Job Title: Technical Consultant – Climate Adaptation and Resilience
Location: Remote or Abuja, Nigeria (with possible travel)

Initial engagement duration: 4 months (renewable based on performance and funding).
Objectives of the Assignment
- The primary objective of this consultancy is to provide strategic technical guidance and lead business development efforts in the area of climate adaptation and health system resilience.
- The consultant will contribute to positioning eHA as a leader in climate-health innovation by supporting proposal development, identifying funding opportunities, and cultivating partnerships that align with eHA’s strategic goals. Specifically,
- Strengthen eHA’s climate adaptation strategy and programming within the health sector.
- Mobilize funding for climate-health initiatives through high-quality proposal development.
- Forge technical partnerships that position eHA as a regional leader in climate and health.
- Build internal and partner capacity to respond effectively to climate-health opportunities.
Scope of Work / Key Responsibilities
Under the supervision of the Director of Programs and Partnerships, the consultant will be responsible for the following:
Strategic and Technical Advisory Support:
- Provide expert input to eHA’s climate adaptation strategy and resilience programming.
- Lead the development of a robust climate adaptation and resilience strategy, aligning eHA programs with Nigeria’s National Adaptation Plan (NAP), the Paris Agreement, and WHO guidance on climate-resilient health systems.
- Provide technical input across the lifecycle of climate-health projects—from design to implementation, monitoring, and evaluation.
- Develop technical content for project concepts and proposals focused on climate-smart healthcare systems, community resilience, clean energy, and disaster risk reduction.
- Advise on climate policy trends, funding landscapes, and emerging global frameworks relevant to eHA’s mission.
Proposal Development and Resource Mobilization:
- Identify and assess relevant funding opportunities from donors such as GCF, GEF, USAID, FCDO, AfDB, BMZ, and philanthropic foundations.
- Lead or support the development of 3–5 competitive proposal packages, including concept notes, full proposals, logical frameworks, budgets, and theories of change.
- Ensure proposals integrate climate co-benefits, mitigation/adaptation rationale, and gender, equity, and social inclusion (GESI) considerations.
Climate Finance and Business Development:
- Identify and track climate adaptation and resilience funding opportunities from bilateral, multilateral, philanthropic, and private sector sources.
- Develop a Climate Finance Mobilization Plan outlining options for accessing bilateral, multilateral, and private finance.
- Lead or support the development of competitive proposals, EOIs, and concept notes in alignment with donor priorities.
- Build and maintain relationships with donors, implementing partners, and government stakeholders to support pipeline development and positioning.
- Support the development of strategic partnerships with climate technology providers, renewable energy firms, and circular economy platforms.
Technical Documentation and Knowledge Products:
- Produce or contribute to technical documents, including policy briefs, blog articles, peer reviewed publications etc.
- Translate technical content into donor-friendly language and evidence-driven advocacy materials.
Capacity Building and Technical Support:
- Develop and implement a capacity building framework for eHA staff and local partners on climate adaptation, climate-smart health systems, and climate proposal development.
- Provide coaching and mentoring to eHA staff on climate adaptation and business development best practices.
- Facilitate 1–2 internal workshops or learning sessions to strengthen organizational knowledge.
- Contribute to thought leadership materials such as policy briefs, technical blogs, and case studies.
- Support the development of internal knowledge repositories on climate resilience and funding trends.
Stakeholder Engagement and Representation:
- Represent eHA in up to three external technical forums, donor roundtables, or strategic stakeholder meetings.
- Maintain documentation of engagements and follow-up actions to strengthen eHA’s visibility and influence in the climate-health space.
- Facilitate strategic engagements with technical partners, academic institutions, and climate-smart solution providers.
- Represent eHA in climate-health consortiums, webinars, and conferences to expand visibility and influence.
- Support the development of MOUs, teaming agreements, and collaborative frameworks with climate-sector actors.

Required Qualifications
- Master’s Degree or higher in Climate Change, Environmental Science, Public Health, International Development, or a related field.
- At least 10 years of experience in climate adaptation, health systems, or development programming.
- Proven track record of successful proposal development for climate or health-related grants (e.g., GCF, GEF, USAID, WHO).
- Proven track record in business development, proposal writing, and donor engagement in the climate or development space.
- Strong knowledge of climate finance mechanisms, international climate-health frameworks (e.g., NDCs, Green Climate Fund, Global Shield) and regional health-climate policy.
- Excellent technical writing, donor communication, and partnership engagement skills.
- Familiarity with digital and geospatial tools (e.g., GIS, climate risk platforms, early warning systems) is an added advantage.
- Experience working in Sub-Saharan Africa or similar contexts is highly desirable.
- Excellent communication, stakeholder engagement, and partnership-building skills.
- Ability to work independently and collaboratively in a dynamic, fast-paced environment.
Additional/Preferred Skills:
- Experience working with USAID, DFID/FCDO, GIZ, GCF, and UN agencies.
- Knowledge of GIS, climate modeling, or digital health tools is a plus.
- Strong analytical and writing skills with a portfolio of technical and business development documents.
