Purpose of consultancy

  • To develop and support implementation of WHO’s MOSAIC framework, within the context of a national program being conducted in all federative units.

Background  

  • This mosaic framework demonstrates how surveillance approaches may be implemented as coordinated and collaborative systems, well-matched to specific priority objectives.
  • It helps national stakeholders to identify priority surveillance objectives; identify the surveillance approaches that may be used to meet these objectives; prioritize required enhancements of existing surveillance; develop implementation plans appropriate to national context; and prioritize and align technical assistance and financial investments from partners.
  • This framework will also help national authorities extend partnerships for surveillance and collaborative analyses of data across partners and sectors. Doing so will improve data for decision-making during interpandemic periods and to help ensure that surveillance is both timely and scalable in emergencies.
  • One of WHO member states will be implementing various initiatives to strengthen national capacities for surveillance of epidemic prone diseases and piloting the adaptation of the MOSAIC framework to arboviuses, including a joint initiative with the three levels of the health system working together on detection, monitoring and intervention evaluation.

Deliverables

  • Deliverable 1: Report on the National Meeting to strengthen disease surveillance within the framework of the MOSAIC national plan.

  • Deliverable 2: Report detailing the materials and support tools developed for subnational workshops aimed at improving surveillance using the MOSAIC methodology.
    Expected by: End of the 3rd month.
  • Deliverable 3: Report on the implementation of the national plan to enhance surveillance, guided by the MOSAIC methodology.
    Expected by: End of the 5th month.
  • Deliverable 4: Report assessing the performance and participation of workshop participants involved in strengthening surveillance under the MOSAIC methodology.
    Expected by: End of the 7th month.
  • Deliverable 5: Summary report of the evaluations from subnational workshops and the implementation of action plans to improve surveillance in at least three (3) Federative Units.
    Expected by: End of the 9th month.
  • Deliverable 6: Report on the national strategy for wastewater surveillance aimed at infectious diseases in the country level including Zika virus.
    Expected by: End of the 11th month

Qualifications, experience, skills and languages
Educational Qualifications:
Essential:

  • First university degree in nursing, medicine or public health

Desirable:

  • Advanced university degree (master’s level) in public health, tropical medicine, epidemiology, or a related field

Experience
Essential:

  • A minimum of five years of relevant work experience in the management and/or coordination of public health areas in institutions at municipal, state, and federal levels, with a focus on the implementation of health policies and programs and responses to public health emergencies.
  • Experience working in multidisciplinary teams and in adapting national strategies to local realities.
  • Experience in carrying out timely and accurate risk analyses during the response to complex emergencies, contributing to strategic decision-making.

Desirable:

  • Experience in cooperation between different levels of government, ensuring the efficiency of integrated responses.

Purpose of consultancy

  • To enhance operational preparedness, readiness and response in arbovirus endemic countries by supporting the implementation of the One Health approach to better manage threats and improve overall health security.

Background:

  • The World Health Organization’s Emergency Program(WHE) team, specifically within the Emerging Zoonosisand hight impact epidemics (EZH) unit, is dedicated to strengthening the capacity of countries to prepare for and respond to public health emergencies involving zoonotic diseases including arboviruses.
  • The increasing frequency and impact of emerging and zoonotic outbreaks underscore the need for a coordinated, multisectoral approach to emergency preparedness and response.

Deliverables

  • Deliverable 1: Facilitate the collection, analysis, and communication of data related to arboviruses and other emerging zoonotic diseases and public health risks to enhance early detection and rapid response capabilities, including media monitoring and SitReps.
  • Expected by: End of the 2nd month.
  • Deliverable 2: Summary of the implement strategies for increasing national and subnational public health capacities in preparedness and response to public health threats related to arboviruses and other pathogens with epidemic and pandemic potential, including event-based surveillance using complementary strategy as monitoring rumors using EIOS and community-based surveillance.

  • Deliverable 3: Report of the establishment and strengthening of collaborative networks and interdisciplinary and intersectoral working groups using the One Health approach, with a focus on biomes with a higher risk of spillover, such as the Amazon Region.

Purpose of consultancy  

  • To support the MCQ team and technical programs in measuring the performance of health services on Maternal, Newborn and Child Health (MNCH), Safe Affordable Surgery (SAS), Infection Prevention Control (IPC) and Quality of Care (QoC), managing regional datasets, making data analysis, and developing capacity building materials for countries level for accurate data collection.

Background:

  • Tracking the work of the World Health Organization, as well as monitoring the progress of countries and regions toward achieving the Sustainable Development Goal 3, GPW14 and the Regional Vision paper objectives, is of utmost importance. In this context, the WHO employs and advocates for data-driven approaches across all levels of the organization. By leveraging data and evidence-based strategies, the organization can make informed decisions that guide health interventions and policies.
  • Data-driven approaches play a key role in shaping how WHO prioritizes and focuses its efforts for maximum and rapid impact. By integrating data and comprehensive analysis into its technical programs, WHO is able to target actions that address the most pressing health needs. These programs include Maternal, Newborn, and Child Health (MNCH), Safe Affordable Surgery (SAS), Infection Prevention and Control (IPC), and Quality of Care (QoC). These programs are grounded in the use of robust data and research, which allows for continuous assessment of their effectiveness and the identification of areas for improvement.
  • The consultant is expected to assist the MCQ team members by generating a range of technical documents. This includes producing detailed technical reports, research papers, presentations, and country profiles. The consultant will be responsible for supporting these activities through data management tasks, such as organizing, verifying, cleaning, and analyzing data, in line with specific requests. The consultant’s role will involve performing statistical analyses to provide accurate and actionable insights that inform the development of these technical materials.

Deliverables

  • Output 1: Conduct additional statistical analysis and visualize them for the regional biennial progress report on Early Essential Newborn Care implementation
  •  Deliverable 1.1: Statistical tables, annexes, and data visualizations for the Fourth Biennial Progress report
  • Output 2: Assist in preparing technical documents for the upcoming Infection Prevention Control meeting by providing the survey IT support, data verification, cleaning and finalizing dataset, conducting data analysis, generating country profiles and a regional summary and visualizing the results of the analysis
  •  Deliverable 2.1: Report detailing the performed tasks related to data management of Infection Prevention Control program
  • Output 3: Data management and analysis including both descriptive and analytical analysis in technical areas (Maternal and Child Health, Safe Affordable Surgery, and Quality and Safety) tailored to the specific needs of MCQ technical teams and country-specific requests
  • Deliverable 3.1: Summary report of the statistical analysis results along with their interpretation for each technical area

Qualifications, experience, skills and languages
Educational Qualifications:

  • Essential: At least a bachelor’s degree in statistics or biostatistics

Experience

  • Essential: Minimum of 5 years of relevant professional experience working with datasets and working experience in applying and running statistical software (SPSS, STATA, and R) and visualization tools (Tableau)
  • Desirable: Prior working experience managing and analysing the data in the field of MCH, IPC, SAS and Quality and Safety

Skills/Knowledge:

  • Essential: Knowledge of the use of data entry, and data management, strong analytical skills (making statistical and epidemiologic analysis in reliable manners) and proficient user of statistical software such as STATA, SPSS, SAS or R, good knowledge and skills for using data visualization tools and familiarity with public health programs, use of programmatic data and indicators, and monitoring and evaluation of public health programs

Languages and level required:

  • Essential: Expert knowledge of and fluency in spoken and written English
  • Desirable: Additional working knowledge of a language of the WHO Western Pacific Region.
