1). MEAL Officer (Protection, Women Empowerment and Child Protection)

Project Overview
- The BHA (Bureau of Humanitarian Assistance) project, “Integrated Emergency Response to the Displaced Population in Zamfara, Sokoto, and Katsina States, Northwest Nigeria” depending on fund availability will be carried out by a consortium led by the International Rescue Committee (IRC) in collaboration with the Alliance for International Medical Action (Alima), Cooperazione Internazionale (COOPI), and Life Helpers Initiative (LHI), aims to leverage each partner’s expertise to provide immediate humanitarian assistance to internally displaced people populations through area-based approach.
- The Consortium partners will provide an integrated multisectoral intervention in Health, Protection Outcome, WASH, Protection, and Multi-purpose Cash Assistance (MPCA) activities in Zamfara, Katsina, and Sokoto states in collaboration with state governments, UN organizations and other key actors in Northwest Nigeria.
- The project will be implemented by a dedicated support, quality assurance, and coordination team, who will work closely with all partners through a management unit of well-structured consortium governance for the activity.
Job Overview / Summary
- The purpose of the Protection Outcome MEAL Officer position is to coordinate the collection, compilation, consolidation, and analysis of data using platform to track programs/ projects activities, monitor progress and support impact measurement across Katsina and Zamfara states.
- S/he will also serve as the focal person for all development research, engage in reflective practice, and generate lessons from projects/program and prepare MEAL plans for Child Protection (CP), Women Protection & Empowerment (WPE) and Protection Rule of Law (PROL) sectors. S/he is responsible for establishing and ensuring better field level data management systems for the core program s/he assigned to and coordinates the proper and timely evaluation of project objectives/impact. S/he will contribute to the existing client response mechanisms and ensure program staff participation in MEAL activities.
- The position holder will closely work with sector manager(s), front line staff, and community/facility volunteers. S/he also will work closely with the MEAL unit on technical matters and reports to the Consortium Senior MEAL Manager and technically to the Protection, Child protection and WPE Coordinators.
Major Responsibilities
Program/project design and learning (20% of time):
- Participate in program/ project design especially in developing Protection Outcome a log frames and, also contribute learning from previous projects.
- Support to develop and make sure all the projects in the Protection Outcome sector has tested monitoring tools that capture both program activity and indicators progresses.
- Responsible for organizing periodical ongoing Protection Outcome level data review, reflective practice, evaluation, and progress monitoring events by involving communities and local partners.
- Responsible for proactively networking and sharing of lessons from the Protection Outcome core program with strategic partners and other stakeholder including government.
- Responsible for coordinating synergy and cross-learning among different projects.
- Responsible for cross feeding learning among projects by regularly producing (compiling) summary monitoring reports and sharing with staff and partners.
- Responsible for the development and continuously update project MEAL, and impact measurement tools and systems on timely fashion.
- Support to develop and make sure all the projects in the sector has tested monitoring tools that capture both program activity and indicators progress.
- Take part in diagnostic studies, evaluations, and surveys.
- Responsible for organizing periodical data review, reflective practice, evaluation and progress monitoring events;
- With support from the Protection Outcome MEAL Manager, Protection Outcome program manager(s) and coordinator, establish and maintain project level information management system;
- Contribute to designing strategy to collect field level information required by IRC, donors and/or stakeholders.

Monitoring and evaluation (50% of time):
- Responsible for tracking Protection Outcome progress against monitoring work plans.
- Coordinate the Protection Outcome field level community participatory monitoring and evaluation, reflective practice, and impact measurement.
- Responsible for ensuring the on-time execution of projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision.
- Responsible for providing technical support to the sector and partner organization on information management system, proper data collection and record keeping.
- Responsible for updating Protection Outcome MEAL plan timely and provide feedback to program staff on status and quality of implementation.
- Responsible for conducting Protection Outcome regular data verification exercises to ensure reporting and collection of quality data across the Katsina and Zamfara states.
- Responsible for documenting findings from Protection Outcome data quality audits and store in project files to ensure collective and sustainable access.
- Actively participate in and contribute to MEAL team activities, system assessments, development, and implementation of new systems and/or tools aimed at strengthening overall MEAL practices at IRC Nigeria.
- Accountable for the recruitment of enumerators and support in other survey including engagement of consultants.
- Contribute to providing MEAL inputs for report written during project implementation, quarterly donor report and end of grant reporting.
- Responsible for periodically conducting Protection Outcome reflective practice forums at field office/ project level and compile lessons from project implementation processes.
- Adapt and maintain a high-quality database for the project in line with the country MEAL standards
- Responsible for planning and implementing MEAL activities on all Protection Outcome grants under the guidance of the MEAL Manager
Information management and reporting (10% of time):
- Support in reviewing and maintaining centralize Child Protection, Protection, Women Protection & Empowerment activities information management system.
- Responsible for submitting data set to update country office wide program database on monthly basis.
- Responsible for compiling and reporting monthly sector working group report such as 5W.
- Responsible for compiling regular project monitoring report, including lessons learned, prepared by different projects and application of evaluation recommendations.
- Support to ensuring all projects have downward/ forward client responsiveness mechanisms and works with project staff to make sure its implementation.
- Ensure high quality data are available on a regular and timely basis for reporting and programmatic decision making.
Capacity building and supervision (10% of time):
- Responsible for supporting Protection Outcome local partners in designing monitoring and reporting tools and establishing database management systems.
- Responsible for the orientation of front-line staff, partners’ staff and volunteers on the monitoring tools and train them how to use data for decision making.
- Orient program staff on the basic principles and practices of client responsiveness in accordance with the IRC

Qualifications
- Degree in Statistics, Computer Science / Information Managementor any other related field.
- Excellent computer skills are required (particularly Advanced Microsoft Excel, power point and Word);
- At least 3 years’ experience working in monitoring and evaluation preferred.
- Strong data collection, analysis, and report writing skills required.
- Ability to work independently, think analytically and take initiative in solving problems.
- Ability to communicate technical issues effectively.
- Familiarity with log frame analysis and MEAL plan.
- Experience in conducting assessment using Kobo, Commcare, etc.
- Background in Protection Outcome and Working with highly vulnerable and displaced people would be added advantage.

2). Senior Consortium MEAL Manager

Project Overview
- The Integrated emergency response to the displaced population in Zamfara, Sokoto and Katsina States, NW Nigeria project is an anticipated consortium project proposed to be led by the International Rescue Committee (IRC) in partnership with ALIMA, COOPI and LHI.
- The project will be funded by Bureau of Humanitarian Assistance (BHA), USAID aims to provide integrated multi-sectoral lifesaving assistance in Health, Nutrition, WASH, Protection and Multi-purpose Cash to the displaced populations in Zamfara State (Anka & Gusau LGAs), Sokoto State (Goronyo & Rabah LGAs) and Katsina State (Batagarawa & Katsina LGAs) in NW Nigeria
- The consortium program theory of change believes that if comprehensive humanitarian assistance in health, nutrition, food assistance, WASH and protection services is tailored to meet the needs of the conflict-affected displaced population, THEN, women, men, girls, boys and vulnerable IDPs life will be saved, alleviating their suffering and maintaining their human dignity.
- The consortium requires a dedicated senior Monitoring, Evaluation, Accountability and Learning Manager to spearhead program technical support, consolidation and harmonization of program quality tracking tools in all the sectors by the different consortium members
Overall Responsibilities
- The consortium Senior MEAL Manager will be responsible for M&E systems development and implementation for the IRC led BHA NW Consortium, ensuring consistent use of M&E approaches, data management, client responsiveness, data quality and facilitate learning across teams and consortium partners.
- The post holder will be responsible for ensuring overall coherence of monitoring and reporting tools, and coordination of data compilation from all consortium members.
- He/she will have a strong working relationship with the IRC MEAL team as well as the consortium team for additional technical support.
- The role requires extensive MEAL experience and good understanding of organizational M&E approaches and understanding of working in a consortium led project.
- The post holder will be expected to provide technical support in data gathering, aggregation, M&E tool development, support electronic data platforms, databases and select technologies to capture and organize data in a usable format.
- He/she will work collaboratively with consortium teams, MEAL/Consortium coordinators in partner organizations and support M&E officers at the field level.
- He/she will be expected to communicate courteously on consortium performance and maintain positive relationships with program and support teams.
- As a member of the Consortium Management Unit, the consortium senior MEAL Manager will be responsible for ensuring MEAL Working Group meetings take place with partners, harmonizing of MEAL systems and tools and will provide targeted support and capacity building as required.
Specific Responsibilities:
Program Management, Technical Quality, and Strategy:
- Take lead role to set up a robust and well functional monitoring and evaluation system, SOPs, tools and guidelines including beneficiary counting system at BHA North West consortium level in line with approved project proposal.
- Provide overall direction to the management of a robust, sustainable, and effective MEAL system across all sectors of interventions. Analysis of these changes will be shared extensively with all consortium partners and stakeholders to facilitate actions.
- Overall, support the project cycle management from the consortium MEAL department.
- Ensure the consortium project has innovative and technology driven MEAL systems and tools
- Ensure detailed and feasible consortium project monitoring plans are in place which: (i) provide an indicator matrix (ii) consider ethical and safe collection and storage of data (iii) consider data quality audits (iv) consider mid/end project learning reviews.
- Provide strategic and technical support to both program and MEAL staff of consortium partners in the collection, entry, sharing, verification, analysis and use of data and share with all partners as appropriate.
- Develop and roll out robust client responsiveness and feedback systems, community engagement throughout the project, in consultation with the consortium MEAL working group.
- Lead on planning and managing internal and end line study, research undertaken by the consortium members, including lessons learnt process and documentation.
- Assist consortium technical lead to make timely decisions to adjust project design based on the MEAL data and project proposal amendment as necessary.
- Assist consortium coordinator in producing high quality reports such as but not limited to monthly/quarterly progress reports for internal consumption and government authorities, donor reports as per contractual obligations and other ad-hoc reports asked by consortium steering committee and/or IRC management.
- Promote cross learning and sharing across all consortium partners.
Staff Performance Management, Learning & Development:
- Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
- Develop and implement remote management capacity building approaches to build the strengths of the consortium team.

Qualifications
- Master’s Degree (Statistics, Social Science, Public Health, Development Economics or related discipline).
- First Degree with demonstrated experience of 5 to 10 years in MEAL is accepted.
Work Experience:
- Excellent database, data management and data analysis skills with experience in using at least two software applications such as Microsoft excel, SPSS, STATA
Demonstrated Technical Skills:
- Experience in consortium MEAL work will be an added advantage.
- Ability to communicate effectively with managers, colleagues, partners and clients.

Job Overview / Summary
- The Pharmacist officer is responsible for overseeing pharmaceutical distribution and monitoring for the population in the catchment area of IRC-supported health facilities in the Northwest. Responsibilities will include day-to-day distribution of pharmaceuticals, monitoring of activities, capacity development of health staff, report making, using PIT, coordination with other sectors and government authorities as well as close collaboration with health facility staff and managers.
- The position is based in Sokoto with regular trips to IRC’s health programs sites and consortium partners throughout the Northeast and other parts of Nigeria as needed.
- Reports to the Pharmacy Manager, while working very closely with the dispensers at the facilities and Clinical officers
Major Responsibilities
Program Management, Technical Quality, and Strategy:
Health program management:
- Monitors the availability of medical products to avoid stock-outs and financial losses generated by expired items; Collaborates with the pharmacy Manager/s and deputy team lead to define stock security levels in IRC’s directly implemented facilities.
- In close collaboration with the Warehouse officer(s) and HMIS, develops stock levels alert (based on an average monthly consumption AMC and morbidity data); gathers stock indicators, analyze them and discuss with the Health Coordinator / Supply Chain coordinator so as to avoid stock-outs and the financial losses generated by expired items.
- In collaboration with the other health program staff in Nigeria, oversee the implementation of pharmaceutical aspects of health projects implemented by IRC Nigeria in Gusau and Anka.
- In collaboration with the pharmacy Manager, ensure that health programs utilize standardized protocols, policies, and guidelines, as outlined by the Nigeria Federal Ministry of Health (FMOH) and WHO. Ensure that all Health activities are consistent with established best practices.
- Ensuring medicines are stored appropriately and securely.
- Liaising with Health facility clinicians to ensure appropriate prescription and rational drug use.
- Provide supervision to drug dispensers, checking dosage and ensuring that medicines are correctly and safely supplied and labelled, to avoid dispensing errors.
- Participate in Joint supportive supervisory visit by IRC and SPHCDA supervisor to all Health facilities and IRC mobile clinic and ensure that appropriate feedback and mentorship takes place.
Program Development / Grant Management:
- Ensure that all necessary drug information is correctly and fully recorded on the stock cards: IRC code, batch number, and expiry date, date of receipt or delivery, stock balance (incoming/outgoing), receipt and delivery document reference numbers.
- Complete all the tables for monitoring stock movements and consumption on the PIT.
- Prepares the monthly stock report.
- In conjunction with the senior Pharma Manager/Log Manager, perform physical stock counts in accordance with the frequency defined in the SOP.
- Inform the Senior Pharma Manager when the stock of goods is nearing the minimum or maximum threshold, and regularly provide the Senior Pharma Manager and Health Coordinator with a list of the items with expiry dates within the next six months.
- Monitor the temperature of the warehouse and ensure that products requiring cold chain (vaccines) are always stored at a suitable temperature (between +2°C and +8°C) – manually record T twice daily – Reports any deviation, using the cold chain breech report.
- Prepare the cold chain boxes as per Cold chain SOP.
- Ensure the availability of enough icepacks, clean cold chain containers for the outreach activities including vaccine campaigns.
- Ensure cleaning, defrosting and maintenance of fridges.
- Medical waste management: Prepare the list of expired drugs and items and inform the Senior Pharma Manager/SCC and Health Coordinator. Ensure safe storage of expired drugs/items.
Staff Performance Management, Learning & Development:
- Required for all positions with supervisory responsibility, if special considerations are needed (e.g., remote management), make this additive to the base language here.
- Identifying pharmaceutical gap and training needs of clinicians in supported MOH Health Facilities, IRC mobile clinic and pharmacy technician, conduct formal training and on-the job coaching as appropriate.
- Routinely monitor Drug dispensers and pharmacy technicians ensuring performance according to their job description and provide written feedback in a timely manner.
- Review personnel issues and concerns of Drug dispensers and Health facility Pharmacy technicians and assist in determining and implementing solutions.
- Adhere to and act in accordance with the IRC Global HR Policies and Procedures and communicate through word and example a high standard of compliance with all applicable policies and regulations.
- Research, Learning and Analysis
Monitoring health program implementation:
- Prepare a weekly/monthly report of movements of drugs and medica supplies (incoming/outgoing) in the Drug warehouse and submit a report to the Senior Pharmacy Manager, SC Manager, and Health Manager
- Immediately inform the Senior Pharma Manager of any problems arising in the course of the work, particularly regarding damage, loss, attempted break-ins, or theft in the warehouse, supported health facilities and Mobile clinic drug dispensary.
- Conduct routine inventory inspection and submit a report to the Senior Pharma Manager/Logistics manager in a timely

Coordination & Representation:

Qualifications
Education:
- B.Pharm Degree
- Must possess the practicing license or qualifying certificate.
- Master’s degree or postgraduate diploma or certificate in Supply Chain Management, Logistics, Pharmacy Management, Business Administration or related field is an added advantage.
Work Experience:
- 2-3 years of work experience or professional experience, of which 1 – 2 years in health system Support, strengthening, and the development sector.
- Experience in field missions as a pharmacist in the humanitarian setting is highly recommended.
- Must be registered with relevant licensing bodies and allowed to practice in Nigeria.
- Thorough knowledge and understanding of drugs and medical supplies regulations of Nigeria.

- Support to develop and make sure all the projects in the health outcome sectors has tested monitoring tools that capture both program activity and indicators progress;
- Take part in diagnostic studies, evaluations and surveys;
- Responsible for organizing periodical ongoing data review, reflective practice, evaluation and progress monitoring events;
- With support from the MEAL Manager, program manager(s) and coordinator, establish and maintain project level information management system;
- Contribute to designing Environmental health strategy to collect field level information required by IRC, donors and/or stakeholders;

Monitoring and Evaluation (50% of time):
- Responsible for tracking Health outcome progress against monitoring work plans.
- Coordinate the Health Outcome field level community participatory monitoring and evaluation, reflective practice and impact measurement.
- Responsible for ensuring the on-time execution of Health outcome projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision.
- Responsible for providing technical support to Health outcome staff and partner organization on information management system, proper data collection and record keeping.
- Responsible for updating Health outcome MEAL plan timely and provide feedback to program staff on status and quality of implementation.
- Responsible for conducting Health outcome regular data verification exercises to ensure reporting and collection of quality data across the Katsina, and Zamfara states.
- Responsible for documenting findings from Health outcome data quality audits and store in project files to ensure collective and sustainable access.
- Actively participate in and contribute to MEAL team activities, system assessments, development, and implementation of new systems and/or tools aimed at strengthening overall MEAL practices at IRC Nigeria.
- Accountable for the recruitment of enumerators and support in other survey including engagement of consultants.
- Contribute to providing MEAL inputs for Health outcome report written during project implementation, quarterly donor report and end of grant reporting.

Information Management and Reporting (10% of time):
- Support in reviewing and maintaining centralize project information management system.
- Responsible for submitting Health outcome data set to update country office wide program database on monthly basis.
- Responsible for compiling and reporting monthly sector working group report such as 5W.
- Responsible for compiling Health outcome regular project monitoring report, including lessons learned, prepared by different projects and application of evaluation recommendations.
- Support to ensuring all projects have downward/ forward client responsiveness mechanisms and works with project Health outcome staff to make sure its implementation.
- Ensure high quality data are available on a regular and timely basis for reporting and programmatic decision making.
Capacity Building and Supervision (10% of time):
- Responsible for supporting Health outcome local partners in designing monitoring and reporting tools and establishing database management systems.
- Responsible for the orientation of Health Outcome front line staff, partners’ staff and volunteers on the monitoring tools and train them how to use data for decision making.

Qualifications
Essential:
- Degree in Statistics, Computer Science / Information Management or any other related field.

- Strong data collection, analysis, and report writing skills required.

Project Overview
- The BHA (Bureau of Humanitarian Assistance) project, “Integrated Emergency Response to the Displaced Population in Zamfara, Sokoto, and Katsina States, Northwest Nigeria” depending on fund availability will be carried out by a consortium led by the International Rescue Committee (IRC) in collaboration with the Alliance for International Medical Action (Alima), Cooperazione Internazionale (COOPI), and Life Helpers Initiative (LHI), aims to leverage each partner’s expertise to provide immediate humanitarian assistance to internally displaced people populations through area-based approach.
- The Consortium partners will provide an integrated multisectoral intervention in Health, Nutrition, WASH, Protection, and Multi-purpose Cash Assistance (MPCA) activities in Zamfara, Katsina, and Sokoto states in collaboration with state governments, UN organizations and other key actors in Northwest Nigeria.
- The project will be implemented by a dedicated support, quality assurance, and coordination team, who will work closely with all partners through a management unit of well-structured consortium governance for the activity.
Job Overview / Summary
- Under the direct supervision of the Health Manager, the Medical Doctor is the clinical supervisor for all IRC’s health care services in Gusau and Anka LGAs, Zamfara state.
- The focus of our health programs is to provide integrated quality comprehensive health services including RH services integrated with WPE services to conflict-affected women and girls in a timely manner.
- S/he reports to the Health Manager and also works closely with the Senior Area Manager on day-to-day administrative issues.
Major Responsibilities
Program Management, Technical Quality, and Strategy:
Health program management:
- The Medical Doctor shall be responsible for the supervision and day-to-day management of health activities within Gusau and Anka LGA, including support to primary health care facilities, and mobile health services in the IDP camp and harder to reach areas.
- Apply medical knowledge and skills to prevention, diagnosis, and treatment according to national guidelines and protocols, and ensure patient follow-up as needed.
- The Medical Doctor will identify need for referral to secondary care and prepare the patient for referral including referral notes, pre-referral treatment and arrangement of transport.
- S/he will provide on-the-job support to the facility staff, including training and skills development as needed.
- Ensure adherence to infection prevention and control within and around the facilities.
- Together with the Health outreach officer, recruit, train and supervise community volunteers for community sensitization and outreach activities.
- Coordinate with State Primary Health Development Board and other actors in the area and maintain good relations with them,
- In coordination with the Health Manager, identify opportunities to strengthen the health program.
- S/he will oversee the stock management of medicines, medical supplies, medical equipment and prepare timely requisitions for replenishment based on consumption records.
- S/he will collect weekly morbidity reports and monitor disease trends in order to preposition adequate supplies as may be required.

- Ensure data collection, data compilation, timely preparation and submission of all internal reports including weekly and other associated monthly, quarterly, donor and special reports;
Staff Performance Management, Learning & Development:
- Monitor and supervise the IRC health staff and ensure that work is done properly and efficiently.
- Routinely monitor staff performance according to their job description and provide written feedback in a timely manner.
- Develop ongoing education programs for health staff and conduct training and on-the-job training for health staff.
- Review personnel issues and concerns of health staff and assist in determining and implementing solutions.

Monitoring health program implementation:

- Attend meetings concerning overall health program issues.
- Supervise and regular review and revise training manuals to maintain consistency with the acceptable protocols.

Coordination & Representation:
- Represent the program to Local government representatives, , partner agencies, etc. as required
- In coordination with the Health Manager actively develop and maintain effective working relationships with key stakeholders with government actors, international and local NGOs, and other relevant actors.
- Attend all relevant meetings in relation to the health program as may be required and feed in the IRC priorities during meetings;

Qualifications
Education:
- Degree in Medicine and Surgery from a recognized institution, with strong public Health background, master’s in public health will be an advantage.
Work Experience:
- Minimum of 2 years post internship experience in clinical medicine and public health.
- Experience in supervising health staff at the primary health care level
- Ability to work with displaced communities with diverse cultural and ethnic backgrounds.
- Flexible, diplomatic and have ability and willingness live and work under pressure of workloads
- Able to work in a location with basic living conditions and with limited communication options.
