Job Title: Nigeria Content Officer

Location: Lagos

About the Role

  • Ataogo Nigeria Limited seeks a Nigerian Content Officer to ensure strict compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act for our AGO supply operations.
  • The successful candidate will be the primary liaison with the Nigerian Content Development and Monitoring Board (NCDMB) and drive local participation targets.

Key Responsibilities
NCDMB Compliance Management:

  • Ensure 100% adherence to Schedule 3 & 4of the NOGICD Act
  • Maintain all NCDMB NOGIC JQS registrations for company and personnel
  • Track and report NCDF (Nigerian Content Development Fund) remittances.

Nigerian Content Implementation:

  • Achieve 70% Nigerian man-hours across all project phases
  • Verify Nigerianization plans for all positions (prioritizing roles for nationals)
  • Monitor1% NCDF deductions from subcontracts.

Reporting & Documentation:

  • Prepare monthly Nigerian Content reports for NCDMB
  • Maintain records of:
    • Local vendor utilization
    • Nigerian personnel training
    • Equipment ownership certificates (NCEC).

Stakeholder Engagement:

  • Liaise with NCDMB, NUPRC, and NNPC on compliance matters
  • Conduct Nigerian Content workshops for staff and subcontractors
  • Manage NCDMB audit processes.

Capacity Building:

  • Implement NCDMB – approved training programs
  • Track local manpower development(apprenticeships, STEM initiatives)
  • Ensure technology transfer from expatriates to Nigerian staff.

Requirements and Skills

  • Candidates should possess a Bachelor of Law Degree with 5 years of experience.

Technical Skills:

  • Expert knowledge of:
    • NOGICD Act 2010
    • NCDMB Guidelines & Regulations
    • NUPRC Local Content Framework
  • Proficiency in NCDMB reporting portals.

Soft Skills:

  • Exceptional negotiation skills with regulators
  • Strong data analysis capabilities.
