Job Summary

  • The Finance Specialist reporting to the Finance Controller will support shared and project activities, ensuring the effective use of donor financial resources to meet project goals.

Primary Functions & Responsibilities
The Finance Specialist will be responsible for developing the following key functions

Finance and Accounting:

  • Ensure timely payments to suppliers, timely posting of financial transactions in the system, proper coding of expenses by program staff, proper supporting documents that can withstand an audit etc.
  • Review sub-awardees financial report and ensure they are adequately supported
  • Review financial reports of sub-awardees, whenever applicable, and ensure that expenditures are in line with the budget and in compliance with donor regulations.
  • Effectively communicate and present critical finance matters to the finance controller.
  • Ensure that all statutory deduction schedules are properly prepared, and timely remitted.
  • Perform any other task that may be assigned by the Finance Controller.

Budgeting, Monitoring and Reporting:

  • Support the Senior Finance specialist in preparing annual country budgeting process as well as mid-year budget reviews.
  • Work with the Senior finance specialist in budget preparation for final review.
  • Work with Financial controller and Program Manager to have donor financial report submitted on time with all necessary supporting documents as per donor requirement

Program Support:

  • Assist the Building a Resilient Local Dairy Supply Chain in Nigeria program manager on the financial oversight of their awards by providing internal financial analysis on a monthly basis, utilizing country reports updated in the shared drive.
  • Ensure that the Building a Resilient Local Dairy Supply Chain in Nigeria project’s invoicing is in line with approved donor budget and donor reporting requirements.
  • Budget preparation, formulation, and execution according to the requirements of the specific donors working closely with the Finance Controller.
  • Develop detailed budget narratives/ notes that explain and support all budget assumptions, following the line items in the budget closely, identifying the costs and the basis for the costs.
  • In collaboration with the grants & contracts department, ensure and evaluate full recovery of overheads as stipulated by internal TNS policy and/or TNS’s most current NICRA.
  • The position will be required to prioritize developing cost proposals the assigned projects and be available for the required duration; this requires flexibility, due to the often unpredictable and changing requirements of a proposal.

Audit and Legal:

  • In liaison with the Finance Controller, take active part in audits and prepare responses to audit findings.
  • Take active role in the implementation of audit findings and recommendations both internal and external audits.
  • Ensure all taxation and legislative requirements of Nigeria are complied with at all times.

Policies, Procedures, Internal Controls and Compliance:

  • Guide staff in interpretation of laid down policies and procedures and ensure compliance.
  • Implement financial operations of the program, ensuring compliance with local laws and donor policy and contract provisions.
  • Ensure all taxation and legislative requirements of the host government are complied with at all times.
  • Keep abreast of changes in regulations which may affect the accounting functions of the organization and communicate all changes and updates to the organization accordingly.
  • Participate and contribute in proposal development.
  • Support the implementation of new financial policies and procedure.
  • Identifying and contributing to the improvement of internal systems and procedures within the finance department.
  • Producing relevant, useful and timely information to Finance controller and Program Manager with respect to the current financial position and financial consequences of any proposed decisions or activities.
  • Provide advice on financial options available in project planning and implementation.
  • Support the Financial controller in ensuring that the information in the Fixed Asset register accurately reflects the information per the financial system.

Requirements
Basic Qualifications:

  • These are the requirements that any qualified candidate must meet.
    • B.Sc / HND in Accounting, Economics or related field with minimum of 3 years’ experience.
    • Alternatively a Master’s Degree and 1 year of experience.
    • Possession of ICAN / ANAN / ACCA professional qualification is a plus.

Preferred Qualifications:

  • Additional qualifications that would make a candidate more desirable.
    • Experience in working with donor-funded INGO projects within a multicultural setting.
    • Required Languages: Fluency in Written and spoken English.
    • Travel: Occasionally

Knowledge, Skills and Abilities:

  • Good working knowledge of Excel, Access, and PowerPoint is required; familiarity with Dynamics 365 Business Central or similar finance and accounting software is preferred.

  • TechnoServe seeks a highly organized, detail-oriented professional to assist with administrative and logistics functions for PReP project.
  • The role is a critical function of the state office and ensures smooth office operations at all times.

Program/Practice/Department Overview:

  • The Project Administrator will be part of the Operations department to support activities across Anambra and Lagos state for the project team through the following:

Primary Functions & Responsibilities
Travel and Logistics:

  • Assist international and domestic travel requests for all staff.
  • As assigned, process all visa and work permit requests for staff in compliance with host Country guidelines.
  • Guide other office support staff such as drivers and cleaners to regularly comply with operational standards.
  • Work with Operations Specialists of the project to coordinate paperwork and physical maintenance of fleet and logistics management.
  • Work with Operations Specialists to check vehicle routes and speed limit applications.

Office Management:

  • Inspect and track usage of office consumables and its facilities including utilities such diesel, generator maintenance, electricity and other health and safety regulators.
  • Drafting of reports relating to the Anambra & Lagos offices.
  • Collection of fuel purchase invoices at the Anambra & Lagos offices for transmission to the finance department.
  • Executes daily purchases and manages office petty cash.
  • Provide petty cash vouchers and payment of petty cash expenses.
  • Submit monthly Petty cash fund reconciliation with all related documents.

3). MEL Specialist – WAFPUR

Job Summary

  • Under the overall guidance of the Project Manager, the Monitoring Evaluation and Learning Specialist will perform activities related to monitoring, evaluation and learning (MEL) for the project, including organizing and implementing data collection and analysis for the project.
  • He/she will serve as a point of contact for data collection and aggregation that supports project reporting and will provide inputs to inform project decision-making and adaptive management.

Program / Practice / Department Overview

  • The West African Fortified Parboiled Unpolished Rice (WAFPUR) project aims to transform Nigeria’s nutritional landscape by increasing the production, availability, and consumption of whole grain, fortified, and nutritious foods.
  • This 18-month initiative leverages institutional feeding programs such as school feeding, to promote the consumption of Parboiled Unpolished Rice (PUR), commonly known as whole grain brown rice as a nutritious alternative, while also enhancing the livelihoods of local rice millers in Kano and Ogun States.
  • The project seeks to subsequently introduce and scale its fortified variety, Fortified Parboiled Unpolished Rice (FPUR) towards enhancing the nutritional well-being of school children. The initial rollout will be through the School Feeding Programs in both states.

Primary Functions & Responsibilities
The MEL specialist will support MEL implementation for the project, including:

  • Coordinate data collection from primary data sources to final reporting and reporting against project performance indicators and emergent project information needs
  • Support application of qualitative and quantitative methods to inform knowledge gaps
  • Contribute to the design of forms, surveys, and indices as well as the data management system
  • Work with the impact team to develop new database while maintaining existing database structures and conducting routine data hygiene.
  • Perform regular data quality assessments, data cleaning, and data analysis
  • Conduct field visits to understand the context and identify additional data needs
  • Provide ongoing technical assistance and training to project technical staff on their role in performing data collection, basic analysis, and data review and use
  • Coordinate the project’s learning agenda through data collection, analysis and reporting and in the mobilization of consultants and other experts for specific learning questions
  • Ensure that project’s monitoring system captures impact of project activities on women and other disadvantaged groups
  • Become familiarized with the applicable donor rules and regulations, including the donor’s evaluation guidelines and indicator handbook
  • Understand the specific MEL deliverables that the project is contractually responsible for, and manage their development

Provide inputs to data-driven decision-making:

  • Assist in the process of adaptive management in the project using project MEL data
  • Support the documentation of best practices and production of information to capture and share lessons learned
  • Support information flows across the implementation team and the sharing and analysis of new information
  • Actively engage with project staff on areas for course correction, serving as a collaborative and reflective source of information to inform project progress.
  • Assist in the development of all project reports.

Participate in the broader MEL ecosystem at TechnoServe:

  • Attend capacity building meetings and other relevant events related to MEL as directed
  • Collaborate with the Global MEL teams to ensure organizational standards and annual impact reporting are met

Basic Qualifications
These are the requirements that any qualified candidate must meet. Typically includes

  • Bachelor’s Degree in Business Management, Agribusiness, Project Management, Social Sciences or related discipline with 3 years’ experience (alternatively Master’s Degree + 1 year’s experience) in monitoring and evaluation and also donor-funded
  • Experience utilizing M&E methods and methodologies (including qualitative, quantitative, and participatory methods as well as the use of causal logic in designing, planning, implementing, and evaluating projects) Technical skills required to do this job.
  • Competence in managing and analyzing datasets

  • Experience working in Nigeria
  • Experience working with an INGO
  • Experience working on an entrepreneurship donor funded projects
