1). Division Manager, Macroeconomic Policy, Debt Sustainability and Forecasting (ECMR.1)

The Position

  • The role of the Division Manager, ECMR.1, is to provide effective and strategic technical and managerial leadership to staff in the Macroeconomic Policy, Debt Sustainability and Forecasting Division to enhance productivity and management of resources for effective delivery of the work program.

Key Functions

  • Provide professional and intellectual leadership in the conceptualization of analytical and research work on key development issues and challenges facing the African continent in order to expand the research program of the Bank.
  • Proactively identify the key priority areas of policy research and ensure that these are in line with the High 5s transformational agenda and other operational priorities of the Bank.
  • Provide mentorship and identify and design package of incentives to stimulate intellectual curiosity and potential of staff.
  • Assist economists (macro and sector) throughout the Bank to employ standardized economic methodologies and tools, to utilize appropriate economic indicators in their operational work and to identify, access and interpret the results of relevant economic research undertaken within the Bank or by collaborating with external research institutions and government agencies.
  • Strengthen the link between the research activities (and other economic, sector and thematic knowledge products of the Bank) and country level policy dialogue and advisory services and ensure that research economists are directly mapped to country teams and contribute rigorous macroeconomic analytical thought leadership in the preparation and peer review of Country Strategy Papers (CSPs) and knowledge products.
  • Lead the dissemination of development research output and flagship publications internally and externally through various fora, including the dedicated departmental and divisional microsites; conferences within and outside Africa, High Level Policy Dialogue and other seminars.
  • Play a leadership role in the provision of advice on other policy work of the Bank to ensure alignment with current economic development thinking; provide leadership in helping the Bank meet the macroeconomic challenges facing the RMCs; lead the network of the Bank’s economists engaged in research-related work and promote high standards of work and peer review mechanisms.
  • Lead the design and delivery of professional development and intensified training of all economists of the Bank to upgrade their technical skills and share best practices on macroeconomic and development issues.
  • Develop robust technical and financial cooperation arrangements with other agencies and institutions undertaking research related to the Bank’s development research priorities.
  • Review and clear major statements and briefs prepared for the President and Senior Management by the Division on all macroeconomic and broader socio-economic development issues.
  • To assist the Chief Economist’s office in advising the President and Senior Management of the Bank on macroeconomic, debt sustainability and broader economic development issues on Africa.
  • Manage the Division’s annual administrative and non-administrative budget to ensure effective utilization of financial and human resources.

Plans, organizes, manages and controls the activities of the Division by:

  • Determining the strategic objectives of the Division and establishing the annual and medium-term work program.
  • Making assessments in the recruitment of highly qualified staff for the Division.
  • Assessing work performance, appraising staff potential and determining work related training and personal development needs.
  • Take responsibility for staff appraisals and provide advice where necessary to ensure improved
  • Ensuring accountability and designing appropriate incentive structure for deserving staff, whilst sanctioning noncompliance to agreed performance objectives and key performance indicators.
  • Monitoring implementation of the Division’s work program and introducing changes where necessary to ensure that work objectives are met.

Plans, manages and organizes activities relating to the conduct of economic research on African development issues.
This involves:

  • Provide the Bank and RMCs with comparative research analysis, socio-economic data and macroeconomic projections of the most widely used socio-economic parameters relating to Africa’s economies and Bank Group operations.
  • Develop a comprehensive knowledge dissemination framework for the Division’s flagship reports and other knowledge products.
  • Spearhead strategies aimed at ensuring effective knowledge sharing and improvement of the quality of work generated from the Division’s activities.
  • Determine ways of ensuring that knowledge generated for the Division’s activities is applied in Bank’s Operations.
  • Provide analysis of RMCs economies using appropriate techniques and assessing regional and continental economic development strategies.
  • Promote and maintaining relations with institutions dealing with economic research and development policies, especially as they relate to Africa.
  • Represent the Bank in international and regional conferences, seminars and workshops where such papers will be presented.

Requirements

  • A minimum of a Master’s Degree in Economics; Applied Macroeconomics; Public Policy or other relevant discipline.
  • A minimum of eight (8) years highly relevant experience, in a multilateral development institution, government agency or reputable organization involved in applied research including at least three (3) years of experience at leadership, managerial or highly supervisory level.
  • Proven ability to build and lead a multicultural team of motivated staff and utilize the talents and expertise of team members in a productive way to ensure effective delivery of the work program.
  • Communicate and write effectively in French or English, with a good working knowledge of the other

2). Principal Social Media Officer, PCER1

General responsibilities

  • Create and curate social media-optimized content for the Bank’s social media accounts;
  • Provide strategic advice to PCER management on the Bank’s social media presence;
  • Develop/update and implement a social media strategy to guide the Bank’s strategic approach to using its social media accounts as a key communication tool;

Other responsibilities include, but are not limited to the below:

  • Establish strong relations with key social media influencers. Create and maintain a social media influencer network, and act as the key liaison between the Bank and selected amplifiers, including Bank staff members through an employee advocacy programme.

3). Senior Water and Sanitation Engineer

The Position
The Senior Water and Sanitation Engineer, reporting functionally to the Division Manager, AHWS.1 and administratively to RDGW/Burkina Faso country office, has the following work objectives:

  • Contribute to the Bank’s water security and sanitation agenda and related objectives of Sustainable Development Goals (SDGs) including attaining water security and sanitation for all thereby contribute to the improvement of quality of life of the people.
  • Facilitate cohesive approaches to guide the Bank on water security and sanitation programming in Africa. Areas of responsibility include program design and development, portfolio management, resource coordination, provision of technical advice, identification of resource issues, policy development, and advocacy for sustainable water development and management in consultation with governments and Technical and Financial Partners in the country.
  • Contribute to the Bank’s integrated water resources management and development programs (including transboundary programs), considering the increasing demand for water, rising conflict among competing water uses, climate change, fragility, urban development, and other key global trends.
  • Liaising with national level stakeholders and maintaining close collaboration with regional hubs and other water-related complexes in the Bank, while contributing to the appropriate management of technical knowledge and guidance towards building water security as well as promotion of sustainable and affordable water supply and sanitation technologies and approaches.
  • Assist RMCs in understanding and applying Bank Group’s operational procedures relating to loan administration, and procurement of goods and services.

Key Functions
Under the supervision of the Division Manager, AHWS.1 and guidance of the Country Office Manager, the incumbent will be responsible for the following:

Programming of Sector Priorities with reference to Infrastructure:

  • Provide technical advice/assistance to RMCs for the development of their water security and sanitation sector programming and tools towards ensuring a water secure environment.
  • Contribute to the review, preparation and updating of policies, strategies, business plans and guidelines related to water security and sanitation, in line with the Bank’s Group’s strategy on water (2021-2025).
  • Support RMCs, in mainstreaming water security and sanitation as well as broader Integrated Water Resources Management principles in their policies, strategies and development plans
  • Assist RMCs in identifying institutional capacity building and reform requirements.

Identification, Preparation and Appraisal of Water and Sanitation Projects / Programs:

  • Identify, prepare, appraise, monitor and evaluate the implementation of water supply and sanitation programmes as well as multi sector projects, utilizing technical background and experience.
  • Initiate Public Private Partnerships (PPPs) and support the development of Non-Sovereign Operations (NSOs) in collaboration with the Bank Group ecosystem.
  • Process projects for Bank Group financing (includes loan negotiations and preparation of agreements, loan effectiveness) and monitor compliance of RMCs to Bank Group procurement procedures.
  • Utilize knowledge and lessons learned from past and current portfolio to inform policy dialogue and new projects/indicative operation pipeline and programmes.
  • Ensure inclusion of proposed studies and projects in the pipeline of projects and Lending Program.
  • Ensure that projects conform with RMCs policies, priorities and development plans as well as with Bank Group acceptance criteria, policies and priorities.
  • Propose implementation and project financing; and collaborate in arranging co-financing of water supply and sanitation projects/programmes to leverage resources when necessary.
  • Manage project portfolio in accordance with Bank rules and procedures (includes planning, reporting, and follow up of agreed actions), identification of capacity gaps of RMCs and provision of tailored support.
  • Perform project completion missions with a view to preparing project completion reports.
  • Provide strategic contribution in the conduct of country and/or sector studies to promote efficient and effective water resources management in order to assist economic transformation of RMCS.
  • Contribute substantially to sector analytical work focusing on: (i) Emerging water resource challenges; (ii) promotion of Integrated Water Resource Management; and (iii) the broader water security.
  • Document and disseminate current developments in the field of climate change for water sector related projects customizing best practices form other international organizations.

Strategic Partnerships:

  • Foster and contribute to the coordination and collaboration with other development partners and non-government institutions to advance the water agenda.
  • Represent the Bank in Sector Donor Group meetings in the country.

Perform other related administrative or technical duties:

  • Represent the AHWS Department in meetings related to the water sector within the Bank, and externally.
  • Contribute to strengthening the visibility of the water and sanitation sector within the Bank and externally.
  • Perform other related administrative or technical duties by Drafting responses for the Manager’s, Director or Director General’s signature on water related issues.

Requirements

  • At least a master’s in civil engineering, Water and Sanitation Engineering, Water Resources Engineering, Hydraulic Engineering, or related field with a focus on water security and sanitation.
  • A minimum of five (5) years of relevant professional working experience in water security and sanitation programming, project management, and policy formulation at national level. In-depth knowledge and practical experiences with integrated water resource management, climate change and water governance modalities.
  • Demonstrated ability to think strategically, conceptualize and synthesize complex water security and sanitation sector issues (translated into effective oral and written briefs).
  • Knowledge of water security and sanitation, sector reforms, public-private partnerships, sector coordination, innovative financing mechanisms and pro-poor strategies in the country.
  • Experience in undertaking project cycle activities particularly: investment planning, identification, preparation, appraisal and supervision of water security and sanitation sector infrastructure (including water supply and sanitation, dams, storage, water conveyance structures, irrigation, climate risk management, etc.).
  • Strong analytical skills, in designing water sector operations, including climate risk assessments.
  • Ability to initiate innovative approaches and originality at work.
  • Professional experience in international development finance institutions and working experience into the region are preferred.
  • Familiarity with the work of other multilateral and bilateral development finance institutions.

4). Senior Transport Engineer – PICU5

The Position
The Senior Transport Engineer will support the implementation of the Bank Group’s vision for transport infrastructure and related services, and its future prospective areas of intervention in the sector.
The main work objectives of the position are the following:

  • Contributing to the development of transport infrastructure and the sector as a whole, including strengthening and maintaining the Bank Group’s understanding of the sector’s role in national development.
  • Contribute to Preparing, supervising, and implementing transport sector projects in Ghana.
  • Actively participating in the donor coordination and dialogue through Country Transport Sector Working Group of development partners active in the transport sector.
  • Mobilizing resources, particularly through co-financing and other opportunities, for targeted activities in the Bank Group’s work in the transport sector.
  • Working with the relevant national authorities and other stakeholders to advise on future investments in the transport sector by the Bank Group; and,
  • Working with other transport sector specialists in the region as well as the economists in the regional office to contribute to efforts in knowledge management to ensure best practices and lessons learned related to transport development, and institutional/governance approaches are mainstreamed in project design.

Key Functions
Under the supervision of the Division Manager, PICU5, the incumbent will be required to:

  • Support the development of policies and strategies for the transport sector within the Bank and in RMCs in consultation with relevant government agencies, development partners, and other stakeholders.
  • Advise the Government of Republic of Ghana on issues pertaining to policy and institutional reforms in the transport sector, especially in the areas of Planning and Programming, transport network development, asset management/maintenance, and Private Sector Participation.
  • Participate and contribute to country and regional programming activities (CSP and RISP) and ensure that key sector issues and proposed solutions are adequately reflected in the resultant country/regional programming documents.
  • Conduct analytical and sector work to inform and underpin the downstream intervention of the Bank in project and program design in the transport sector.

Contribute to the development of a pipeline and lending program for transport projects and programs:

  • Provide technical advice with particular regard to transport sector projects (roads/highways, ports, airports, inland waterways and railways), as well as other infrastructure projects.
  • Identify suitable projects for inclusion in the Bank Group lending program in the transport sector and be responsible for the formulation of the project concept note identifying key development issues, project/program objectives, risks assessments, budget and timetables for management decisions.
  • Advise member countries on the preparation, organization and execution of feasibility studies and assist in drafting Terms of Reference; review the progress reports of studies; select the components to comprise the eventual project; review and supervise the work of consultants engaged by the Borrowers to the assigned projects/studies.
  • Contribute to the preparation and appraisal of transport projects and programs involving broad planning of resources and techno-judgment of alternative ways of shaping projects towards optimal contribution to development objectives; prepare and process the appraisal report involving detailed assessments of technical aspects, economic and financial feasibility, environmental and social safeguards, fiduciary issues, institutional arrangements, etc.

Contribute to monitoring implementation progress of on-going transport projects, programs and technical assistance funded by the Bank:

  • Supervise projects; play a key role in following up the progress of projects; supervise and monitor procurement activities for goods, works and services in accordance with Bank Group’s rules; review the submissions from the Borrowers, including tender lists, bidding documents, bid evaluation reports, award recommendation and contracts documents; study and analyze data submitted by Borrower; verify and approve contracts for disbursement of funds.
  • participate in project midterm review missions, sector portfolio review missions and country portfolio review missions and prepare the related reports.
  • Lead project completion report mission and collect adequate data for the preparation of the Bank Group’s project completion-report; advise the Bank Group on lessons derived from the project which will guide future intervention in the sector and in the relevant countries in the West African Region/Africa; and
  • Manage fiduciary responsibilities including procurement and ensuring compliance with the Bank guidelines and the provisions of loan/grant agreements.

Participate in sector dialogue and donor coordination activities:

  • Advise regional member countries on Bank Group’s financing requirements; act as a key person to liaise with government officials and spokesperson of the Bank Group in the transport sector; negotiate sensitive and delicate policy and sector reforms issues with borrowers and other parties.
  • Coordinate with other development partners and RMCs for consistency of approach, exchange of experiences, and continuous improvement of practices and integration of transport sector policy commitments to the management of projects.
  • Collaborate with other development partners in the transport sector for consistency and harmonization of approach, exchange of experience, partnership and co-financing where appropriate.

Contribute to dissemination of best practices in Transport integrating a broad spectrum of issues:

  • Develop and maintain a knowledge base in the transport sector, keeping abreast of the latest developments and issues related to policy and planning, institutional development, design and construction, financing, operation and maintenance, and regulation.
  • Provide support to heads of executing agencies, in terms of advice and expertise concerning different transport sector issues and priorities, technical aspects of projects and Bank rules of procedure, particularly relating to procurement of goods and services and disbursement; and,
  • Contribute to activities for advocacy, dissemination and knowledge building around transport sector issues.

Requirements

  • Hold at least a Master’s degree in Civil or Transportation Engineering or related fields.
  • A minimum of five (5) years’ experience in the transport sector with proven ability to work on policy, institutional and financing aspects of transport projects, road and other transport infrastructure construction and maintenance, contract management and procurement, planning and programming of capital and maintenance works, knowledge of private sector participation, and the connection to economic development and poverty reduction.
  • Be able to apply advanced technical knowledge, skills and expertise in the transport sector to advise and support Project/Country teams and transport sector stakeholders in policy and institutional development and implementation.
  • Full understanding of the principles of the project cycle with good experience in result-based project management.
  • Be able to apply technical skills in a team leadership role to resolve and manage complex issues in relation to transport project/program design and implementation from a broad developmental goal of poverty reduction.
