Purpose of the Position

  • Within the Country Management Support Unit, to provide administrative support in HR related matters to the WCO, and other states in the WHO Country Office/Nigeria, verify for correctness and conformity with Staff Rules and WHO Manual, all operations involved in processing recruitments, positions mapping, contract extensions/renewals, etc.

Job Description
Objectives of the Programme and the immediate Strategic Objectives:

  • Country Management Support Units (CSUs) have been established in the organizational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an Enterprise Resource Planning (ERP) system.

Organizational Context

  • Incumbent is expected to work with minimum supervision, in accordance with established procedures and practices, dealing with routine matters independently and referring problems or unusual situations to supervisor.
  • Broad guidance is provided by supervisor or other professional staff or through general objectives and instructions regarding resource allocation, divisions/programmes needs and priorities.
  • WHO Staff Rules and Regulations, WHO e-Manual, Information notes, SOPs, established financial procedures, practices and standards, guidelines for briefing/informing staff members.  The incumbent is expected to apply the above to financial transactions.

Summary of Assigned Duties

  • The incumbent will work under the overall supervision of the Operations Officer and the guidance and direct supervision of the Human Resources Officer in the WHO Country Office.

The incumbent performs the following functions:

  • Perform the administration and operational requirements of all selection and recruitment formalities for fixed and short-term staff in the professional and general services categories including drafting vacancy notices; advise and assist technical staff in the preparation of submissions for selection for approval; ensure all arrangements for interviewing and testing of prospective staff are made appropriately; and oversee the recruitment process and selections process;
  • Carry out pre -recruitment and onboarding formalities in timely manner and in according with rules and regulations;
  • Review post descriptions for new, vacant or revised positions against existing post descriptions; identifies changes to the post descriptions, bringing major changes to the attention of the HR Officer. Review requests for reclassification of General Service posts by preparing background documentation for action by the HR Officer;
  • Act as focal point for Staff Development and Learning activities and programs i.e. initiation and coordination of trainings, orientations, briefings of staff members in WCO, NGA;
  • Update information on all staff members, types of contracts and locations on monthly basis to ensure accuracy of information;
  • Timely initiate HRAPs for reassignments/redeployments/terminations and extensions of short-term and fixed term appointments at least 3 months before the expiry date ensuring that performance evaluation reports for staff are concluded and medical clearances are received timely;
  • Manage issuance of administrative documents i.e. ID Cards. Assist all staff to complete BSTF and ASITF training, update of staff list at the UN Dispensary;
  • Perform any other related duties/responsibilities as required.

Recruitment Profile
Educational Qualifications:

  • Essential: Completion of secondary education with training in Human Resources Management, Personnel Management, Public Administration.
  • Desirable: First University Degree in Human Resource Management, Business or Public Administration.

Experience:

  • Essential: At least 10 years’ experience Human Resources Management in the INGO, private sector or Government.
  • Desirable: Relevant experience in the UN Agencies and/or NGOs is an advantage.

Objectives of the Programme

  • The mission of WHO’s Health Emergencies Programme (TheProgramme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations

Description of Duties

  • Responsible for the technical efficiency and effectiveness of communications and advocacy priorities, strategies and products pertaining to communications and external relations activities at the country level.
  • Advise the emergency team on media outreach priorities and strategies.
  • Design high-quality innovative mediatools, including audio-visual, photographic and printed materials, television and radio programmes, multimedia presentations, social media, videos, and press releases, etc., to advocate for and promote WHO’s visibility, achievements andsuccess stories. Provide editorial guidance (i.e., copyediting and proofreading) to the technical team and information management officer with regard to the situation report.
  • Represent the emergency team in press conferences, media forums, journalist briefings, etc.
  • Provide early warning to the senior leadership on issues of concern from the media, flag issues requiring communications preparation and response, as well as respond to media queries.
  • Work closely with Communication teams atthe three levels of the Organization, on proactive outreach, including mediarelations, advocacy, and proactive placement of articles and opinion editorial pieces in the external media.
  • Coordinate and manage media visits to the field emergency operations.
  • Coordinate interviews and filming opportunities to support high visibility of WHO achievements through television, radio and newspapers, etc.
  • Oversee the development, harmonization,and establishment of content for the emergency[1]related websites, in compliance with guidelines and standards used throughout the Organization.
  • Critically review and improve content and liaise with the web team at all levels on the appropriate channels for and presentation of messages and materials.
  • Work closely with the Resource Mobilization team to ensure the provision of targeted communications and media strategies and products required to convince and encourage donors to rapidly fund theoverall health sector response to affected populations.
  • Build partnerships with all relevant actors, including the health cluster, regional and field offices, other WHO departments, UN agencies, and other partners to identify and create communication opportunities and design communication and advocacy campaigns on specifictopics.

  • Desirable: Formal qualification in public health. Courses in communication techniques such asgraphic design, visual language and in the use of social media

  • At least five years’ related experience in communication and/or advocacy, part of which supporting humanitarian emergency or health outbreak response and recovery activities.
  • Proven experience in writing advocacy documents and in the production of communication material.

Objectives of the Programme

  • The Communications Unit plays a key role in supporting the WR in the effective delivery of his/her mandate and in the provision of leadership and coordination of the work of WHO in Nigeria, the African Region and globally, particularly with respect to reputation management, health information dissemination, andcorporate branding.
  • The Communications Unit is the lead for development andimplementation of the Nigeria country office communications strategy.
  • The Office prepares communication materials for media, public informationdocuments, Governing Bodies and other partners.
  • The unit provides guidance,drafting, editing, graphics and design services to the Nigeria country OfficeClusters and state Offices.
  • COM is the lead Unit for interface with the mediaand for guidance to staff throughout the country on the rules for media engagement as well as issues of copyrights, data privacy or other aspects of AFRO communications.

Description of Duties
Under the supervision of the Communications Officerand guidance of the WR, the incumbent will perform the following duties:

  • Conduct media relations inconsultation with supervisor, technical units and country office as appropriatethis involves proactively pitching stories about key public health issues andthe Organization’s work, arranging interviews and responding to requests in anaccurate and timely manner
  • Monitor WHO’s exposure intraditional and social media and produce a daily media monitoring report distributed to staff, including systematic monitoring of pick-up of stories WHO has pitched
  • Maintain and update the regional media list and profiles of key reporters
  • Assist with planning and staging news conferences, campaign and advocacy events
  • Draft, coordinate clearance and support dissemination of communication and advocacy materials
  • Act as back-up when needed to update the home page of the WHO Nigeria website and social media accounts
  • Serve as focal point forinternal communications in WHO Nigeria, including drafting stories andmaintaining the calendar for the WHO Nigeria Intranet and day-to-day coordination of internal social media
  • Provide support to theCountry Representative (WR), cluster leaders and other programme officers inplanning and developing relevant information and communications products.
  • Promote WHO country officework by enhancing WHO visibility through implementation of creative, strategic corporate communications campaign plans, compilation and finalization of theWCO annual report, etc.
  • Assist with resource mobilization efforts through packaging and disseminating key contributions of country office with outstanding results that foster realization of WHO’s mandate on the website and brochures.
  • Provide technical support for crisis management (e.g. outbreak response) and empower communication skillsfor capacity building on strategic communications, interpersonal communication, media programming, public relations and social mapping.
  • Development of IEC materials and produce visibility materials which included brochures, calendars, banners, posters, factsheets etc. for show casing WHO country office to donors, partners and other stakeholders.
  • Oversee the design,editorial content of the WHO country office website, ensuring that the website remains relevant and content regularly updated.
  • Draft press releases,speeches and talking points for WR and ensure print and electronic media coverage for major WHO celebration days and high profile activities
  • Proactively identify opportunities and liaise with national and international media and, in close liaison with field offices, plan and organize regular and ad-hoc briefings e.g. press conferences, breakfast meetings, report launches and press conferences.
  • Monitor international and regional media, and regularly update WHO staff of any media coverage relevant to their work.
  • Facilitate effectiveinternal communication and staff engagement.
  • Implement other activities as directed by the Communications Officer and WHO Country Representative.
