Summary

  • The incumbent serves as the LE Staff Certifying Officer for all payment for goods and services received for all 30 ICASS serviced agency entities located in Mission Nigeria.
  • This position supervises the Supervisory Voucher Examiner and has authority to commit USG funds for payment of goods and services.
  • The Incumbent is required to certify a wide variety of payments with the use of Integrated Logistics Management Systems (ILMS) E-invoicing system and the Regional Financial Management System.

Duties

  • The incumbent serves as the LE Staff Certifying Officer for all payment for goods and services received for all 30 ICASS serviced agency entities (Dept. of State, DAO, USAID, FCS, FAS, INL, CDC, FBI, etc.) located in Mission Nigeria and the US Mission Malabo, Equatorial Guinea.
  • The LE Staff certifying officer position supervises the Supervisory Voucher Examiner and has authority to commit USG funds to the tune of USD 50,000 per fund cite charged for payment of goods and services.
  • The certifying workload consists of an extremely large volume of vouchers estimated at 25,000 which include a variety of complex invoices, contracts and lease payments, complex travel vouchers, utilities, Official Residence Expenses, representation, school grants, education and housing allowances, and cashier vouchers.
  • The total value of the vouchers that are certified amount to approximately USD 106 million annually.
  • The Incumbent is required to certify a wide variety of payments with the use of Integrated Logistics Management Systems (ILMS) E-invoicing system and the Regional Financial Management System (RFMS) in a timely manner within ICASS standard while adhering to US Government regulations. As LE Staff Certifying Officer, the Incumbent is responsible for verifying the accuracy and propriety of all documents upon which payment is to be based and certifying that the payment is Legal, Proper and Correct.
  • The Incumbent also make independent decisions relative to his/her area of responsibility in accordance with the rules and regulations of the U.S. Government.

Qualifications and Evaluations
Education Requirements:

  • University Degree or Equivalent in the field of Accounting, Business Administration, Finance, or Economics is required.

Requirements:

  • All selected candidates must be able to obtain and hold a Public Trust security clearance.
  • All selected candidates will be subject to a background investigation and, may be subject to a pre-employment medical exam.
  • Selected candidate must be able to begin working within a reasonable period of time (6 weeks) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Experience:

  • Five (5) years of progressively responsible experience in the Financial Management including Vouchering and Billing including two (2) years of supervisory experience is required.

Job Knowledge:

  • Must be familiar with financial regulations and procedures related to appropriation funding, allotment, and obligation. Must possess extensive knowledge of standardized regulations and other pertinent regulations and procedures that applies to financial matters. Must be familiar with Generally Accepted Accounting Principles. Knowledge of host country payment rules, banking regulations for the Central Bank of Nigeria, and business rules of engagement with host country vendors is required. Knowledge of diverse financial management procedures and regulations is required.

Salary

  • USD $36,422 /Per Year
