1). Health, Safety and Security Officer

Job Responsibilities
- Implement NRC’s HSS Policies and guidelines in Plateau State
- Conduct regular security risk assessments (SRA) of NRC offices, Guest Houses in order to implement mitigation measures guided by the MOISS standards. Support the HSS Manager and AM in conducting Security Risk Assessment (SRA) workshop for the Area Offices as per the Annex 4 and conduct other rapid SRA on need basis. Ensure mitigation action plan are budgeted for and implemented.
- Conduct HSS Briefing and Induction to all staff, new hired and visitors to Plateau state. Keep recorded of all briefing conducted following the informed consent guideline.
- Supervise contacted security guards and act as liaison with the security guard company management.
- Ensure that all incidents impacting NRC staff, assets and programs in Plateau are reported and documented in NRC Protect Platform.
- Develop a staff travel tracking system in collaboration with the HSS CMC in Maiduguri Country Office.
- Liaison with UN agencies, NGOs and other external actors for the purposes of information sharing and collaboration in Plateau State.
- Collate and prepare a weekly security report of Plateau state and submitting to AM and HSSM. This will also include conduct regular conflict analysis/research in the areas of implementation and submitting findings to AM and HSSC/M.
- Work closely with HSS Humanitarian Access team to report, track and monitor access challenges, enablers and constraints.
- Give regular daily context update to the Area Manager and staff before commencement of field activities.
- Make available different key contact persons in different LGA where NRC will be implementing activities.
- Support the HSS Manager to facilitate an ongoing culture of learning as it relates to health, safety and security. Support in conducting mandatory training (HEIST, Field First Aid, HEAT, CMT) in line with NRC policies and the country Learning & Development Plan. Organize other bespoke onsite training based on assessed need.
Job Qualifications
- University Degree in Social Studies, Administration, Security Management, Humanitarian / Refugee Affairs, Peace & Conflict, and/or Disaster Management. HND in relevant similar field will be considered.
- Strong interpersonal skills, including capacities to negotiate with non-government stakeholders
- Strong Report-writing ability and security incident analysis. This will include conflict analysis and research capabilities.
- 1 to 3 years of working experience within a similar function in safety and security management with INGOs, the UN, or government or private sector.
- Previous experience from working in complex and emergency contexts, particularly in the North East Nigeria is desired
- Previous work experience and service in the uniformed forces (military, police, Prisons, NSCDC, etc) is a desired advantage. Certificate of good service discharge will be required.
- Basic and advance computer skills is mandatory (MS Word, Excel, PPT, Outlook). Ability to create and analyse incident data.
- Working skills of communication equipment (VHF Radio, Satellite Phones, GPS tracker, CCTV)
- Basic web based mapping knowledge or GIS,
- Hold a valid Security Risk Management Professional Certification from recognized national or international institutes.

2). Monitoring, Evaluation and Learning (MEL) Manager

Responsibilities
What you will do:
- The role of the Monitoring, Evaluation and Learning (MEL) Manager is to lead the strategic direction and quality assurance of monitoring and evaluation in the country office.
- The MEL Manager should design and implement a strategy, SOPs, and budget for MEL which ensures the CO is meeting and exceeding MEL minimum standards. Plan for and generates the evidence and learning required to feed into programme and strategic decision making.
- Responsible to develop the CO monitoring, evaluation and learning strategy, responding to contextual challenges but also ensuring alignment with the regional strategy and global MEL framework, policy and strategy.
- Design, lead, and manage Country Office and program level monitoring and evaluation systems ensuring the learning is integrated, accurate and relevant. Ensure the findings and M&E systems are institutionalized.
- Lead the process of developing the country evaluation plan, and ensure that evaluations are completed as per the NRC Evaluation Policy and evaluation handbook and encourage absorption of lessons and recommendations being provided by various CO events: evaluations, assessments, technical visits, learning reviews; and that monitoring data feed into management decisions.
- Maintain and improve the beneficiary feedback and complaints mechanism (as the current cornerstone of Nigeria’s accountability framework), ensuring staff capacity building where needed.
- Update and maintainCO specific MEL SOPs responding to contextual challenges, according to NRC’s MEL minimum standards ensuring necessary resources
- Technical input to programme monitoring and evaluation plans, including methodological guidance and resource planning
- Ensuring the roll out and use of global and regional MEL developments at the CO level. Also leading new technical developments to respond to MEL needs in the context.
- Lead the development, rollout, and updating of Nigeria specific MEL SOPs
- Contribute to fundraising through ensuring robust TOCs, MEL plans, log frames, MEL activities, budgets and staffing are incorporated into programme and project proposals
- Provide technical MEL support, guidelines and capacity building across the CO.
- Line manage CO MEL staff and capacity building for area office MEL staff and Programme Teams
- Ensure planning and quality control of all monitoring and evaluation activities throughout the PCM cycle, including technical support for Theory of Change, MEL plans, indicator reference sheets, data quality assessments and evaluation processes.
Qualifications
What you will bring:
- Advanced Degree in Economics, Research Methods, Social Sciences or a related field
- 5-7 years of demonstrated management experience in design, implementation, and oversight of monitoring, evaluation, and research for large to mid-scale international projects or programmes
- Technical competency and prior experience implementing various programme evaluation methodologies and approaches
- Excellent analytic, communication, interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills;
- Advanced experience in qualitative and quantitative data analysis and tools
- Fluency in spoken and written English.
- Experience within supporting MEL for one of NRC’s core competencies is an asset.

3). Health, Safety, and Security (HSS) Manager

Context
- NRC Nigeria is recruiting a Health, Safety and Security Manager for its country operation. The HSS Manager will be responsible for development and management of Health, Safety and Security risks including organizational structures, accountabilities, policies, and procedures in NRC Nigeria.
- We are looking for an HSS Manager that can rise to meet the fluid and complex challenge of security and safety management in multiple changing environments at once, and who is highly knowledgeable about the specifics of humanitarian action in Nigeria. The HSS Manager is expected to travel frequently and regularly to all our office locations.
- NRC started its current country program in Nigeria in 2015, responding to the needs of those who have been displaced by conflict and is currently operating in three area offices; Maiduguri (Borno State), Yola (Adamawa State), Jos (Plateau State) and four field offices; Monguno, Biu, Mubi, Gwoza/Pulka.
- The security situation in the areas where NRC operates has improved in recent years but remains volatile.
- The program portfolio includes all six core competencies of NRC. ICLA (Information, Counselling and Legal Assistance), Livelihood and Food Security, WASH (Water, Sanitation and Hygiene. One of NRC core competencies (CC), Shelter, Education and Camp management.
- The HSS Manager reports to the CD and is a member of the Country Management Group and Senior Leadership Team.
What you will do
- The Country HSS manager serves as the lead technical resource on health, safety and security risks and crisis management within Nigeria country.
- This function is line managed (direct) by the Country Director (CD) and managed in a technical line (dotted) by the CWA (Central and West Africa) Regional Head of HSS.
- This role acts as the technical supervisor for Area HSS staff or equivalent within the country and serves as a core member of the country management group (CMG) and crisis management team (CMT).
- Promote and stimulate HSS risk management culture, awareness, and resilience system.
- Provide Country management group (CMG) with strategic advice based on changes to the context.
- Oversee and support national HSS risk management to staff, assets, operation, and reputation of NRC.
- Implement the NRC Global HSS Management System at national level and provide reports as required.
- Develop and maintain national HSS documents and procedures such as the Security Management Pla Standard Operating Procedures including strategy and budgeting. Collaborate with Area Managers, and Support functions (Finance, Logistics, HR (Human Resources)) to ensure that HSS functions and mitigations are adequately budgeted as per the NRC Master Budget instructions.
- Act as an adviser to Crisis Management Team (CMT) leader during a crisis and take lead as and when delegated. Ensure that CMT members are regularly trained, and membership updated.
- Oversee and/or conduct Security Risk Assessment (SRA) for all Area Offices as per the Annex 4 and conduct other rapid assessments on need basis.
- Provide leadership to the HSS Coordinator, Officers and oversee the Centre for Monitoring and Communication (CMC) to ensure it has tools, systems, and equipment to operate 24hrs.
- Work with CO (Country Office) Logistics to ensure that all vehicles meet the NRC minimum standards of use in line with both Logistic Handbook and HSS requirements.
- Contribute to improve humanitarian access for NRC operations across Nigeria by providing technical support on tools and strategies, ensuring capacity building for field staff, and supporting AMs (Area Manager) and program/ support staff in managing access related incidents.
- Support, train, capacity building, mentor, and development of HSS staff in all Area Offices and explore opportunities for internal career growth.
- Facilitate an ongoing culture of learning as it relates to health, safety, and security. Take lead in organizing and conducting mandatory training (HEIST (Hostile Environment Individual Security Training), Field First Aid, HEAT (Hostile Environment Awareness Training), CMT) in line with NRC policies and the country Learning & Development Plan. Organize other bespoke onsite training based on assessed needs.
Qualifications
What you will bring:
- M.Sc Degree
- Minimum 5 years of experience from working as a senior safety & security manager in an international humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Substantial and demonstrated prior experience as a trainer
- Documented results and experience related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Working knowledge and skills in MS Office, 365, SharePoint
- Fluency in English, both written and verbal is required.

Context / specific skills, knowledge and experience:
- Professional qualifications or studies in general management, security management, HSS and/or risk management at a Bachelor or Master level
- Hold a valid Security Risk Management Professional Certification from a recognized institute.
- Competent security trainer (Personal safety, defensive driving, fire, HEAT…) including first aid.
- Experience or qualifications in humanitarian access and negotiation.
- Experience and qualification in occupational safety and health.
- Experience in risk management for implementing partners or remote management.
- Knowledge in mapping using any GIS (Geographical Information System) tools, Google maps, Open Street, Scribble maps.
Context related skills, knowledge, and experience:
- Legal right to work in Nigeria without sponsorship.
- Knowledge of the lake Chad Basin and Nigeria context.
- Knowledge of Hausa, Igbo, Yoruba and/or other local languages is an asset.
