Job Title: Principal Quality Engineer

Service Description

  • Reports to the Bonga North (BN) Quality Lead (QL)
  • Based in SNEPCo Lagos Offices and various project offices/sites across Nigeria (as required)
  • Ensure HSSEQ Compliance: Ensure all welding activities comply with HSSEQ (Health, Safety, Security, Environment and Quality) standards and promote a safety-first culture on-site.
  • Enforcing Shell and IOGP (International Oil and Gas Producers) HSE (Health Safety and Environment) policies and procedures at Company worksites.
  • Responsible for QA and QC across all project phases to ensure implementation of the Project and Contractor Quality Plans whilst interfacing directly with respective Package Leads, Teams, Engineering Disciplines and Contractor personnel.
  • Supports the BN QL in all fabrication Assurance activities on Projects, work with QA team and other department personnel to meet requirements, assignments, and responsibilities in compliance with the Project and Engineering (P&E) Quality Policy, Project Management Framework (PMF) and ISO 9001
  • Assistance in providing expert guidance all QA and QC matters, including the development, acceptance and implementation of respective QA & QC procedures etc.
  • Responsible for development and implementation of the Projects Quality Plans (PQP), including but not limited to integration of Discipline Control & Assurance Framework (DCAF), Technical Integrity Verification (TIV), Lessons Learned (LL) and Management of Repeated Failures (MRF).
  • Responsible for development and implementation of the Quality Discipline Delivery Plan (DDP) encompassing all projects quality related processes, i.e. technical quality assurance, fabrication quality, ITPs, surveillance & inspection, lessons learned, quality incident reporting & alerts, etc.
  • Provide QA/QC training across the project organization, maintain Quality Awareness and implement a “No Defects” Quality Culture.
  • Identify and Manage quality risks during the phases of the Projects
  • Work with project team to promote the right quality mind set, culture and behavioral requirements for successful development and implementation of projects
  • Provide quality input to project plans, risk register, and technical specifications
  • Responsible for Project Quality Management Review
  • Responsible for Project quality health checks – owner of the process / continuous improvement and available for conducting the assessments
  • Working with regional TAs on Project Controls and Assurance Plan (PCAP) utilization and PCAP improvements for the Project scopes
  • Assist in achieving flawless start-ups by supporting the implementation of the MRF Program
  • Monitor and support the implementation of TIV in the project.
  • Responsible for development of quality requirements in contracts and tendering process. This includes conducting evaluation and assessment of quality elements, clarification with bidders and on-site evaluation (if required)
  • Responsible for development and monitoring of project quality KPIs and reporting of project quality performance periodically
  • Participation in PARs, VARs and PERs
  • Leading or participating in quality incident & failure investigations (RCAs/causal learning) and oversee corrective/preventative action.
  • Collation of lessons learned/quality alerts and dissemination into the quality networks and project communities
  • Collect and analyze all quality engineering related performance data to identify risks, trends and opportunities.
  • Development and management of mitigation actions required for LL and flaws
  • Conduct Equipment Criticality and Intervention Assessment (ECIA) Workshops across the Project packages
  • Responsible for development and implementation of audit and review program (this includes vendor/ module fabricator assessments) including execution and monitoring the close out of audit findings
  • Responsible for audits on design and technical assurance processes (includes design offices / EPCs).
  • Responsible for ensuring quality Observations, incidents, alerts, lesson learned etc. are reported and managed through the Quality Information Reporting Management Systems (Shell Quality Insight SQI)
  • Provide professional support to project teams in implementing and utilizing SQI for managing Project Quality.
  • Author and deliver daily, weekly, and monthly status, progress, and site reports.
  • Liaise with internal stakeholders i.e., Quality, HSE, project control, engineering disciplines, planning, etc. to ensure adequate support for project execution

Requisite Qualifications

  • B.Sc or equivalent in related Engineering or Science discipline, as a minimum with professional registration
  • A recognized Lead Auditor certification is required
  • Member of a recognized Quality Institution is preferred
  • Demonstrated experience (12-15 years) in a project quality role during the design, procurement and construction in Oil & Gas projects both onshore and offshore with a particular focus on the following areas:
  • ISO 9001 extensive Audit Experience – auditing, assessments and qualifications
  • Quality Management Systems – integrated quality management, verification, technical and fabrication assurance
  • Quality Control Inspections
  • Flawless project delivery / management of repeat failures
  • Quality Audit Coordination
  • RCA or incident investigation
  • Technical Integrity Verification
  • Risk Based Quality Management
  • Experience in the application of industry standards (IOGP, API, AWS, DNV, ASME, etc.) and international standards (SOLAS, etc.), ISO 9001, ISO 29001 and familiar with ISO 14001.
  • Knowledge of Oil & Gas industry project management framework.
  • Knowledge in project design, procurement, and construction engineering principles and practices
  • Knowledge in application of project assurance practices such as technical assurance controls, project health-checks, Flawless Project Delivery, benchmarking (IPA)
  • Ability to lead, communicate, work, interface, interact and influence effectively within a multi-disciplinary team of professionals located globally.
  • Ability to communicate quality issues and risks in the context of project objectives to various stakeholders and to adjust the message according to the occasion and audience
  • Ability to identify and liaise with all key stakeholders including Operations, other Engineering disciplines, project experts, contractors and regulatory bodies.
  • Demonstrated commitment to personal and process safety.
  • Project management / engineering experience and certification.
  • Knowledge in use of MS Office tools or similar software
  • Strong personal ownership and accountability to deliver own scope and support others in the team and wider project.
