1). Programme Policy Officer -Gender

Location: Abuja

JOB PURPOSE

  • The Gender Officer (NOC) will lead the mainstreaming of gender across WFP activities and strengthen partnerships in support of implementation  on of the Country Strategic Plan (CSP) and commitment to strengthen gender transformative programming.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide advice for the integration of gender in the design and implementation of CSP activities.
  • Support and strengthen the undertaking and use of gender and age analyses, as standalone activities and integrated into all assessments / data collection.
  • Provide technical guidance for gender-responsive monitoring.
  • Provide advice for integrating gender into the design and implementation of CSP Activities, including in the areas of disaster preparedness, resilience
  • Establish and strengthen strategic partnerships in support of gender equality and women’s empowerment outcomes, including with other UN agencies, NGOs, local CSOs and private sector
  • Actively participate in, and contribute to, the work of the inter-agency gender theme group in Nigeria.
  • Assist HR in designing and delivering learning opportunities for WFP Nigeria employees, as well as partners (as applicable), to increase their abilities to integrate gender into their work/ functional areas
  • Coordinate the work of the Country Office Gender Results Network.
  • Support the CO Partnerships Office in the mobilization of resources GEWE-related activities
  • Contribute to the Country Office communication activities, including review of regular updates and briefing materials, as well as sharing of activities through the WFP Gender Community
  • Perform other relevant dues as needed

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 5 years of progressively responsible relevant professional and practical experience in gender equality and women’s empowerment programming / operations
  • Experience in wring analytical documents and reports
  • Experience in conducting participatory gender and age analyses, utilising mixed methods
  • Experience in delivering gender-related training and capacity-strengthening initiatives

Knowledge & Skills

  • Knowledge of the GEWE-related mandates
  • In-depth knowledge of gender in humanitarian and development settings, , humanitarian issues and linkages with food security and nutrition.
  • Ability to effectively communicate through multiple mediums (e.g. messaging, reporting, training)
  • Ability to effectively engage with partners
  • Ability to produce funding proposals
  • Sound knowledge and skills in adult learning
  • Team spirit and excellent interpersonal relations
  • Flexibility to travel in challenging environments

2). Monitoring & Evaluation Assistant (COMET) G5

Location: Borno

JOB PURPOSE

  • The incumbent is expected to coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages. The Monitoring and Evaluation Assistant (G5) will directly report to the Head of RAM in Maiduguri and will technically report to the National Officer in charge of operational administration in the country office RAM team.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Verify the planned movements and distribution of food or non-food items, resolving routine issues and escalating where appropriate, to ensure that the quantity distributed and the quality of the operation is in line with WFP standards.
  • Collect and summarise assistance programme(s) data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making.
  • Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
  • Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
  • Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations.
  • Allocate tasks to other staff, providing guidance and on-the-job training to support their development and high performance.
  • Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.
  • Prepare field mission reports to document programme implementation.
  • Follow set emergency response processes and procedures for emergency food assistance.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.
  • Has experience utilizing WFP monitoring and evaluation systems and standards.

STANDARD MINIMUM QUALIFICATIONS

  • Experience: 5 or more years of progressively responsible work experience in data analysis and data management (GS5 Grade)
  • Language: General Service:  Fluency (level C) in the English language.
  • General Service (Field): Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
