1). Infrastructure Assistant (SUN)-Marte

Location: Borno

General Position Summary

  • Mercy Corps is looking for Infrastructure Assistant who will ensure planning of day-to-day activities and implementation of Mercy corps WASH and Shelter component of Humanitarian intervention in Borno state Northeast Nigeria. S/he will work closely with the infrastructure team, Operations, and finance to jointly execute WASH activities according to plan.

Essential Job Responsibilities

  • Ensure the implementation of Humanitarian Infrastructure project activities as designed and planned in the work plan.
  • Be able to understand design of Shelter, latrine, borehole, and septic tank or (pit latrine), prepare BoQ, and Scope of Work, familiar with tender invitation, tender document, contract, service contract.
  • Compiling and sharing with communities the good and bad practices in terms of fire safety, O&M for shelters and use of NFIs and DRR in shelters and settlements.
  • Engaging with target participants, CRCs/CRGs to consult their shelter & settlements training and orientation needs.
  • Engage beneficiaries to form water user committees to ensure appropriate technical and social interventions to secure outcome, impact and sustainability.
  • Identification of appropriate maintenance mechanisms and sustainability of the rehabilitated shelters, latrines, water points and household infrastructures.
  • Identification of key hygiene practices (gender sensitive) to be addressed and sectors of the population with whom to engage and define an appropriate communications strategy to promote safe practices.
  • Design and plan weekly activities from the work plans for logistics and improve internal coordination.
  • Implement Infrastructure intervention with professionality to ensure technical and programmatic quality of the project.
  • Conduct assessments and baseline studies.
  • Participate in coordination meetings as directed by line manager and share information with external stakeholders as appropriate.
  • Provide regular and reliable narrative reports reflecting lessons learned.
  • Work together with the local partner’s Infrastructure team members to ensure that the various aspects of the infrastructure response are integrated, and that they form part of a coherent Infrastructure response.
  • Ensure that all activities are implemented in line with relevant standards, codes of conduct, and humanitarian principles.
  • Use participatory approaches as far as possible throughout the program cycle.
  • Ensure that gender, protection, disability, the environment, and other important crosscutting concerns are taken into account in program implementation, and reporting; ensure that project activities reflect the needs of specific groups and individuals.
  • Ensure all activities are carried out in accordance with local government procedures (e.g. site selection) and do not duplicate or interfere with activities proposed or carried out by the UN or other NGOs.
  • Liaise with other organizations/entities engaged in similar activities in area of intervention.

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work ·

Knowledge and Experience:

  • B,Sc. HND In Civil Engineering or relevant disciplines
  • Multi-tasking, coordination, organization, prioritization skills essential. Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing.
  • Highly developed computers skills, with strong familiarity with MS Office, Power point, Outlook, Excel, Word, and infrastructure design software
  • Familiarity with AutoCAD, GPS, Arc Gis and Google Earth is strongly desirable.
  • 2-3 years in community-based Shelter or water and sanitation project preferably in rural context
  • Experience in shelter construction, water supply systems: boreholes, pumping, basic hydraulics, etc.
  • Fluency in both verbal and written English highly preferred. Fluency in Hausa, Kanuri or Shuwa is required.
  • Ability to work independently and cooperatively with team members required. Ability to work under pressure.
  • Strong interpersonal, intercultural and communication skills.
  • Residence of Marte or indigene of Marte is a plus.

2). Program Officer (SUN)-Marte

Location: Borno

General Position Summary 

The SUN Program Officer, under the supervision of SUN PM will support the day-to-day implementation of activities in  SUN program and work with Mon Club Initiative to support Shelter, WASH and Food security & Livelihood activities in Marte. S/he will work closely with other sectors such as MEL, CARM, Shelter, WASH and Livelihood in ensuring smooth project implementation and delivery of program objectives.

Essential Job Responsibilities

  • Develop activity work plans and manage day-to-day activity implementation.
  • Ensure that beneficiaries are effectively targeted according to vulnerability criteria.
  • Train targeted beneficiaries on best agronomy practices, climate-smart agriculture through formal training, on-job mentorship, and supportive supervision
  • Identify any gaps or capacity needs within the team and ensure training and capacity building is incorporated into program planning.
  • Coordinate and or supervise community mobilization and sensitization activities on program
  • Closely collaborate with other sector teams to ensure an integrated approach internally with MC sectors and externally with complementary activities implemented by other program actors.
  • Coordinate with other sectors (Cash, Agric, Shelter, MEL, WASH, NCAT, Protection, CARM) and support units to ensure activities are conducted within MC policy and with the maximum benefit to the program.
  • Provide inputs to the design and implementation of trainings in any areas related to the program activities for staff, communities, and program beneficiaries.
  • Regularly monitor and supervise construction activities
  • Ensures beneficiary complaints mechanisms and Accountability to the Affected Population is addressed in the appropriate way that does not discredit the image of Mercy Corps.
  • Ensure establishment and maintenance of relationships with communities, and local government in the targeted LGAs.
  • Ensure that key learning’s are extracted from Food Security and Livelihood implementation and incorporate them in implementations and staff development processes.
  • Maintain filing of all Mercy Corps beneficiaries, and ensure all lists are well captured electronically and manually.
  • Facilitate and co-facilitate community meetings, events and training as required.
  • Represent Mercy Corps in relevant forums/clusters.
  • Work with all program teams, M&E on FSL activities monitoring including baselines, end-lines, midterm reviews, lesson learning exercises and evaluations and ensure learning informs programming.
  • Responsible for monitoring the day-to-day activities in the field and initiating relevant assessments reports with proposals.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Any Other duties as assigned.

Knowledge and Experience 

  • BA/Sc. in Agriculture or any related discipline.
  • 3 years of experience working on the development, implementation, administration and compliance of a field-based international development or humanitarian program; general gender and protection mainstreaming experience & knowledge required.
  • The applicant must be resident/indigene of Marte LGA and willing to work in Marte.
  • At least 1 year of experience implementing any of the sectors within the program in the Northeast, Nigeria.
  • At least 2 years of experience implementing on and off farm livelihood (Agriculture and briquettes formation).
  • Experience using voucher modality and knowledge of Nagis platform is a plus
  • Experience working with local partners especially market vendors is required.
  • Experience with conducting gender analysis, protection assessments, monitoring and evaluation and other learning efforts is a plus.
  • Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing.
  • Strong interpersonal, intercultural and communication skills.
  • Excellent oral and written skills and computer skills.
  • Fluency in English and Hausa is required.
