1). Support Services Manager
Location: Maiduguri, Borno
Supervised by: Area Manager – Borno
Reporting to: Area Manager – Borno

Start date: 1st January 2024.
Purpose
- Support Services Manager is responsible for providing coordinated and strategic leadership and ensures the smooth running of all support functions to meet the programmatic and operational needs in line with the DRC Operations Handbook.
Duties and Responsibilities
Planning and strategy:
- To ensure that annual planning for support services is completed, that regular targets are met and linked to the program needs and coordination unit for country-wide consistency.
- To ensure that project planning includes relevant support service requirements (such as lead times and appropriate budgets).
- To ensure that resource mobilisation is realistic and meets the needs of support functions, by using the operations budget to input to donor proposals.
- To ensure that support services are fit for purpose to meet programme needs.
- To be the focal point for the compliance self-check, internal audit and results contracts.
- Ensure the capacity building of the support personnel with the area office.
Finance:
- To serve as primary budget holder for all support service lines.
- To be responsible for budget monitoring and forecasting for support service budgets.
- To work with managers and team leaders to conduct budget monitoring of existing grants.
- To support Area Finance staff in area tasks, building their capacity and connecting them with the Country Finance Manager where required.
- To ensure that key finance tasks are completed (such as the monthly, periodic and annual reports).
- To work with finance to ensure programme teams clearly understand compliance requirements.
- To ensure that monthly finance tasks are completed on the area level (payroll, SOS, PIT, cashbooks and cash forecasts) and in line with Operations Handbook procedures.
- To conduct area level BFU meetings on a monthly basis, ensuring expenses and forecasts are reviewed by budget managers and comments are added where needed.
HR Support:
- To ensure that monthly reports and produced and that targets are met by the department, while being a link to the HR coordination unit.
- To ensure that HR tasks are completed on time (such as staff induction, Code of Conduct training and leave planning).
- To ensure that annual HR tasks are completed as per the Operations Handbook (e.g., Performance & Development Reviews).
- To ensure the HR team fulfils daily tasks, such as recruitment, contract renewal/ amendments, timesheet submission and leave tracking.
Administration support:
- To be the focal point for key administrative tasks.
- To oversee the team to ensure follow up on routine tasks are carried out (guesthouse supplies, phone credit purchase, utilities bill payments, rental and lease agreements).
Supply Chain support:
- To ensure procurement procedures are followed while being the focal point for tenders together with the coordination unit (including being a chairman for most major tenders).
- To ensure area procurement plans are finalized, closely monitored, updated as and when required.
- To closely follow department KPIs and ensure that monthly report submissions are timely and of high quality.
- To work with the teams to ensure each of the sub departments (procurement, fleet, assets, warehouse and maintenance) have targets and are meeting them, in line with Operation Handbook procedures.
- To ensure area supply and logistic teams are trained and their technical capacity strengthened.
As Manager the post-holder is responsible for the following:
- Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility.
- Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
- Accountable for people management of direct reports, at least 3 employees including Team Leaders and officers. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
- Accountable for making sound decisions based on DRC policies, SOPs, standards, and the advice of technical experts in DRC
Other:

Qualifications
Education:
- Master’s or Bachelor’s Degree in Finance / Accounting, Supply Chain, Human Resources, Business Management, Economics or similar fields.
Experience and technical competencies:
Essential:
- Strong technical background (3+ years) in one of the support functions (Finance, HR or Logistics) with 2 years’ experience in similar role an asset
- At least 2 years’ experience with people management or demonstrable experience in staff capacity building
- Experience with Microsoft Dynamics in a humanitarian context is required
- Experience with budget cycle, monitoring processes, and project cycle management
- Possessing a strong degree of honesty and integrity, and a solid sense of ethics including the ability to appropriately handle confidential information.

- Master’s degree in relevant area, or bachelor’s degree in finance, accounting, supply chain management, human resources, business administration, economics will suffice with an additional 2 years of commensurate experience.
Desirable:
- Knowledge of code of conduct principles and the HR systems for performance management

- Knowledge of supply chain management and procurement processes
- Past experience with DRC in a similar role
- Previous experience as support services management is an asset.

2). Finance Specialist
Location: Abuja
Supervised by: Finance Manager
Reporting to: Finance Manager

Purpose
- The position of Finance Specialist is a crucial position within the DRC Abuja office, with primary responsibilities for Finance and other support functions for DRC operations in Abuja and support in field offices when needed.
Duties and Responsibilities
- Set up the BFUs (Budget Follow Up) into the Dynamics system.
- Reviewing all the BFUs and the GL (General Lager) for all Nigeria projects.
- Carry out the internal financial reviews during the project cycle to ensure that DRC offices and donor guidelines are correctly implemented.
- Responsible of preparation of the financial reports.
- Assist the country finance Manager in preparing and updating the Master Budget.
- Responsible for collecting cash forecasts from all offices and requesting funds from Headquarters in a timely manner;
- Responsible for preparing monthly end closure reconciliation for DRC Nigeria
- Responsible for updating the monthly program staff cost as per the actual expenditures.
- Responsible for updating the donor instalment tracker.
- Contribute to the development of proposals with regards to budgeting in cooperation with the Country Finance Manager and the HoSS.
- Responsible and support preparation of all required documentation for financial audits in cooperation with national finance staff and Headquarters
- Mainly involved in the closures of grants and the kick-off meetings of the new grants.
- Coordinate with Head of programme, project managers, and other support departments to control budgets expenditures.
- Reviewing monthly payroll according to DRC Nigeria procedures and ensure compliance with Nigerian labour and tax laws.
- Regular visit to field offices and check their financial records and report.
- Works closely with the Finance staff in All the Offices to ensure correct coding and hence allocation of expenditure to donors, as appropriate and applicable.
- Perform other tasks requested by the CFM to ensure smooth running of the programme.

Required Qualifications:
- Bachelor’s Degree in a relevant field.
Requirements:
- Minimum of 5 years experience working for INGOs in the field of Finance.
- Excellent management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross cultural context.
- Very good professional English, both written and spoken.

3). Shelter and Settlement Team Leader

Purpose
- The Shelter and Settlement Team Leader is responsible for coordinating and implementing shelter and settlement projects in line with cluster standards and organizational guidelines.
- This role involves working closely with affected communities, local authorities, and partner organizations to design, plan, and manage shelter interventions that meet the needs of displaced populations and ensure their safety and comfort.
- He/she also monitors financial commitments and expenditures against budgets and provides timely feedback on budget follow-ups.
- Undertaking technical and practical operational tasks to ensure smooth, safe and efficient operation of shelter and settlement activities in accordance with laid down procedures and supervising Shelter & Settlement Officers and Assistants.
- To this end, the Shelter & Settlement Team Leader will liaise with DRC staff across departments to ensure compliance with DRC Shelter and Settlement SOPs and the maintenance of SOP-compliant records during programming as directed by the Shelter and Settlement Manager.
- Additionally, the role of the Shelter & Settlement Team Leader is to ensure the development and implementation of an efficient, accountable, durable solution and measurable Shelter & Settlement program in the areas where DRC is operational and within the geographical area of responsibility.
Duties and Responsibilities
Programming:
- Ensure that activities are implemented in accordance with project objectives, work plan and budget.
- Support planning and provide technical expertise on project activities, making sure that activities are properly integrated and coordinated with the other components of the project.
- Ensure that activities are designed and implemented according to agreed DRC standards as may be highlighted by recognized standards and policies.
- Undertake regular fieldwork to provide technical expertise and quality assurance on project implementation together with the project staff and community-based workers.
- Assist in the identification of direct and indirect beneficiary needs in terms of access to Shelter activities and infrastructure taking into consideration the specific needs of vulnerable individuals and persons of concern.
- Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation.
- Maintain constructive relationships with key stakeholders and represent DRC in different working groups and NGO coordination meetings in the area level as assigned by Shelter and Settlements Manager and technical manager.
- Establish and maintain constructive working relations with other NGOs, UN agencies, and Government departments in diverse forums.
- Contribute to the defined DRC area-level strategy and to the annual programming by proposing new activities based on the context, through need assessment.
- Suggest any adjustments to be made to the shelter and Settlement activity depending on contextual and indicator developments
- Working with the administrative department, contribute to developing budgets relative to his/her program and monitor expenses and budget forecasts
- Perform other related duties as may be assigned by the line manager.
- Uphold the highest standard of confidentiality when managing records to ensure beneficiary dignity and privacy.
- Work with the Shelter and Settlements Manager to lead the design of evidence-based pilot activities that are responsive and relevant to the target population.
- Ensure quality monitoring and evaluation of activities, working with relevant MEAL staff to coordinate and roll out MEAL systems, ensuring adequate monitoring, documentation and reporting of activities against relevant indicators
Reporting:
- Contribute to the production of quality and timely reports on program activities.
- Provide weekly/monthly/quarterly/annual reports to the Shelter and Settlement Manager, including accurate figures of distributions/referrals done and challenges encountered, in the agreed format.
Representation and coordination:
- Ensure good representation and reputation of the Shelter & Settlement in the sector at all levels.
- Actively participate in internal coordination meetings
- Represent DRC at Shelter & Settlement technical working group meetings and other relevant technical coordination meetings as agreed with the Shelter and Settlements Manager
- Maintain a local operational communications network and good relations with local and government authorities.
- Ensure coordination with other departments (i.e. Protection, MEAL, Procurement and Finance etc).
Operations:
- Contribute to the effective implementation of all operations support activities, including those related to administration, finances, and logistics, so as to ensure smooth project implementation. In all matters, comply with internal directives and policies as communicated by the Shelter and Settlements Manager, Head of Programme and/or the relevant support departments.
Budget Management:
- Monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups.
- Provide inputs to Shelter and Settlements Manager to ensure effective and efficient utilization of Shelter and settlement program resources through monitoring and tracking of expenditures against budgets.
- Anticipate, along with Shelter and Settlements Manager, potential over/underspending.
- Provide expenditure forecast to Shelter and Settlement Manager monthly.
Staff management, training & Capacity development:
- Provide technical and programmatic leadership for Shelter & Settlement officers/Assistants and community-based mechanisms in operational areas as needed.
- Conduct regular field visits or as required to ensure Shelter & Settlement tasks are going on as planned and mentoring – through technical backstopping and training of duty bearers.
- Ensure objectives for staff are set and that evaluations and performance reviews are conducted on a regular basis for all staff managed.
- Take responsibility for planning and management of leave for all staff managed.
- Identify training and capacity-building opportunities for staff and ensure they are well versed in key Shelter and Settlement and protection concepts relevant to the context, DRC’s code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.
Monitoring and Evaluation:
- Support in developing and implementing the project monitoring and evaluation plan, and timely submission of reports and other document requirements.
- Provide feedback on project implementation modality, assist in achieving maximum efficiency in project delivery, and inform the development/update of DRC’s Shelter and Settlement strategy in Nigeria.
- Undertake regular participatory monitoring and verification visits to ensure adequate progress against action plans, and outputs and ensure that quality elements are signed off. Provide advice on any corrective action necessary.
Logistics:
- Develop a procurement plan at the start of the project cycle to forecast procurement needs.
- Coordinate with the supply chain to facilitate procurement of supplies and services
- Ensure adequate stock of critical supplies at all times, particularly factoring in seasonal access limitations (wet season).
- Plan and coordinate logistics and movements of staff proactively from and to different operational areas.
- Initiate procurements and ensure their execution.
- Ensure distribution plans are prepared and shared with logistics in a timely manner.

Experience and technical competencies:
Essential:
- At least 4 years experience in planning, implementing, and evaluating Construction, Shelter and Settlement projects.
- At least a B.Sc in Civil Engineering, Architecture, Building Technology or a related technical field. A master’s degree will be an added advantage.
- IT skills: Good knowledge of Office software: Excel, Word, Outlook, PowerPoint, Data collection and analysis software.
- Proficient in AutoCAD or suitable design software.
- Experience in deep field and BAY states.
- Experience in staff management and capacity building.
- Highly self-driven while striving for perfection under minimum supervision.
- Thorough knowledge of SPHERE in emergency shelter standards.
- Experience in project management including project monitoring, reporting, data management and budgeting.
- Strong interpersonal skills and ability to maintain good communication channels with relevant stakeholders.

- Project-related skills: good knowledge of the project cycle, project implementation, project follow-up
- Experience working in emergency response with NGOs, preferably in a humanitarian context.
