Desciption
- The Child Protection Specialist (Harmful Practices) will serve under the direct supervision of the Chief of Field Office in Lagos.
- This function will work within the context of supporting the achievement of the Sustainable Development Goals, UNICEF Strategic Plan, UNICEF Gender Action Plan, UNICEF Child Protection Strategy and the Country Programme (or UNDAF).
- Under the UN Joint Programme on the elimination of FGM, in close collaboration with UNFPA and other UNICEF sections in the Lagos field office (SBC, health, education and social policy), the incumbent will coordinate the implementation of the FGM programme in the Southwest region, will develop partnerships and contribute to the overall work of the Child Protection section to end all forms of violence against children, particularly girls, in region.
- The implementation of the programme will be scaled-up in the States where the Joint Programme is currently active (Oyo, Ekiti and Osun) and will be expanded to new hotspots identified in the latest MICS 2021 as priority states to end FGM for children 0-14 (Kwara, Ondo, and Edo).
- The Child Protection Specialist (based in Lagos field office) will work closely with the Child Protection Specialist (Harmful Practices) and the Child Protection Chief of Section based in Abuja to ensure that the aims and approaches to create the conditions to prevent violence against women and girls and harmful practices at the individual, community/organizational and societal level, and strengthen access to services with a survivor-centric approach in line with the overall UN Joint Programme.
How Can You Make a Difference?
- The Child Protection Specialist reports to the Chief of field Office for general supervision and operational guidance and to the Chief of Child Protection and the Child Protection Specialist (Harmful Practices) for technical implementation of the programme.
- The CP Specialist is responsible for the management, implementation, monitoring, reporting, and evaluation of the child protection programme within the country programme with a particular focus on the UNFPA-UNICEF Joint Programme on the elimination of FGM.
- This also includes the provision of support to the implementation of the Child Protection programme(s) as it relates to System Strengthening (including data management, community structure and social welfare workforce strengthening, justice for children and birth registration).
- This role requires a strong background and professional experience in gender and social norms change, in addition to child protection interventions.
- H/She facilitates the administration and achievement of concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm, and to protect their rights to survival, development and wellbeing as established under the Convention on the Rights of the Child, international treaties/frameworks and UN intergovernmental bodies.
- The CP Specialist contributes to the achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), and UNICEF’s Strategic Plans, standards of performance and accountability framework.

Requirements
To qualify as an advocate for every child you will have:
- An Advanced University Degree in one of the following fields: International Development, Gender, Social Norms, Human Rights, Psychology, Sociology, International Law, or another relevant Social Science field as it relates to harmful practices and gender issues.
- A minimum of five years of professional experience in social development planning and management in child protection and gender related areas is required.
- At least five years of relevant professional experience with demonstrated track record of having undertaken and led evidence-based programming on child protection, gender, social norms or harmful practices, with a cross-sectoral and adolescent girl focus.
- Experience working on community engagement programmes is considered as an asset.
- Relevant experience in programme development in child protection and gender related areas in a UN system agency or organization is considered an asset.
- Experience in research and analysis, and especially monitoring and evaluation of gender, adolescents, and harmful practices.
- Experience in both development and humanitarian contexts is considered an added advantage.
- Fluency in English is required. Knowledge of another official UN language or the local language of the duty station is considered as an asset

- A minimum of five years of relevant professional experience in the management of projects within the national/international health sector.
- Prior experience working in global health initiatives (Global Fund, GFF, GAVI) managing projects or programmes an asset.
- Preference will be given to candidates who have demonstrated knowledge of and professional experience in at least three of the following areas:
- Management of immunization-related projects
- Contributions to health systems strengthening funding applications and programmes
- Introduction of innovations in complex contexts

- Under the general supervision of the Emergency Manager, the Programme Specialist – Humanitarian Cash Transfers and Shock-Responsive Social Protection (SRSP), will build on the lessons learned from an anticipatory action pilot carried out in Kaduna State in Northwest Nigeria in 2022 by rolling out a cash preparedness initiative in Jigawa State, also in Northwest Nigeria.

How Can You Make a Difference?
- The Supply and Procurement Associate performs highly skilled work on UNICEF NCO supply chains and manages the more complex cases and programme and operations section requests, which frequently requires the evaluation of difficult situations and adaptation of procedures and processes to resolve such cases.
- This is the senior GS level for specialized supply chain work and requires advanced specialized knowledge acquired through formal training and experience.
- The function is characterized as highly independent and provides opportunities for Associates to lead and carry out responsibility for upstream planning to procurement/contracting part of the supply chain management from the beginning to the end of the process, and provide input into the design and development of improved supply chain services and procurement/contracting mechanisms.
Summary of Key Functions / Accountabilities
Supply Chain Service Delivery and Response:
Planning:
- In consultation with the supervisor, provide input to the Country Programme Action Planning and advise on Supply requirements for the Plan of Operations and Annual Work Plans. Participate in the forecasting, planning, implementation, monitoring, and evaluation of the supply chain operations, including the establishment of performance indicators and assessment of fit for purpose of products and services.
- Support supply emergency preparedness and response activities, including establishment of Long-Term Arrangements (LTAs), Logistics Capacity Assessment and Contingency Plan update, and pre-positioning of stock.
Procurement/contracting:
- Provide input to and advice on the annual supply plan. Conduct data review and analysis for category management and development of procurement strategies. Conduct market research in relevant areas for UNICEF and advice on the best approaches to obtain the best value for money and sustainable procurement. Support product innovation and market-shaping initiatives for specific categories of supplies and services.
- Liaise with clients in planning procurement and contracting initiatives, supporting the development of appropriate specifications, terms of reference, and logistics arrangements and timelines. Take into account opportunities to strengthen the sustainability of supply chains.
- Ensure the establishment of Long-Term Arrangements (LTAs) and act on specific procurement requisitions as might be required. Prepare and process Request for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs), as might be requested by the Supervisor. Organize bid openings and conduct technical and financial analysis of offers as might be required. Conduct clarifications and negotiations with suppliers. Maintain the highest level of integrity, ethical standards and accountability in the procurement of goods, contracting of services and construction work.
- Prepare requests for award, including submissions to the Contract Review Committee. Prepare purchase orders and contracts in SAP (ERP – Enterprise Resource Planning System), and submit for relevant approvals, ensuring completeness of documentation in UNICEF systems.
- Keep stakeholders/partners informed on the progress. Liaise with suppliers, ensuring timely follow-up on delivery schedules. Implement appropriate vendor management practices e.g., supply performance reviews.
- Ensure appropriate filing of procurement cases and maintain up-to-date records for future reference, including for audit.
Alternative delivery mechanisms and procurement services:
- Support assessment of and collaboration with implementing partners, including civil society, for the establishment of Programme Cooperation Agreements (PCAs), and monitoring of supply components under the Harmonized Approach to Cash Transfers (HACT).
- Participate in events/meetings that build partnerships and collaborative relations with UN Organizations to support harmonized and collaborative procurement and logistics arrangements.
- Facilitate Procurement Services (PS) transactions in collaboration with programme sections and UNICEF Supply Division (SD). As appropriate, support CO counterparts on forecasting and costing of PS-channel supplies. Monitor the issuance of Purchase Orders (POs) and/or Copenhagen Warehouse Stock Transfer Orders on PS Sales Orders. Support communications and follow up with COs with regard to partnership requests and negotiations as required.
- In collaboration with Supply colleagues and Programme Sections, identify opportunities for capacity building of Government counterparts and improving the supply chain process to make it more effective.
Other duties / responsibilities:
- In cases where the incumbent has managerial responsibility of lower-level GS staff, the incumbent will ensure timely and effective performance management of staff, providing practical advice and guidance to ensure individual and team objectives are met.
- In collaboration with the supervisor, Supply Division, Regional Office and the global supply community, provide input to help ensure knowledge exchange and learning is prioritized to continuously build the capacity of individuals and the team. Develop and facilitate training of newcomers and establish processes or manuals to support effective workflows.
Requirements
To qualify as an advocate for every child you will have:
- Completion of secondary education is required, preferably supplemented by technical or university courses related to supply chain, business administration, contract/commercial law, or similar
Experience:
- A minimum of 6 years of relevant administrative experience in supply chain management or a commercial context is required. Understanding of development and humanitarian work is an advantage.
Language Requirements:
- Fluency in English is required. Knowledge of another UN language or local language of the duty station is considered as an asset.
