1). Project Management Officer

Location: Austria

Job Profile

  • The Project Management Officer contributes to planning, preparation and operational execution of development of projects and technical assistance initiatives.
  • Under the guidance of senior management, the Officer supports due diligence, implementation monitoring, project performance assessments, and closure processes to ensure alignment with the OPEC Fund’s strategic objectives.
  • The role also involves significant engagement in tracking the implementation of initiatives, action plans, targets and policies, supported by data collection and analysis.
  • The Officer collaborates with a wide range of stakeholders, contributes to strategic decision making processes, and provides valuable insights to drive the achievement of strategic institutional goals.

Duties and Responsibilities
Strategic Project Management

  • Monitors and evaluates the progress and impact of strategic initiatives, ensuring alignment with organizational objectives
  • Conducts regular reviews and assessments of ongoing projects, identifying potential risks, challenges, and opportunities
  • Designs and develops key performance indicators and implement effective monitoring frameworks to track strategic performance and provide recommendations for improvement

Data Standardization, Analysis and Digitalization:

  • Develops data collection methodologies and tools, ensuring accuracy, reliability, and timeliness of data
  • Collects, analyses, and interprets relevant data to track implementation of strategic initiatives, performance targets, and key performance indicators
  • Provide inputs for corporate reporting, strategy reviews, and departmental work plans
  • Support efforts to standardize data collection and monitoring tools across the project lifecycle
  • Conducts quantitative and qualitative analysis to derive insights, identify trends, and support evidence-based decision-making

Research and Market Analysis:

  • Conducts research on emerging trends, best practices, and innovations in international development

General Support and Coordination:

  • Coordinate meetings, missions, and communications with internal departments, project teams, and external stakeholders
  • Assist in organizing project review workshops, supervision missions, and donor coordination efforts
  • Perform other duties as required by the Vice President, relevant to the area of responsibilities.

Qualifications and Experience

  • Master’s Degree in Economics, Public Administration, Business Administration, Project Management or Engineering or a (closely) related field
  • A minimum of five (5) years professional experience, of which preferably at least two (2) years’ relevant work experience in an international development institution
  • PMP, Prince2, or equivalent project management certification is an advantage
  • Strong project management skills with the ability to monitor implementation of complex projects and programs
  • Proficiency in quantitative and qualitative data analysis tools and methodologies
  • Excellent written and verbal communication skills, including the ability to draft long-form reports, strategy documents, and professional presentations
  • Full competency in Microsoft Office suite, including Word, Excel and PowerPoint
  • Experience in dashboard development and data visualization tools (e.g., Power BI, Tableau) is an asset
  • Fluent in English. Good working knowledge of Arabic, French or Spanish is an added advantage.

2). Head, Sovereign Trade Finance Function

Job Profile

  • The Head of Sovereign Trade Finance will lead the newly established Sovereign Trade Finance Function, focusing on sovereign-guaranteed trade finance operations, including import-export financing, structured commodity finance, and risk-sharing arrangements.
  • The role requires developing and maintaining strong relationships with clients and partners, business origination and transaction preparation, oversight during implementation, managing teams, and innovation.
  • The Head of Sovereign Trade Finance Function will lead a team of professionals who contribute to, and eventually take ownership of, implementing selected and innovative sovereign-guaranteed trade finance operations across various regions.
  • The role includes direct contributions to internal and external dialogue, and support related to policy and institutional frameworks.
  • Additionally, the Head of Sovereign Trade Finance Function plays an active role in contributing to knowledge sharing activities across the Fund.
  • This role is pivotal in advancing the OPEC Fund’s commitment to fostering economic growth and development through enhanced trade finance solutions.
  • The Head of Sovereign Trade Finance is instrumental in shaping the Fund’s trade finance agenda and expanding its impact across partner countries.

Duties and Responsibilities

  • Strategic Leadership:
    • Lead the origination, design, execution and implementation of sovereign-guaranteed trade finance operations strategy and business plan within the Public Sector Operations department, in alignment with the OPEC Fund’s mission to support socioeconomic development.
    • Oversee the design and execution of sovereign-guaranteed trade finance operations, ensuring they meet the evolving needs of clients and market dynamics.
    • Align sovereign-guaranteed trade finance operations with the Fund’s current and future action plans.
    • Contribute to policy discussions and institutional arrangements that support trade finance initiatives.
  • Country and Client Relationship Management:
    • Manage relationships with eligible counties, coordinating and undertaking high-level visits and meetings
    • Coordinate with the relevant departments on the developing of Country Partnership Strategies (CPSs) and Framework Agreements (FAs) to guide trade solutions
    • Market trade finance instruments to sector players in eligible countries
    • Keep abreast of the latest economic, political, social, and regulatory developments affecting the business environment in eligible countries
    • Develop annual plans and engage in high-level negotiations with key countries/clients
  • Partnership Development:
    • Establish and maintain relationships with government counterparts, development finance institutions, commercial banks, and other relevant strategic partners.
    • Collaborate with partners to develop co-financing and risk-sharing arrangements.
    • Represent the OPEC Fund in international forums and conferences to promote its trade finance initiatives and ensure the Fund’s visibility as a strategic partner in international development.
  • Business Origination and Pipeline Management:
    • Lead the origination of sovereign-guaranteed trade finance operations, including import-export financing, structured commodity finance, supply chain support, and risk-sharing programs
    • Lead the development of a pipeline and oversee the development of concept proposals for potential sovereign-guaranteed trade finance operations, and monitor progress against operational plan targets
    • Promote trade finance products through marketing missions and networking
  • Deal Structuring, Approval Processing, and Implementation:
    • Oversee the due diligence process and the development of credit memoranda (CM) for operations and coordinate with the relevant departments, where applicable, to obtain required inputs for a comprehensive CM to be submitted to the relevant committees for approval
    • Ensure deals are structured in compliance with OPEC Fund’s policies, rules and guidelines
    • Coordinate with relevant departments for successful implementation and timely disbursement of approved operations
  • Operational Portfolio Management and Follow-up:
    • Ensure compliance with internal policies, international standards, and regulatory requirements across all trade finance activities
    • Oversee the sovereign-guaranteed trade finance operations portfolio
    • Support regular client calls and close monitoring to ensure timely repayment and resolve past due in coordination with relevant departments
    • Ensure high customer satisfaction by providing good relationship management throughout the deal cycle (i.e., before, during, and after the operation approval)
  • Integrated Trade Solutions and Cross-Selling:
    • Promote integrated trade solutions and cross-sell OPEC Fund’s products in various markets
    • Identify opportunities for trade development solutions.
    • Advise business partners on OPEC Fund’s trade finance designed for trade promotion and facilitation.
  • Team Leadership:
    • Lead and mentor a team of trade finance professionals, fostering a culture of excellence and continuous improvement.
    • Oversee talent development, performance management, and capacity building within the team.
    • Promote knowledge sharing and collaboration across departments to enhance operational efficiency.
  • Innovation and Digitalization:
    • Promote the adoption of digital tools and platforms to improve efficiency and transparency in trade finance operations.
    • Drive process improvements and support the digitization of workflows, monitoring, and risk management systems to ensure the Fund remains at the forefront of innovation.

Requirements
Qualifications and Experience:

  • Master’s Degree in Economics, Finance or a (closely) related field.
  • A minimum of 10 years of relevant professional experience, including at least seven (7) years of progressive experience in trade finance. Preferably, five (5) of those years should have been gained at an international development institution or international commercial bank engaged in trade finance.
  • Proven track record in managing complex trade finance operations and developing strategic partnerships
  • Strong understanding of international trade finance instruments, risk mitigation techniques, and regulatory frameworks
  • Excellent leadership, communication, and stakeholder engagement skills
  • Strong communication skills with the ability to represent the OPEC Fund externally at all levels
  • Fluent in English. Good working knowledge of Arabic, French or Spanish is an added advantage.

3). Director, Financial Controls

Job Profile

  • The Director, Financial Controls is responsible for managing and executing the work plan of the financial controls unit in accordance with the institutional strategy and framework, to lead the implementation of a robust internal control framework and ensure the timely, accurate delivery of financial statements in full compliance with accounting standards, Fund’s policies and priorities as well as international best practices.

Duties and Responsibilities:

  • Financial management and control
    • Ensures quality controls over financial transactions, maintains accurate records of accounts and supporting documents for all financial transactions of the OPEC Fund
    • Manages the financial reporting requirements of the Fund and any special funds under the OPEC Fund’s administration to safeguard financial integrity and ensure compliance with International Financial Reporting Standards and other Special Accounting Standards
    • Leads the quarter-end and year-end close process to ensure accurate and timely reporting
    • Authorizes administrative payments in accordance with the relevant approvals, rules and guidelines
    • Verifies compliance with financial/accounting rules and procedures, including cost center allocation
    • Promotes a sound internal control environment by managing the design, implementation, update, and dissemination of policies, procedures and guidelines for recording, processing and reporting financial transactions.
    • Drives financial innovation and leads the implementation of best practices, systems enhancements, and workflow optimization
  • Back Office
    • Oversees banking and custodian relationships to ensure all financial transactions are executed and settled timely
    • Advises and partners with Treasury on a wide-ranging of activities, including cash and liquidity management, foreign exchange, funding and reporting valuations externally to the Custodian and internally for accounting purposes
    • Reviews and authorizes the confirmation of treasury deals, in accordance with the approvals and established procedures, rules and regulations
    • Supervises the creation and maintenance of business partner records
  • Leadership and direction
    • Provides leadership and manages a highly skilled, multicultural diverse team of professionals with direct reporting from Accounting (Financial Controls and Reporting) and Back Office
    • Leads by example, inspiring and motivating the team to maintain the highest level of engagement with the institution
    • Drives and supports change management initiatives
    • Manages engagement with external auditors to assist them to discharge their responsibilities, ensuring accurate, timely, and complete submission of financial data to the Audit & Risk Committee
    • Develops and mentors staff and supports personal development plans
  • Capability building
    • Strengthens the capacity building of the Fund by leading the enhancement of financial management processes and procedures; participates in the committee/s relevant to these matters.
  • Carries out other tasks assigned by the Vice President, Finance that are related to the job function.

Requirements
Qualifications and Experience:

  • Master’s Degree in Accounting, Business Administration, Financial Management or other related field.
  • A recognized accounting certification such as the CA or CPA is required.
  • Minimum of 15 years relevant professional experience.
  • Preferably five (5) years at a senior level in an international banking institution.
  • Fluent in English. Good working knowledge of Arabic, French, German or Spanish is an added advantage.
