1). Medical Officer – Disease Control and Immunization

Location: Abuja

Responsibilities

Management Capacity:
Strategic direction — national immunization policies and work plan:

  • Promotes establishment of decision-making bodies at national level to facilitate consensus among national players and their external counterparts.
  • Represents the WHO team in EPI technical working groups to provide WHO strategic and policy guidance.
  • Supports the development and implementation of strategies and activities within the cMYP and annual EPI plan for strengthening service delivery and surveillance of vaccine preventable diseases.

Project/Programme management:

  • Supports the WHO Representative and EPI Team Leader in overall programme coordination and resource management in the routine immunization programme, monitors programme indicators and analyses programmatic and surveillance data for use in programme management.
  • Works closely with the national government to support their implementation and evaluation of immunization projects and to ensure a comprehensive approach to health interventions.

Technical Capacity:
Developing Evidence-based Policy Recommendations And Guidance:

  • Conducts analytical studies and implementation research as needed and collaboratively develops guidelines and recommends solutions to programme concerns.
  • Encourages the national immunization programme to include regional and global immunization policies and strategies in the Country Cooperation Strategy, through nationally relevant evidence and discussions with the National Regulatory Authority (NRA) and the National Immunization Technical Advisory Group (NITAG).
  • Solicits feedback from national technical experts on global and regional policies to strengthen recommendations made at global and regional level and ensure feasibility of implementation at national level.

Monitoring And Using Data For Analytics:

  • Monitors and evaluates national immunization policies and programmes, supporting the national immunization programme to collect, collate, analyse and use high quality data for action.
  • Supports the country to investigate opportunities for internal and external information sharing and strengthen the capacity of national authorities to build and sustain national health observatories ensuring immunization data is integrated within.
  • Facilitates innovation by promoting new ideas and technologies (including ICT) to make data collection, analysis and use more effective and efficient.

Support To Strengthening Routine Immunization System:

  • Provides technical support to improve routine immunization coverage and strengthen routine immunization systems, by designing appropriate regular routine vaccination services though fixed, outreach and mobile sites, and including period intensification of routine immunization, child health days and integrated child health intervention.
  • Supports the management skills development of the national immunization programme team through capacity building and training.
  • Assists with the development of strategic comprehensive multi-year plans (cMYPs), as well as annual operational work plans, and supports the on-going monitoring of these plans.
  • Supports the national government to develop Health Systems Strengthening (HSS) applications to the Global Alliance for Vaccines and Immunization (Gavi).
  • Develops and implements a strategy and plan of action to strengthen the monitoring and evaluation system of the immunization programme and to improve the immunization programme at all levels.

Support to establishing and strengthening surveillance of vaccine preventable diseases:

  • Implements, monitors and evaluates regional networks for laboratory-based surveillance of diseases preventable by new vaccines, including, bacterial meningitis, other invasive bacterial diseases (bacterial pneumonia and Sepsis) and rotavirus gastroenteritis surveillance.
  • Reviews and provides technical support to strengthen vaccine preventable diseases surveillance data and indicators.

Supports accelerated immunization initiative activities and the introduction of new vaccines:

  • Reviews, updates and provides technical support and guidance on the implementation of accelerated immunization initiative (All) activities within the annual EPI plan as well as establishes and implements a system to monitor All indicators.
  • Supports the national government to develop new vaccine applications to the Global Alliance for Vaccines and Immunization (Gavi).
  • Develop new vaccine introduction activities within cMYPs and annual plans and necessary guidelines to ensure smooth indroduction at national and sub-national levels
  • Coordinate activities related to introduction of new vaccines, including novel oral polio vaccine type 2 (nOPV2), developing applications to Gavi, the Vaccine Alliance, new vaccine introduction plans, and necessary training.
  • Coordinate the development and implementation of polio transition plan, including facilitating dialogue with the national and state authorities for integration of acute flaccid paralysis surveillance system into broader systems that include reporting of vaccine preventable diseases (e.g. sentinel sites for priority diseases such as invasive bacterial diseases, Rotavirus disease, Congenital Rubella Syndrome) and in the long run, other communicable diseases (in collaboration with WHE coordinator).
  • Collaborate with the WHE country team and other Incident Management Support Teams (IMST) for the investigation and response to outbreaks of vaccine preventable diseases.
  • Develop WHO biannual plan (Program Budget) for polio eradication and immunization in coordination with the authorities and WHO regional office.
  • Contribute to the development of policies and operational strategies for inclusion of vulnerable groups and people living in hard-to-reach areas (in conflict and fragile settings) in order to ensure equitable access to vaccines for all.

Qualifications

  • University degree in Medicine or Public Health or related field, and Masters’ Degree in Public Health or Epidemiology or other related field from an internationally recognized university.
  • Post graduate training in public health or epidemiology.
  • At least 6 years of relevant work experience at the national and international levels in immunization programmes, vaccine preventable diseases surveillance and data management, including demonstrated experience in low-resource environments. Demonstrated experience in working with development partners on the development, planning, implementation or monitoring and evaluation of immunization strategies and programmes. Proven experience to work to deadlines and budgets, in collaboration with a diverse range of stakeholders.
  • Desirable: Extensive training/experience in immunization, surveillance and data interpretation. Experience in resource mobilization and policy development.

Skills:

  • Demonstrated in-depth knowledge of principles, practices, methodology and techniques of immunization programmes
  • Excellent capacity in analysing vaccine-preventable diseases and EPI-related data, synthesizing information and presenting clear and concise conclusions to foster decision-making.
  • Excellent understanding of measles and rubella control and elimination strategy and introduction of new vaccines.
  • Familiarity with the UN system, including knowledge of WHO country, regional and global functions. Ability to work as a team member, and sensitivity to working in a multi-cultural environment.

2). Roster of Consultant – Human Resources for Health Information System (HRHIS) / Information and Communication Technology

Purpose of Consultancy 

  • The consultancy’s purpose is to engage HRHIS/ICT specialists to support the FMoH&SW and the States Ministry of Health for a limited time to review and strengthen the National Health Workforce Registry.
  • Successful candidates will be deployed to States and the Federal Capital Territory (FCT) to perform tasks in the areas of planning, reviewing the current NHWR SOP, conducting bottleneck analysis, assessing user interface/user experience, development and customization of an electronic data collection tool, data collection and management, analysis of HRH records, capacity building, conducting analysis and developing HWF profile using data from the registry and setting up a national help desk to monitor and support the users of the NHWR.

Method(s) to carry out the activity 

  • Under the close coordination and guidance of the Technical officer, Human Resources for Health and relevant technical officers, as well as the Human Resources for Health team of the Department of Health Planning, Research, and Statistics of the Federal Ministry of Health, the consultants’ roles will involve conducting a thorough review of the current NHWR SOP and bottlenecks in the use of the Registry and review its suitability to the needs of HRH managers in Nigeria, updating the NHWR system, developing and customizing data collection tool, managing data, building capacity, generating profiles, e-bulletin and reports, setting up a help desk and developing monitoring and evaluation system and many more. Below is the list of outputs required of the consultants.

Outputs
Output 1: Bottleneck Analysis, NHWR Update, and User Interface and User Experience (UI/UX) Design:

  •  Deliverable 1.1:  Conduct a bottleneck analysis and review of the National Health Worforce Registry to understand the present state, identify and eliminate the barriers and challenges to improve the overall flow and throughput of the system.
  • Deliverable 1.2: Update the NHWR to the latest version after bottleneck analysis and review of the NHWR Standard Operating Procedure (SOP). As a result, the NHWR should offer more sophisticated features that are easy for users to utilize, including development of a dashboard for data on the registry and user-friendly reports.
  • Deliverable 1.3:  Document user’s experiences when interacting with the NHWR, ensuring seamless use of the NHWR by developing a comprehensive UI/UX strategy for the NHWR.
  • Deliverable 1.4: Develop system guidebook and handing over notes of the NHWR and the customized data collection tool.

Output 2: Support data collection in the States:

  • Deliverable 2.1: Conduct a comprehensive review of the NHWR data collection tool to meet the minimum required datasets as in the NHWR guideline.
  •  Deliverable 2.2: Customize an electronic data collection software (with online and offline data collection capacity) then pilot test the software with sample data.
  • Deliverable 2.3: lead on the preparation of the electronic data collection software for data collection and facilitate data collection in each state supported.
  • Deliverable 2.4. Support data collation, data processing and standardize them into NHWR/DHIS 2 format.
  • Deliverable 2.4: Provide technical support to FMoH&SW and other stakeholders in data validation to ensure data accuracy in the supported states.
  • Deliverable 2.5: Support FMoH&SW in final data upload into the NHWR.

Output 3:  Conduct trainings for State HRH focal persons/ICT experts on the NHWR:

  • Deliverable 3.1:  Develop training manual and slides to build the capacity of government officials at Federal and state levels on the National Health Workforce Registry efficiently.
  • Deliverable 3.2:  Support FMoH&SW to provide continuous mentoring support through the setup of a national help desk for the NHWR. Create FAQs to provide support to the States and other users of the NHWR.
  • Deliverable 3.3: Develop an M&E strategy for tracking and assessing states’ regular data updates and overall registry usage. Build the capacity of the state in conducting simple data analysis using data from the registry.
  • Deliverable 3.4: develop mentoring questionnaire or tool for supportive supervision by FMOH&SW to states for mentoring and supervision.

Output 4: Generating Health workforce profiles and reports:

  • Deliverable 4.1: Conduct data analysis of the state’s health workforce data and graphically present them in profiles.
  • Deliverable 4.2: Produce e-bulletin and reports for state-level advocacy, design a template and include data sources for future e-bulletin productions.
  • Deliverable 4.3: Support the development of advocacy/policy briefs and dissemination of findings for decision making in the states.

Qualifications and experience 
Education:

  • Essential: First University Degree in Computer Science, Information Technology, Statistics, Public Health, Data Analysis, Administrative, UI/UX, Human Resources, Mathematical Sciences, Social Sciences, or any relevant course with professional experience.
  • Desirable: Professional certificates in MySQL, Python, HRHIS training, AMA, ACIA, MSCE, OCP, etc., with a track record of completing similar assignments

Work Experience:

  • Essential: Minimum of 7 years of relevant experience in the field

Desirable:

  • Relevant professional experience with WHO and/or UN agencies, or relevant non-governmental organizations.
  • Knowledge of the Nigerian health system

Skills and knowledge:

  • System analysis expertise:  In-depth knowledge and understanding of HR information systems, including their functionalities, architecture, and best practices. Familiarity with various HRIS software solutions and their capabilities.
  • NHWR and Data Collection Software Expertise: Ability to develop electronic data collection software, upgrade the NHWR, and provide technical support.
  • Requirements Gathering expertise: Proficiency in information gathering, and documenting functional and technical requirements for HR personnel, managers, and end-users.

3). Medical Officer (Coordinator Polio Eradication & VPD Surveillance)

Objectives of the Programme

  • To stop the longstanding polio and other vaccine-preventable disease outbreaks and sustain polio eradication and reduce childhood morbidity and mortality attributable to all vaccine preventable diseases.
  • Lay the foundation and programme direction towards achieving measles and rubella elimination and other vaccine preventable disease elimination and control goals.
  • This will be achieved by supporting implementation of high-quality polio eradication activities and high, equitable coverage of routine and supplemental immunization activities for all people along the life-course and introduction of underutilized and new lifesaving vaccines, in accordance with the global and regional goals and commitment and the Immunization Agenda 2030

Description of Duties
The incumbent will perform the following duties:

  • Take lead in the provision of a strategic vision and technical advice to the country on stopping the long-running outbreaks of polio, measles, and other vaccine-preventable diseases, strengthening routine Immunization, and sustaining polio eradication.
  • Coordinate immunization and polio eradication donors and partners to support immunization and polio eradication in Nigeria, including resource mobilization, timely utilization of funds and timely donor reporting. Coordinate support for polio eradication activities in Nigeria with IST, AFRO and GPEI through the Incidence Management Support Unit (IMST) hosted by IST, AFRO.
  • Strengthen national decision-making processes through the National Immunization Technical Advisory Group (NITAG). Guide the development and updating of the National Emergency Action Plan for Polio, the National Strategic Plan Comprehensive multi-year plan(cMYP) for immunization and the annual national work plan. Manage and ensure the quality of District micro plans for Polio eradication and EPI addressing bottlenecks equity, quality, and high coverage, leaving no one behind.
  • Lead a strategy and action plan for monitoring, evaluation system, and data quality improvements at federal and state levels.
  • Oversee planning and implementation of the vaccine preventable disease eradication, elimination and control activities to meet global, regional and national goals, including planning and implementing single and multi-antigen integrated supplementary immunization activities according to national strategies (e.g. Polio, measles/rubella, MNTetc.).
  • Maintain preparedness for early detection and response to outbreaks of polio and other vaccine-preventable diseases, and coordinate outbreak response with government and key stakeholders. Establish a system to monitor polio eradication and measles elimination indicators. Improve and sustain quality of acute flaccid paralysis and environmental surveillance for poliovirus as an essential function to achieve and maintain polio-free status.   • At least 10 years of extensive and practical experience in immunization programmes and vaccine preventable disease control or polio eradication at senior management position at national and international levels with focus on policy, planning and strategic actions for improving immunization and surveillance programme performance in large/complex countries/countries with active/protracted humanitarian crisis.

Desirable:

  • Experience in control of communicable diseases in general and surveillance of vaccine preventable diseases.
  • Experience with resource mobilization and policy development.
  • Experience of working in developing countries with low performing immunization programmes.
  • Experience with measles elimination and polio eradication initiative.

Skills:

  • Proven track record of exhibition of competencies essential to lead a large team and to produce results.
