- The Economic Community of West African States (ECOWAS) seeks to enhance economic integration among its 15 MS, which experience significant mobility as millions of people move within and beyond borders daily.
- This migration, driven by a youthful and growing population facing limited access to quality education and decent job opportunities, manifests in both regular and irregular forms. Migration decisions are often driven by a combination of economic, environmental, social, and political factors.
- In West Africa, floods were with wind storms the most important cause of disaster displacement. Droughts, desertification, deforestation, water scarcity, rising sea levels, coastal erosion have increased in occurrence and severity over the last few decades due to the adverse effects of climate change, also compelling people directly and indirectly to leave their homes. These changes also affect mobile population such as transhumant herders.

Responsibilities
Tasks to be performed under this contract:
The tasks listed below will be subject to ongoing review and, where necessary, adjusted in consultations between the incumbent and IOM:
- Legal and Policy Framework on human mobility in the context of climate change, environmental degradation and disasters:
- Identify inconsistencies, gaps, and overlaps in the legal and policy framework that may impact the implementation process.
- Identify key indicators on ECOWAS, with a particular focus on the Directorates of Free Movement and Environment and Natural Resources, its MS and Mauritania’s legal and policy capacity to address the challenges and seize the opportunities of human mobility in the context of climate change, environmental degradation and disasters as part of a baseline assessment and to allow for measuring progress over time of their capacity.
Institutional Framework and Coordination Mechanisms on human mobility in the context of climate change, environmental degradation and disasters:
- Review of the mandate, responsibilities, and roles of the relevant ECOWAS Commission Directorates, relevant government agencies and institutions related to human mobility in the context of climate change, environmental degradation and disasters.
- Review of ECOWAS internal coordination mechanisms (policies and practices) within the ECOWAS Commission and at its Departments’ and the Directorates’ level, as well as environmental degradation and disaster risk reduction management -gaps and challenges.
- Review of ECOWAS MS and Mauritania inter-agency and inter-government coordination mechanisms on climate change environmental degradation and disaster risk reduction. Identify the challenges and propose mitigation measures.
- Assessment of existing Policy Standard Operating Procedure (SOP), guidelines, established practices, etc. within ECOWAS on human mobility in the context of climate change, environmental degradation and disasters to identify gaps and challenges.

Knowledge Management, Data and Information Sharing processes on human mobility in the context of climate change, environmental degradation and disasters:
- Identify and review existing systems and processes in place for collecting, sharing, and analyzing climate mobility data and ensuring adherence to international standards, and their current implementation capacity in MS and Mauritania.
- Collect and review all relevant SOPs, instruments, tools and guidelines related to knowledge and data management within the context of climate change, environmental degradation, and disaster risk reduction.
- Identify key indicators on ECOWAS, its MS and Mauritania’s knowledge management, data and information sharing capacity to address the challenges and seize the opportunities of human mobility in the context of climate change, environmental degradation and disasters as part of a baseline assessment and to allow for measuring progress over time of their capacity.
Capacity-Building Needs and actionable recommendations on human mobility in the context of climate change, environmental degradation and disasters:
- Based on the initial assessment of all the key fields above as well as the analyses of its outcomes, the Consultant will provide an overview of key capacity-building gaps and needs for ECOWAS, its MS and Mauritania to better address human mobility in the context of climate change, environmental degradation and disasters.
- Provide a comprehensive baseline assessment and actionable recommendations
Methodology of the Assessment:
- Pre-Survey Questionnaire: Preparation of an assessment questionnaire streamlined with the developed ECOWAS questionnaire validated by MS to be shared with relevant Departments of the ECOWAS Commission and relevant national institutions in the ECOWAS, its MS and Mauritania.
- Desk Research: The Consultancy will review and analyze relevant documents including, but not limited to:
- Relevant regional and national legislation, policies, and strategies.
- Annual reports and topical issues reports including reports on climate change environmental degradation and disaster risk reduction thematic areas.
- The ECOWAS Regional Climate Strategy and Disaster Risk Reduction Policy and other sector-based climate change documents.
- Surveys (including their methodologies and data collection tools) and research studies relevant to climate change environmental degradation and disaster risk reduction conducted in the ECOWAS Commission, ECOWAS MS, and Mauritania.
- All relevant documents as per the objectives of the consultancy
- Expert Consultations: The hybrid evaluation will include:
- Meetings with relevant counterparts and consultations with the support of IOM, who will be accompanying the Consultant throughout all meetings.
- The Consultancy will hold extensive consultations with relevant ECOWAS bodies, especially with, the Directorate of Environment and Natural Resources, and other relevant departments within ECOWAS HQ in Abuja
- Field visits to selected ECOWAS MS and Mauritania. The number of visits is still subject to discussion.
Performance indicators for the evaluation of results:

Qualifications
Education:
- Master’s Degree in Political Science, International Relations, International Economics, Law, Environmental Sciences or any other related from an accredited academic institution with six (6) – ten (10) years of progressive working experience in working on migration, climate change, environmental degradation and disaster risk reduction
Experience:
- Demonstrated knowledge and experience in regional integration, climate action and the free movement protocol.
- Demonstrated experience and skills in facilitating stakeholder/working group consultations.
- Relevant regional and international experience will be an added advantage Proven experience in drafting and producing high-quality written reports
Skills:

2). Consultant – Assessment on Migration Data Collection and Management in ECOWAS Commission, its Member States and Mauritania

Project Context and Scope:
- The Economic Community of West African States (ECOWAS) seeks to enhance economic integration among its 15 MS, which experience significant mobility as millions of citizens and migrants’ cross borders daily. This migration, driven by a youthful and growing population facing limited access to quality education and decent job opportunities, manifests in both regular and irregular forms. Irregular migration arises from various factors, including conflict, climate change, and weak asylum systems.
- As West Africa grapples with environmental degradation and political instability, the region’s rapid urbanization further reshapes migration patterns. Mobility remains crucial for many, offering vital access to employment and remittances, thus contributing to the achievement of the Sustainable Development Goals (SDGs) and providing essential livelihood strategies for families across the region
- Between 2013-2021, the International Organization for Migration (IOM Nigeria), in collaboration International Centre for Migration Policy Development (ICMPD) and International Labour Organization (ILO) implemented the programme Support to Free Movement of Persons and Migration in West Africa (FMM I). In its first phase, the FMM programme recorded significant strides in promoting regional integration and cooperation through the development of ECOWAS regional guidelines on migration data collection and management. A series of capacity-building workshops were conducted in the ECOWAS region and Mauritania, with a focus on migration data collection and management. FMM also developed standardized procedures to collect, process, analyze and disseminate migration data, to build the capacity of ECOWAS MS on migration data management[1].
- A baseline assessment was carried out during the first phase which guided implementation on enhancing data collection, analysis and management within ECOWAS, its MS and Mauritania. Within this period, various regional structures, procedures and migration data management were developed. The ECOWAS Commission and MS and Mauritania have adopted some of these guidelines and structures as evidence base in policy review which justifies the need to carry-out an updated assessment to analyze the effectiveness of these developments, as well as to identify gaps and produce updated key practices and recommendations.
- A stock taking assessment in FMM Phase II will also seek to verify the extent to which recommendations and findings from the previous baseline assessment in 2014 has been achieved vis-à-vis the recommendations, and further propose way forward on unaddressed recommendations/findings. An important focus of the assessment will be the alignment of practice and guidelines with international standards and practices on migration data and statistics, such as those adopted by the UN Statistical Commission and developed within the Global Compact for Migration (GCM) framework. The assessment will also evaluate key regional migration indicators and practices in the ECOWAS Commission, its MS and Mauritania, and identify the weaknesses and strengths of the data collection methodologies and tools, looking at the following main fields:
- Legal and policy framework at international, continental and regional levels;
- Institutional framework and coordination mechanisms;
- Migration data collection and management tools and mechanisms, including existing ITC infrastructure such as databases, web based solutions;
- Administration;
- Knowledge management and data sharing
- Capacity-building needs.
- In addition, the assessment will comprehensively look at the most immediate and mid-term capacity-development needs in the field of migration data collection and management while utilizing existing common data sources applicable to the West African region including Censuses, Surveys, National Migration Profiles, administrative sources as well as the potential of utilizing innovative data sources such as big data and AI/ML, proposing applicable solutions for the identified weakness of the methodologies and tools, both within ECOWAS, its MS and Mauritania

Responsibilities
Tasks to be performed under this contract:
The tasks listed below, in the light of the progress made since the 2014 baseline assessment conducted, will be subject to review and, where necessary, proposed adjustments in consultations between the consultant and IOM:
Legal and Policy Framework:
- Take into consideration key international and continental standards and practices on migration data and statistics, such as those developed by UN Statistical Commission, the GCM, AUC, as well as take stock of all regional guidelines, policies and studies developed based on the baseline assessment of FMM I to identify gaps, recommendations and avoid inconsistencies and duplication of efforts.
- Review the existing ECOWAS legal, policy, guidelines and strategic framework governing regional cooperation and identify future priority areas in policy development, as relevant to the area of migration data collection and management.
- Compare legal frameworks of MS with regional standards- identify gaps and challenges in migration data collection and management.
- Assess implementation of the policy framework in migration data collection and management (both at ECOWAS and national levels) used in FMM I.
- Propose amendments or new policies to address identified gaps and challenges.
Institutional Framework and Coordination Mechanisms:
- Review of the mandate, responsibilities, and roles of the relevant ECOWAS Commission bodies, relevant government agencies and institutions related to migration data collection and management.
- Review ECOWAS coordination mechanisms with and among its MS, as relevant to migration data collection and management. Identify challenges and propose mitigation measures.
- Identify and review the mandate, responsibilities and roles of the relevant national institutions and coordination committees of the ECOWAS MS and Mauritania as related to migration data collection and management.
- Assess existing ECOWAS internal coordination mechanisms and internal knowledge sharing and collaboration practices in migration data collection and management and identify gaps and challenges.
- Review ECOWAS definitions of migration concepts/terms in comparison to the reformed UN recommended concepts/terms relevant to data collection and management to assess consistency and outline recommendations.
- Assess the capacities of the national institutions of the ECOWAS MS and Mauritania in migration data collection and management, considering institutional challenges and financial constraints.
- Assess inter-institutional coordination mechanisms and knowledge sharing and collaboration practices (amongst the relevant national institutions) in migration data collection and management and identify gaps and challenges.
- Review of ECOWAS coordination mechanisms with international partners and other third parties (including other international organizations, and implementing partners), as relevant to migration data collection and management and examine the contribution they can bring to the exercise.
Migration data collection and management methodology and tools:
- Map out existing ITC capacities and tools of relevance to migration data and statistics both at national and regional level, such as databases, web platforms etc. and identify areas of incompatibility and opportunity for integration, including with the global Migration Data Portal.
- Assess existing migration data sources available within the target ECOWAS Commission Departments and its MS, including ECOWAS Commission and national bodies’ interface with third parties in pooling and sourcing this data (third countries, organizations, etc.);
- Review existing migration data collection methods, tools and indicators (their strengths and weaknesses) in ECOWAS MS and Mauritania and assess their coherence and compatibility with regional and international standards and good practices.
- Provide for each MS a list of relevant available data sources on migration related issues (e.g. census, labour force surveys, household surveys, administrative records, new data sources such as big data, AI and MLetc.) and collect for each source the questions identifier for migrants.
- Review migration data collection, collation, analysis, sharing and dissemination – both at ECOWAS and MS level – and identify good practices, gaps and challenges.
- Assess the existence of data protection guidelines and their implementation at regional and national level.
Administration:
- Review of ECOWAS infrastructure and other technical capacities relevant to the work of ECOWAS on migration data collection, analysis and management.
- Review administrative processes including documentation, record-keeping, data, etc.
- Identify any migration-related data challenges that impacted the free movement protocol implementation and suggest improvement plans, if applicable.
Knowledge Management and Data Sharing:
- Review of existing knowledge/data management SOPs, guidelines, and their adherence to international standards and best practices.
- Review of the current operational capacity and implementation of knowledge management guidelines, SOPs, etc.
- Review of tools, instruments, and practices in the field of knowledge management within the ECOWAS Commission.
- Review of existing Data Protection and Sharing principles, their adherence to international standards, and their current implementation capacity.
Capacity-Building Needs:
- Provide an overview of key capacity-building gaps and needs in migration data collection and management in both the Directorate of Free Movement of Persons and Research & Statistics, as well as in any other relevant Directorate, including but not limited to policy development, institutional and administrative framework, human resources and training knowledge management, etc.
Final validation by the ECOWAS Commission, MS and Mauritania:
- Share final documents with ECOWAS Commission and key stakeholders.
- Present the final report, findings, and recommendations to adapt at the assessment validation meeting.
Methodology of the Assessment:

- Relevant regional (ECOWAS) and national (ECOWAS MS and Mauritania) legislation, policies and strategies in the area of migration data collection and management including the recently reviewed ECOWAS regional guidelines on migration data collection and management.
- National Migration Profiles developed in ECOWAS MS and Mauritania;
- Studies conducted and recommendations made by relevant ECOWAS partners within the period of the first phase of the project.
- Surveys (including their methodologies and data collection tools) and research studies relevant to migration data conducted in the ECOWAS region, ECOWAS MS and Mauritania.
- Key international and global standards and practices for international migration data and statistics, such as the UN recommendations, the GCM tools and recommendations, the SDG framework.
Onsite Evaluation:
The onsite evaluation will include:
- Meetings with all relevant counterparts and consultations with support of IOM, who will be accompanying the Consultant throughout all meetings.

3). Consultant – Assessment of ECOWAS Border Management strategies and their implementation in Member States

Project Context and Scope:
- The Economic Community of West African States (ECOWAS) aims to strengthen economic integration among its 15 MS, where millions of citizens and migrants’ cross borders daily. This mobility is largely driven by a youthful population facing challenges in accessing quality education and decent employment opportunities, resulting in both regular and irregular migration. Irregular migration is influenced by factors such as conflict, climate change, and inadequate asylum systems.
- As West Africa confronts environmental degradation and political instability, rapid urbanization is reshaping migration patterns. For many, mobility is essential, providing access to employment and remittances that contribute to the Sustainable Development Goals (SDGs) and serve as vital livelihood strategies for families across the region. The World Migration Report 2024 highlights that approximately 70% of migration flows in West Africa are intra-regional, with significant implications for labour mobility and the protection of migrants.[1]
- Between 2013-2021, the International Organization for Migration (IOM Nigeria), in collaboration with International Centre for Migration Policy Development (ICMPD) and International Labour Organization (ILO) implemented the programme Support to Free Movement of Persons and Migration in West African (FMM I). The programme made significant progress in supporting ECOWAS Commission with the free movement of ECOWAS citizens within MS. However, challenges remain in the implementation of the Protocols on Free Movement, the Right of Residence, and the Right of Establishment.
- A baseline assessment conducted during this first phase examined the policy, regulatory, institutional, and administrative aspects of the ECOWAS border management framework, alongside concrete initiatives pursued by the Community.
- Since May 2024, IOM has been implementing a second phase of the “Support to Free Movement of Persons and Migration in West Africa” programme (FMM II), in collaboration with ILO and ICMPD. Considering that the first phase ended in 2021, there is need to conduct an assessment to evaluate and follow-up on the progresses made since last assessment, as well as to identify gaps, challenges and best practices. The consultancy is to assess the border management strategies of ECOWAS and its implementation within MS. This assessment will consider the changing landscape of border management practices at regional, continental, and global levels, ensuring alignment with international human rights best practices. The final deliverable will be a comprehensive analysis report containing findings and key recommendations to inform policy-making decisions.
The main objectives of this assessment are:
- Assess ECOWAS Commission’s Border Management strategies and provide evidence-based recommendations to improve implementation and impact for ECOWAS.
- Assess the overall implementation and of ECOWAS Border Management strategies across MS by identifying achievements, challenges and lessons learnt.
- ECOWAS Consultation on the Implementation of the Global Compact for Migration (GCM) for the International Migration Review Forum 2022.

- Assess or review ECOWAS available legal and policy frameworks on border management.
- Compare legal frameworks, strategies, procedures implemented by the MS with ECOWAS standards with a focus on identifying achievements, gaps, inconsistencies/challenges, best practices and lessons learnt.
- Review existing ECOWAS thematic priorities and identify future priority areas in policy development, as relevant to border management (e.g health, gender, trade, humanitarian emergencies etc).
- Provide recommendations for policy revisions or formulation of new policies (policy briefs, where possible), to address identified gaps and challenges in the ECOWAS border management strategies, including based on evolving dynamics and shifting contexts.
- Examine how the ECOWAS regional legal and policy frameworks, strategies, legislations, regulation and practices on border management have considered the specific needs and challenges faced by vulnerable groups, including women and girls, at borders.
Administrative Institutional Framework and Coordination Mechanisms:

- Identify gaps, challenges and propose mitigation measures regarding internal coordination mechanism between the Directorate of Free Movement and other relevant Directorates, as well as with MS.
- Review practices of existing thematic groups concerned with border management, such as MIDWA and its coordination mechanisms with relevant Directorate in ECOWAS.
- Assess ECOWAS coordination mechanisms with international partners and other third parties (including international organizations, Govt entities, Civil society, private sector, donors and implementing partners), as relevant to border management.
- Identify and review the existing coordination mechanisms and cross-border cooperation initiatives of the ECOWAS on border management
- Provide recommendations and possible policy brief on the institutional arrangements and coordination mechanisms on border management in ECOWAS.
Operations:
- Review of the implementation of the functions of the ECOWAS Commission bodies relevant to the protocol on free movement of persons and other relevant bodies involved in supporting border management operations, including but not limited to:
- ECOWAS Passport and Travel Certificate (status)
- Status of regional biometric ID card initiative (ENBIC)
- Status and prospects of the residence card
- Status and prospects of ECOWAS visa
- Brown Card (status)
- Relevant SOPs, regulations, instructions, if any
- Regional coordination on movement tracking and alerts, if any.
- Compliance functions (including document examination and identity fraud)
- Intelligence collection, Investigation and management (API/PNR) Coordination of detention, readmission and removal procedures
- Provide specific recommendations on operational procedures with policy briefs on border management practices for the ECOWAS Commission
Information Management:
- Review of existing knowledge management SOPs, guidelines, and their adherence to international standards and best practices. These include:
- Alert lists and risk management at entry/exit points
- Biometric ID and migrant data storage
- Passport and Visa management systems
- Authentication of passport/ Visa integrity
- Movement tracking.
- Assess the current operational capacity and implementation of knowledge management guidelines, SOPs, etc.
- Review of existing Data Protection and Sharing principles/protocols, their adherence to international standards, and their current implementation capacity.
- Provide specific recommendations on information management and data sharing for relevant Directorates at ECOWAS, particularly the Directorate of Free Movement.
Methodology of the Assessment:
- Pre-Survey Questionnaire: The consultant will share a pre-survey questionnaire with relevant ECOWAS officials, other key stakeholders (if necessary) including government officials, MS and focal points and border personnel, and proceed to collect quantitative and qualitative data to establish a baseline for measuring progress and impact over time. An in-depth survey should target the five (5) ECOWAS MS (to be agreed during inception phase).
- Desk Research: The Consultancy will review and analyse relevant documents including, but not limited to:
- Relevant regional and national legislation, policies, and strategies.
- Annual reports and topical issues reports (including reports of the annual Heads of Immigration meetings).
- Existing data and figures on border usage.
- The African Union Strategy for Integrated Border Governance (AUBGS), country border assessments conducted in ECOWAS MS.
Onsite Evaluation and assessment: The onsite evaluation will include:
- Meetings with all relevant counterparts and consultations with the contracting Implementing Partner team (IOM), who will be accompanying the Consultant throughout all meetings.
- Extensive consultations with relevant ECOWAS bodies, especially with officers employed with the Department of Trade, Customs, Industry, and Free Movement and its Free Movement of Persons Directorate and other relevant departments within ECOWAS HQ in Abuja.
- Conduct pilot assessment on desk review with MS with regards to border management strategies framework and procedures on Free Movement.
- Field visits to selected MS and border crossing points and immigration offices.
Performance indicators for the evaluation of results:
- Satisfactory completion of tasks indicated in the ToR.
- Consultative meetings with ECOWAS, border authorities and relevant institutions, as well as consortium of partners and key stakeholders.
- Accurate coordination mechanisms established.
- Timely execution of assigned responsibilities.
- Timely reporting and documentation of proceedings and milestones.

Qualifications
Education:
- Master’s Degree in Law, Development Studies, Political or Social Sciences, Development Studies, Migration Studies, or any other related field, from an accredited academic institution with six (6) to ten (10) years of progressive working experience in the field of border management.
Experience:
- Demonstrated knowledge and experience in regional integration and free movement protocol.
- Demonstrated experience and skills in facilitating stakeholder/working group consultations.
- Extensive knowledge and ability to draft and produce high-quality written reports.
- Excellent understanding of gender-related needs, perspectives, concerns, and participation.
Skills:
- Relevant regional and international experience on the institutional capacity of ECOWAS on migration or border management will be an added advantage.
Languages:
- Proficiency in English and French. Knowledge of Portuguese is an added advantage.

Project Context and Scope:
- Private Sector Engagement Lead for Nigeria will enhance protection of migrants’ rights; generate innovative technical partnerships that capitalize upon business expertise and capabilities and grow flexible funding that can support programme implementation and impact globally and advance implementation of the Global Compact for Migration. S/he will be responsible for leading private sector engagement in Nigeria and support private sector engagement opportunities in West Africa, and the continent.
- IOM works with private sector actors on a broad range of IOM activities, including humanitarian assistance, health, labour migration and counter-trafficking.
- IOM’s interaction with the private sector is multifaceted; the Organization has received technological, financial, human resources and other support from the private sector to save and improve the lives of those that are most affected by conflicts or natural disasters, or those suffering from lack of opportunity.
- In addition, IOM partners with companies and foundations to help enhance its operational and strategic performance as well as to gather data and advocate regarding migration issues.

Responsibilities
Tasks to be performed under this contract:
- Lead on the implementation and the holistic roll-out of IOM Nigeria Private Sector Strategy with targeted outreach and stewardship to private sector stakeholders in Nigeria.
- Lead on IOM Nigeria partnership building for key PPP events, including identifying, liaising and managing stakeholders.
- Develop and implement an outreach and engagement plan for private sector in Nigeria in alignment with IOM Global and Country Strategy, and Nigeria UNSDCF.
- Develop and curate targeted liaison with key private sector actors, identifying their complementarity to IOM Nigeria programming.
- Develop and maintaining mapping of new private sector prospects and identify existing partnerships and engagement opportunities for scale-up in Nigeria, in alignment with IOM Nigeria resource mobilisation objectives and strategic goals
- Outline and articulate IOM modus operandi options with private sector actors, analysing and actioning on opportunities with small- and large-scale private actors for either in-kind contributions, formal partnerships, advocacy opportunities and visibility promotion.
- In coordination with thematic teams, lead activity to present calls to action for IOM’s key advocacy messages to the business community.
- Identify key private sector institutions with which to collaborate across IOM institutional priorities (Climate change and Regular Pathways) and key thematic areas of engagement (youth employment) in Nigeria and West Africa. Enhance the stewardship of private sector stakeholders in Nigeria in coordination with HQ.

Education:

- Experience in handling Corporate Social Responsibility programs and corporate recognition programs;
- Significant experience in exploring new private sector opportunities and providing inputs to design and develop solutions with prospective partners for income and impact.
Experience:
- Experience building long term partner relationships and understanding of the value of expanding relationships across geographies and comfortable engaging with multiple sectors; and,
- Experienced in working cross functionally and obtaining relevant content and information from different units to build innovative partnerships with private sector.
- Experienced fundraiser with an in-depth understanding of private sector partnerships, philanthropy and UN organizations.
