Thorough understanding of humanitarian access issues
  • Demonstrable understanding of humanitarian safety practices and their application
  • Mature leadership and staff management experience in multi-cultural settings
  • Excellent networking, diplomatic, and representative communication skills

Preferred Characteristics

  • Experience working in Nigeria or Lake Chad Basin with demonstrable understanding of the context
  • Experience in staff capacity development and training
  • Experience with NGO project management, including donor reporting and relations
  • First-hand experience of crisis management
  • Existing information networks
  • Detailed understanding of INSO mandate & services

2). Field Support Assistant

Location: Borno

Overall Purpose of Role:

  • The key responsibilities of this position will be to support the Field Support Officer in HR, Administration, Logistics, and Finance functions. The Field Support Assistant (FSA) reports to and works under the line management of the Field Support Officer (FSO).

Main Duties and Responsibilities:

Finance

  • Support the FSO in the process of petty cash transactions. Assisting with daily petty cash reconciliation and issuing cash advances to personnel as authorized.
  • Help to maintain a proper record system for operational advances, efficiently tracking the open amounts and collecting the supporting documents to close all outstanding advances before the month-end.
  • Assist in making timely payments, ensuring the completeness of supporting documents and preparing cheques and bank wire transfer slips and remitting for signature.
  • Photocopy proofs of payment and file them with invoices in chronological order.
  • Support in dealing with local banks, and submitting and collecting documents from local banks.
  • Assist, as requested by the FSO in completing month-end closing according to the agreed schedule.
  • Support in making monthly estimates of the cash requirement for the field office.

Human Resources

  • Assist the FSO in the HR administration of national staff.
  • Assist in recruitment and onboarding process, as required.
  • Assist with the issue of office ID cards and stationery.
  • Help to maintain staff insurance, contract, and absenteeism records.
  • Support the processing and submission of field office staff time sheets in a timely manner.
  • Maintain field office staff HR records as delegated.
  • Ensure that all staff are aware of local regulations of the field office.

Logistics, Procurement and Operations

  • Assist FSO in procurement activities, for example for consumables and diesel, in collaboration with field operations and program teams.
  • Support the FSO in coordinating all logistical arrangements for project-related events, workshops, seminars, and other training activities.
  • Ensure that procurement processes comply with the SOPs, with proper documentation supporting all the purchases.
  • Prepare purchase and payment requests and update the procurement tracker.
  • Assist in identifying suitable vendors, collecting price quotes, circulating RFQs and issuing purchase orders.
  • Help manage and administer office resources, including office space, assets including laptops, other related office systems and equipment.
  • Help to maintain and update field office asset register as per INSO requirements.
  • Help to ensure all assets are tagged and to a keep record of their movements.
  • Support the bi-annual physical verification of assets.
  • Monitor and report any faulty equipment to the line manager, and supervise any repairs and maintenance of INSO’s facilities, equipment, and vehicles.
  • Support the monitoring of vehicle log sheets and fuel usage.
  • Support the FSO in stock management activities.
  • Ensure that the compound is well maintained.

Essential knowledge, skills, and experience:

  • Preferably at least 2 years of relevant work experience in similar roles with NGOs.
  • A professional certificate.
  • Proficiency in MS Excel.
  • High level of attention to detail.
  • Ability to process large amounts of data.
  • Good English language skills, both written and verbal
  • Strong time management skills.
