The Project
Social and Economic Participation of Returnees, IDPs and the Host Population in North-East Nigeria (SEPIN):

  • On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the Programme, ‘Social and Economic Participation of Returnees, IDPs and Host Population in North-East Nigeria’ (SEPIN).
  • The main objective of the programme is to improve the economic and social participation of returnees, internally displaced persons, and vulnerable members of host communities in Adamawa State in a gender responsive way.
  • Adopting an integrational approach, the program contributes to SDGs1, 2, 5,10 and 16 in accordance with the ‘leave no one behind’ principle and hopes to complement the humanitarian response to the crisis in the Northeast by going beyond a humanitarian short-term approach and focusing on a more long-term development perspective, through the institutionalization of gender-responsive participatory planning and provision of livelihood support.
  • Addressing the situation of IDPs, returnees and the host population, the Programme is primarily implemented at LGA and community level to ensure direct benefit for the target groups.
  • Through Community Development Planning (CDP), the program hopes to strengthen the relationships between local communities and community leaders, government institutions and civil society. Simultaneously, the Programme hopes to build the capacities of local and state governments as well as civil society and community-based organizations for improved service delivery.
  • Alongside the CDPs, the Programme will set up and consolidate spaces and mechanisms where women can meet to engage in dialogue to identify problems, needs and priorities and voice their concerns to the leadership of their communities. The gender and governance interventions will be supported by social protection and livelihoods measures.
  • Particularly, the focus in these areas is to build the capacities of state institutions for an inclusive, transparent, and accountable state social protection system and to further strengthen the social safety net system to reduce the burden of poverty and hunger amongst vulnerable communities.
  • The Security Risk Management/Monitoring and Evaluation Advisor will report to and work under the administrative supervision of the Risk Management Office (RMO) and the Head of SEPIN Programme.
  • At the field office, the SRM/M&E Advisor will coordinate with the project team consisting of a field coordinator and other programme components and administrative personnel.

Responsibilities & Tasks
The Security Risk Management/Monitoring And Evaluation Advisor:

  • Implementing and maintaining the operational GIZ Risk Management Policies and Processes. The advisor works in the GIZ Maiduguri office that houses the SEPIN Programme and reports to the GIZ Risk Management Office (RMO) in Abuja. The advisor is expected to support project implementation under the GIZ security framework.
  • Maintaining a functional information network: liaise with relevant national and international development organizations and security stakeholders.
  • Reporting and documentation: situation reports, HRE Plan (Hibernation, Relocation and Evacuation), incident reporting, site assessments, etc.
  • Travel management and clearance.
  • Providing crisis management support to the Risk Management Office (RMO), the Field Coordinator, the Head of the Programme, and the Country Director.

Tasks:
Operations:

  • Acts as a liaison and focal point for Borno State and the GIZ activities there between the Risk Management Office (RMO), the Field Coordinator, the Head of Programme, the Country Director, and the international and national staff present at the duty station.
  • Updates the HRE (Hibernation, Relocation, and Evacuation) plan at the given location on a quarterly basis.
  • Maintains contact details of local police and medical facilities.
  • Closely cooperates with the SRMA in Yola.
  • Provides information on overland movements and is always updated about the movement/transportation of team members and visitors.
  • Provides information and (if possible) training on alternative communication devices such as radio/Satphone and ensures the equipment is operational.
  • In close coordination with the AV/RMO, initiates incident/emergency responses, if required.
  • Is reachable via phone or other means of communication media.
  • Conducts and reports security-related training needs of staff, guards, etc.
  • Instructs, if necessary, guards on improved site security.

Professional Advisory Services:

  • Monitors and analyses the security situation and prepares weekly situation/incident reports, sharing them with AV/RMO.
  • Implements and maintains a GIZ in-country travel management system (Overland Travel Requests, Tracking of vehicles, etc.).
  • Handles travel clearance and approval.
  • Conducts detailed security incident mapping and reporting.
  • In coordination with the RMO, issues security alerts, prepares, and conducts headcounts if instructed by the RMO or the project management.
  • Conducts and implements site assessments with the support of RMO Abuja.
  • Prepares and implements security risk assessments and risk mitigation measures in conjunction with the RMO.
  • Advises and communicates on technical protection measures (site protection).
  • Briefs incoming staff/consultants on security measures (e.g., attending security briefings, curfew time, etc.).
  • Ensures that adequate means of communication are in place, equipment is maintained, and personnel are trained.
  • Ensures, together with the project leaders, that project vehicles are maintained.
  • Maintains and updates the contact list.

Networking And Cooperation:

  • Collects information on the security situation in the project area and establishes an informal network with other international organizations, (I)NGOs, partner organizations, etc.
  • Liaises and collaborates with different official and informal national authorities as well as national and international risk management entities.
  • Liaises and networks with other humanitarian/development, governmental, and security actors.
  • Maintains and expands a security-relevant network to provide comprehensive information on the security situation.
  • Attends security meetings and security coordination.

Monitoring And Evaluation:

  • Supports data collection and analysis related to the project (partner reports, surveys, studies, etc.).
  • Refines, manages, and implements the different M&E tools applied by the project in conjunction with the management and advisory team of the project (among others: questionnaires, satisfaction forms, surveys, tracer studies).
  • Conducts analyses of collected data using digital tools.
  • Presents data and analyses to management as and when required.
  • Oversees data collection and supports the evaluation of data for impact assessment.
  • Supports the development and design of surveys, reviews data quality, and helps to write project reports.
  • Monitors and evaluates overall progress on achievement of results.
  • Works with partners to ensure data reliability and promptness.
  • Provides feedback to the management team on project strategies and activities.
  • Takes on additional tasks related to the purpose of the position from technical staff, as required.

Other Duties / Additional Tasks:

  • Performs other duties and tasks at the request of management.

Required Qualifications, Competences, and Experience
Qualifications:

  • University Degree in Political or Social Sciences, Conflict or Crisis Analysis, or any other relevant field.

Professional Experience:

  • At least 3 years of professional working experience in a comparable position in an international Non-Governmental Organization (I)NGO, multinational or national organization, and/or experience in any of the armed services or paramilitary organizations. (Working or having worked as a security guard only does not qualify for the position!)
  • Excellent knowledge of the security structure in Borno is essential.
  • Experience in collecting data at the community level.
  • Administrative skills are an asset.
  • Very good report-writing skills.
  • Ability to manage multiple tasks and responsibilities.

Competences:

  • Analytical skills.
  • Logistics and/or military background are assets.
  • Excellent command of oral and written English.
  • Excellent communication skills.
  • Very good working knowledge of Office 365 tools (i.e., Microsoft Word, Excel, PowerPoint, and MS Teams).
  • Good working knowledge of modern and alternative communication systems (telephone, fax, e-mail, internet, Iridium-Sat phones, VHF-Radio, Skype).

Other Knowledge, Additional Competences:

  • Technical competence using GPS devices.
  • Customer-minded, cooperative, and understanding of the requirements of project implementation.

Salary
According to GIZ salary scale for Band 4.
