The Complex

  • The Vice-Presidency, Technology and Corporate Services (TCVP) is responsible for providing leadership and oversight on the efficient, highly effective, value-for-money, and client-centered provision of ICT services, general services and works, corporate procurement of goods, language services, business continuity, consultant services, and cybersecurity services to all organizational units of the Bank.
  • TCVP is especially charged with leading the efforts to digitalize the Bank’s business processes and procedures.

The Hiring Department

  • The Corporate Information Technology Services Department’s (TCIS) mission at the Bank is to align the digital strategy and delivery model along with the Bank’s business strategy to increase the organizational effectiveness through efficient use of emerging technologies and digital transformation.
  • Under the leadership of the Chief Information and Technology Officer, TCIS is mandated by the Bank to deliver best IT services for Bank’s operations in order to accomplish its mission of spurring sustainable economic development and social progress in its regional member countries, contributing to poverty reduction.

The Position

  • Working closely with the Chief Planning & Administration Officer, the role of the Finance and Administrative Assistant is to provide operational and technical support to the Department in the day-to-day administrative activities,
  • Coordination of activities related to the preparation and monitoring of the use of budgetary resources, as well as the production of the various analytics and reports of the Department’s budget related activities.

Key Functions

  • Under the guidance of the Chief Planning & Administration Officer TCIS0, the Finance and Administrative Assistant will play a vital role in managing supplier invoices, payments, budget planning, and procurement processes, ensuring financial efficiency and regulatory compliance.
    • Invoice & Payment Management: Process supplier invoices in SAP, investigate outstanding payments, and coordinate with relevant units (Procurement, Treasury, Finance) for timely resolution.
    • Expense & Budget Oversight: Initiate financial actions for planned expenditures, facilitate requests for additional funds, execute budget transfers, and flag potential shortfalls.
    • Procurement Review & Compliance: Evaluate Purchase Requisitions (PRs) and Purchase Orders (POs) for accuracy, adequacy of specifications, and budget availability.
    • Financial Data Analysis & Reporting: Contribute to procurement and payment data analysis, aid in activity planning, and participate in the preparation of weekly, monthly, and quarterly budget reports with IT-related administrative tasks.
    • Strategic Budget Planning: Assist in forecasting regular and exceptional expenditures, ensuring alignment with the department’s financial goals.
    • Operational Support: Provide administrative assistance for assigned financial and procurement duties, supporting the overall efficiency of the organization in procuring goods & services in a timely manner while also making payments to suppliers in good time.

Requirements

  • A minimum of a Bachelor’s Degree, or BAC+4 in business administration, finance, or related field.
  • At least four (4) years of relevant work experience.
  • Knowledge and experience in administrative; financial accounting and full range of office support work, with a high level of sustained performance.
  • Knowledge of SAP MM (or comparable ERP) is desirable.
  • Knowledge of ServiceNow is desirable.
  • Ability to manage & balance multiple stakeholder needs and requests.
  • Strong interpersonal and verbal communication skills with an ability to thoughtfully and constructively recommend and challenge how processes are designed and ways of doing things
  • Sense of curiosity, proactivity and culture of improvement.
  • Proven ability to work effectively in a team-oriented, multicultural environment and to function effectively as a member of various groups.
  • Competence in the use of Bank standard software (SAP, Word, Excel and PowerPoint).
  • Ability to communicate effectively (written and oral) in English or French, preferably with a working knowledge of the other.
