1). Supervisor – Medical Data Entry

Location: Zamfara

Description

  • We are looking to fill the Supervisor- Medical Data Entry position in our Zamfara Secondary Healthcare Project, Talata Mafara.

Main Objective and Responsibility of the Position

  • Ensure completion of all activities related to medical data entry and data management into the mission database. Supervise, organise and plan the activity of Data Entry officers/operators, as well as identify their training needs in order to provide a good service support and reliability of the data collected.

Accountabilities

  • Supervise, organize and plan the activity of Data Entry officers to have a reliable record of medical activity performed, as well as identify their training/technical support needs in order to provide good service support and reliability of the data collected.
  • Ensure collation and entry of all data identified by project managers for collection (e.g. morbidity, mortality, surveillance of diseases of epidemics, nutrition, psychological and women’s health, etc.) into the appropriate data management system while ensuring quality of data.
  • Do quality control data officers’ performance on a regular basis.
  • Know and ensure proper use of software used for recording (i.e. Fuchia, Epi Info, etc.).
  • Ensure the accuracy of the medical data entered into the mission’s database on a regular basis, according to MSF protocols and carry out regular back-ups.
  • Provide technical support to data entry officers/operators in project sites and respond to their training needs.
  • Provide regular statistical reports for the medical team as well as inform the superior of any missing information, major changes or big differences in data.

MSF Section / Context-Specific Accountabilities
Routine Project Data:

  • The Supervisor Data entry under MTL leadership is overall responsible for the completion of all medical data entry in all the Project(Outreach activities,and TM-GH-ITFC).

General:

  • Put in place a good system of data collection from each facility supported by MSF(TPHCS, ATFCs,OPD-NEP-Clinic and ITFC-TM-GH respecting MSF protocols.
  • Make sure that all data collected are well done and any information is missing and do the evolution and provide appropriate explanations about information needed then, checking if they understood.
  • Organizing a trainig of all the team involved in data collection(OH and MSF),
  • Ensures professional confidentiality is respected when data are collected
  • Correct use of MSF properties.
  • Doing the Exit interview analysis every three months then share with MTL
  • Data analysis before sharing with MTL
  • Share the updated Line List(Cholera,Meningitis and Measles) every Monday,
  • Support the data entry officer based in Anka-Town,

Data Management:

  • Sometimes to work with the team where data are generated then work with them to identify weakness then organize a training
  • Protect MSF data, before sharing any information, discuss with MTL for his greenlight

Reporting:

  • Support the team in MMR data analysis to make sure that the information are true before sharing with MTL
  • Harmonize the mortality with the Medical Activity Manager before concluding
  • Actively prepare and participate in the Medical meeting.

Medical Leadership:

  • The Supervisor of Medical Entry Data is leading the overall data, he should therefore be a very good communicator and a team player, guided by Medical Ethics, MSF principles and Values, respectful and respecting all (Para)Medical colleagues. Lead by example, with respect, integrity, humanity, accountability and empowerment.
  • Efficient, respectful and professional communication with all staff involved in data collection and full responsibility.

Requirements (Qualifications / Experience / Knowledge)

2). Counselor Educator

Main Objective and Responsibility of the Position

  • Perform counseling and/or education sessions to patients, following different medical and mental health MSF protocols and procedures, in order to improve their psychosocial condition.

General Accountabilities

  • Identify the psychosocial, socio-economic and administrative needs for patients
  • Actively promote the availability of counselling services and carry out, individual or in group counseling, basic psycho educational sessions, to patients, their families (when needed), in order to alleviate their psychosocial difficulties within the project scope.
  • Refer patients to other specialists or other institutions for further assistance, when necessary in order to propose the best support available.
  • Participate in the creation of any material needed for counseling activities and look after it,
  • Keep files and statistics of daily activities and participate in team meetings to share experiences and discuss special cases with other counselors, preserving confidentiality
  • Inform line manager of any problem of any kind arising during the day-to-day activities.
  • Take active part in trainings, supervisions/InterVision and support the activities manager when necessary in doing sensitization for MSF staff or external partners about mental health /psychosocial issues.
  • Discuss difficulties and problems in counselling with supervisor.

MSF Section / Context Specific Accountabilities

  • Ensure individual and/or group counselling to the internal displaced people, SGBV (SV/IPV) survivors, vulnerable population and other MSF Benue project target populations. To identify the psychological, emotional and behavioural needs and develop a treatment plan, according to the universal survivor centred principles.
  • Conduct in-take and psychosocial assessments of each client
  • Provide one-on-one emotional support counselling and guidance to IDPs, survivors of SV and IPV (children, adolescents, adults and elders) and other vulnerable groups.
  • Provide group counselling when needed
  • Provide referrals for clients in need of additional specialized mental health support.
  • Develop action plans to address survivors’ physical, emotional, psychological, social, protection, and financial needs and provide follow up to ensure provision of needed services.
  • Give survivors information and help them identify their needs and options.
  • Participate in the setting, implementation and reporting of psychosocial activities and other group interventions with specific target population (youth, men, children, parents).

Ensure that in providing psychosocial support to the patients, their rights, needs and wishes are prioritized:

  • To be treated with dignity and respect
  • To choose a course of action in dealing with the violence
  • To privacy and confidentiality
  • To non-discrimination
  • To comprehensive information to help make their own decision
  • Treat survivors and other vulnerable beneficiaries with respect, kindness, and in a caring manner, always maintaining the confidentiality and based on survivors’ needs and wishes.
  • Work in close collaboration with the other team members – Health Promotion team, medical team, and other actors regarding community awareness raising about SV and IPV, health consequences, comprehensive medical support, including psychosocial needs and the importance to access to care and assisting with sensitization of new staff on SGBV.
  • Ensure the awareness-raising activities in the community in conjunction with the HP team so that they can understand the SGBV problems and take initiatives to get support.
  • Conduct focus group discussions with family members, community members, and neighbors in the field or in the health care/SGBV center.
  • Work in collaboration with the medical team (doctors, nurses, and other actors) to ensure comprehensive support for the SGBV beneficiaries.
  • Identify the needs of the survivor and or patients to refer in case of special need to other available actors.
  • Safe identification using the selective screening tool, assuring privacy and confidentiality, with an adequate response to survivors and provision of care for those being identified as SV or IPV survivors.
  • Provide HIV counseling sessions when needed.
  • Perform their duties observing the MSF policies and in compliance with relevant SOPs of the department and immediately reporting to the supervisor whenever compliance is or cannot be met.

Data and Reporting:

  • Ensure regular reports on activities, assessments, follow-up and other related documents to ensure the quality and reporting of the project activities.
  • Maintain and ensure strict confidentiality of the SGBV beneficiary’s data, report and everything as well MSF documents.

Supervision/meetings:

  • Receive weekly supervision for each case from supervisor/MHAM/MTL and share challenges with supervisor in a timely manner.
  • Attend group and individual clinical supervision with the MHAM/MH supervisor
  • Attend in the project meeting on a daily, weekly, or monthly basis and share the update of activities.
  • Any other responsibilities assigned by the supervisor based on need.

3). Midwife

Location: Benue

Main Objective and Responsibility of the Position

  • Provide obstetrical care to pregnant women and their babies, doing follow up before, during and after delivery, according to MSF obstetrical and reproductive health protocols, universal hygienic and newborn caring standards and under supervision of a specialist doctor, in order to ensure their health conditions and avoid post-delivery complications.

General Accountabilities

  • Ensuring the implementation and continuity of antenatal and postnatal care, family planning, obstetrical care (BEmONC 1 and CEmONC 2), neonatal and comprehensive abortion care, management of victims of sexual violence, reproductive tract infections and Fistula care in accordance with MSF Reproductive Core Package of Activities and reinforce the implementation of standardised protocols.
  • Where PMTCT is implemented, ensuring implementation of the PMTCT protocol in the ANC/delivery and PNC consultations (pre counselling, test and post counselling
  • Collaborating with the medical doctor and /or nurse in the management of Sexual Violence cases
  • Assessing the feasibility for referral of pregnant women form the TBAs to the OPD/MCH for medical evaluation and/or complicated deliveries.
  • Ensuring hygiene and sterilization criteria (including universal precautions) are met according to MSF specifications.
  • Performing cleaning and minor maintenance for biomedical equipment used. Following the user manual, protocols, and alert supervisor in case of malfunctioning.
  • Guaranteeing a regular and ongoing supply of drugs and equipment required for maternity activities (including monitoring/consumption control/ordering of orders.
  • Properly following up all newborn babies from delivery until discharge, informing mothers and relatives about importance of breast feeding, vaccination and possible complications resulting from harmful traditional practices.
  • Ensuring patients’ right to privacy and confidentiality is respected
  • Supervising that administrative procedures of admissions and hospitalizations comply with MSF protocols , as well as verify patients are properly informed and receive the documents required (birth certificate, vaccination card, etc.
  • Participate in the organisation of the ward in collaboration with other midwifes and the maternity ward supervisor. Ensure transfer of relevant information to the next shift team (specially identifying risk cases)
  • According to MSF protocols in force, conduct normal deliveries independently. Manage obstetric emergencies; identify cases needing referral and send them in time. Clean up the newborn, executing and registering first neo-natal medical acts (cutting and cleaning the umbilical cord, vaccination, etc.), detecting possible anomalies/infections and reporting them to the doctor, in order to ensure successful interventions.
  • Supervises the use of drugs, facilities and obstetric material, in order to ensure, in accordance with number of patients and prescriptions, a rational use. Ensure pharmacy stock levels are permanently updated, kept under appropriate conditions and above minimum safety point.
  • 1 BEmONC = basic emergency obstetric and neonatal care = Administration of antibiotics, oxytocic’s, anticonvulsants, manual removal of the placenta, removal of retained products following abortion, assisted vaginal delivery, preferably with vacuum extractor and newborn care including neonatal resuscitation.
  • 2 CEmONC = comprehensive obstetric and neonatal care = the full package of BEmONC Plus; surgery (caesarean section, hysterectomy, laparotomy), safe blood transfusion and care to sick and low birth weight newborns

MSF Section / Context Specific Accountabilities

ANC/PNC:

  • The MW is the main responsible for the Ante and Post Natal care in the IDP camp covering Benue and middle belt states, and focal person for all related activities including referals and family planning.
  • Ensures routine screening, identification and treatment of common maternal morbidities while providing the routine medications during pregnancy and post-partum
  • Awareness on pregnancy ,delivery, and their complications , related health promotion, hygiene, nutrition and immunization.
  • Ensures the ANC/PNC area is cleaned and well equiped and supplied. Ensures sterilization of materials used in the ANC/PNC.
  • Ensures regular and ongoing supply of drugs and equipment required for ANC/PNC activities (including monitoring/consumption control/ordering of orders)
  • Together with MOH Matron ensure registration of all new ANC in MOH Register.
  • Together with MoH Vaccinator ensure Pregnant women are vaccinated for routine vaccination (TT) including new born in PNC for their routine vaccines( Pentavalent , Measles, Meningitis…)
  • Ensure timely referal to secondary referal facilities any obstetric emergency after consultation with MWAM in the Clinic to assist those in need.
  • Ensure proper Filing of patient files( are well kept in a secured place)
  • Provide family planning services after counselling clients ,identify possible side effect and take action( either treat them , seek for advice or refer to the selected referal hospital.
  • Provide care in an eventual impromptu clinic delivery and ensure prompt referral to Daudu FSP if no complication for care.
  • Support the program of response to ASHC (Adolescent sexual health care) by providing general care needed.
  • Refer all ANC after last ANC visit to Daudu FSP for delivery.
  • Inform clients MSF services is only available from Monday to Friday during working hours. MSF team will not be in clinic during public holidays.

SGBV Activities:

  • First line for SGBV activities for all women visiting the ASHC Clinic.
  • Support and promote SGBV activities in the IDP camp in collaboration with the SGBV focal person(Nurse).
  • Provide SGBV care to survivors coming to ANC/PNC(provide PEP, Psychosocial care,Antibiotics in case…) and inform the SGBV focal person for the next steps to take.
  • Ensure survivors followed in the IDP camps clinic are registrered in the central register
  • Inform the supervisor/SV focal person at all times where necessary regarding survivor care involving need for ToP, safety planning, contraception and referrals.
  • Be available for knowledge update about SV activities in the clinic.
  • Identifying and selective screening of survivors in the clinic.
  • Appropriate documentations, record keeping and storage of survivor data.

STI clinic:

  • Identify and give treatment to patient according to guidelines.
  • Support the patient to bring onboard his/her partner.
  • Encourage the client adherence of the treatment.

Others:

  • Perform their duties observing the MSF policies and in compliance with relevant SOPs of the department and immediately reporting to supervisor whenever compliance is or cannot be met.
  • Daily , Weekly and Monthly Reporting
  • Drug and Medical Item consumption and follow up
  • Cousel pregnant mothers on nutrition and right balanced diet.
  • Any other activity planned for IDPs
  • Assigned tasks/responsibilities may change or be added based on the changing project needs and strategy(can assigned in SRH pharmacy, triage by supervisor on need basis).

Requirements (Qualifications):

  • Education: Essential midwifery qualification or specialization. Desired Bachelor in Midwifery
  • Experience: Essential working experience of at least two years in midwife activities related jobs.
  • Languages: Essential, mission language; local working language would be an asset.
  • Competencies: Results, Teamwork, Flexibility, Commitment, Service.
