1). Project Management Specialist – RH

Job Purpose

  • Under the supervision of the designated OTLs, to conduct Bank’s technical-assistance operations due-diligence, monitor day-to-day technical-assistance operations management activities, and carry out day-to-day development-project operations management activities under the guidance of Project Team within approved costs, timeliness and quality, to ensure efficient execution of the bank’s mandate to support economic development in the associated member and non-member countries.
  • Responsible for day-to-day communication, monitoring and implementation support to the project management units and executing agencies; supervision of project contract management and resources; preparation of implementation reports to the bank management, and proactive mitigation of project implementation issues. In addition, provide support in project preparation and appraisal, portfolio quality review, procurement review, and disbursement processes. Contribute to knowledge management agenda by identifying lessons learned from the projects.

Key Accountabilities
Project Appraisal:

  • Provide technical and professional support to the Operations Team Leader in the preparation of project appraisals and comprehensive due diligence of the technical, financial, procurement, institutional, economic, social and environmental aspects of the project proposals ensuring the same are in line with the operations manual and applicable policies/procedures of the Bank.
  • Liaise with the respective Sector Teams in CPO to further refine and enhance the project appraisal documents prior to submission for the Board approval.

Project Implementation and Monitoring:

  • Coordinate with the respective Operations Team Leader, in all aspects the project implementation to ensure projects are completed as per the project charter/plan.
  • Lead the preparation of periodic project implementation assessment and support reports for each project under the portfolio to ensure implementation issues and proposed actions are documented as a reference and for smooth execution.
  • Maintain adequate, up-to-date, and accurate project information and key records in the bank’s operations management system.
  • Assess implementation progress of Bank’s approved operations and provide feedback/recommendations on bank’s position to relevant authorities/stakeholders.
  • Contribute to maintenance of project implementation plans to ensure ongoing monitoring of project progress, pro-active identification of issues, recommendation and implementation of action plans to resolve issues promptly.
  • Review implementation quality and progress of Bank’s approved operations and provide recommendations for improvements to the relevant authorities/stakeholders.
  • Provide inputs to the Procurement and Financial Management staff to ensure procurement of materials and disbursal of funds for the projects are in line with the policies of the Bank.
  • Monitor contracts and financial management activities of the projects and provide recommendations on bank’s position to relevant authorities/stakeholders.

Project Closure and Review:

  • Provide inputs to the Task Team Leader in the development of project completion reports, at the completion of each project.
  • Compile inputs for the Sectoral Teams in CPO ensuring lessons learnt during the project implementation are recorded as reference for the future projects.

General Project Management:

  • Provide inputs to Operations Team Leader during the operational cycle of the projects to ensure necessary operational policies and procedures are followed and improvements suggested are being implemented.
  • Support Operations Team Leader in engaging external expertise according to the bank’s procurement policy, to complement internal resources, ensuring quality project due diligence, implementation and lessons mining.

Academic and Professional Qualifications

  • Bachelor’s Degree in Project Management, Engineering, Economics or related fields.
  • Additional qualification or certification in Project Management lime PMP would be desirable.
  • Minimum 5 years of experience in project management, preferably in the development sector with an MDB or an International NGO.

2). Field Procurement Officer – RH Paramaribo

Job Purpose

  • Carry out duties related to the planning, implementing and monitoring of project procurement related activities within the locations associated with the Regional Hubs and IsDB HQ to fulfill the development mandates of the Bank.
  • This role ensures effective compliance to the procurement guidelines for successful preparation, appraisal, implementation and completion of the approved development projects in the assigned countries.
  • Contribute in the development of policies and strategies and capacity building in the area of project procurement.
  • Assess and address procurement related issues facing IsDB financed projects.

Key Accountabilities
Policies, Procedures & Processes:

  • Ensure effective implementation of the policies and procedures as per the Procurement Guidelines of the Bank.
  • Provide Technical advice to the project teams of the beneficiaries through the Operations Team Leader(OTL) in the preparation of project procurement Plans.
  • Contribute to the development of procurement policies and procedures considering the Member Countries’ needs, IsDB Group priorities and the best practices in other MDBs.

Project Procurement Management:

  • Extend Project Procurement Facilitation and Implementation Support at entry, during implementation and at completion to improve quality in the overall project management and delivery.
  • Provide support in risk assessment in projects as per the Procurement Guidelines and follow-up with the concerned parties in-order to maintain acceptable risk mitigation measures.
  • Support in the elaboration of project concept notes, preparation and appraisal of projects in-order to provide the required advice on procurement matters.
  • Organize project start-up workshops, conduct staff briefings and provide necessary support for the Country portfolios.
  • Reviewing and clearance of Procurement Documents (RfP, BD, PQD, EoL, GPN, SPN etc.) received from the beneficiaries and ensure their compliance with the IsDB requirements.

Customer Service:

  • Contribute in the resolution of procurement issues from various stakeholders, including those related to inputs in complaints handling as per the guidelines, in-order to deliver the bank’s required levels of service in all interactions with stakeholders.

Capacity Development:

  • Contribute in the capacity development of concerned stakeholders through organizing and preparing specialized workshops on project procurement policies and procedures as per the procurement guidelines of IsDB, both internally and externally.

Reporting:

  • Contribute in the preparation of Country Procurement Assessment Reports (CPAR), Country Portfolio Performance Review (CPPR) & Project Procurement Audit Reports.
  • Prepare periodic briefs on procurement related issues in-order to ensure concerned parties are briefed regularly on project activities.

Academic and Professional Qualifications

  • Bachelor’s Degree in Engineering or related field.
  • Certification in purchasing / procurement would be preferred.
  • Minimum 5 years of experience in project procurement in a multi-lateral sector.

Job Purpose

  • Under the supervision of the Country Operations Manager, to manage the portfolio of Agriculture & Rural Development projects and TAs within the approved scope, schedule, budget and quality to ensure efficient delivery of the Bank’s mandate to support socio-economic development in the relevant Member Countries.
  • Supervise and provide technical oversight to Project Managers on day-to-day basis for the implementation of projects and to provide clearance on their tasks.
  • Lead/conduct the appraisal of projects, TAs, quality reviews, progress reporting monthly, quarterly and annually.
  • Contribute to the clearance of tender documents and contracts related to implementation of the approved projects and proactively mitigate risks issues in the portfolios.
  • Provide technical support and contribution in shaping the Bank’s strategy by focusing on the given sector in the covered region, including contribution to Member Country Strategy, analytical work.
  • Provide Project Management and Implementation supervision. Provide Data Entry and system management of Bank Project Management Systems. Contribute to the operational, financial, knowledge and procurement policies and implementation guidelines.

Key Accountabilities
Project Appraisal:

  • Lead the preparation of project appraisals to ensure comprehensive coverage of the technical, economic, social, financial, procurement, institutional and environmental aspects of the project proposals are in line with the operations manual and applicable policies/procedures of the Bank.
  • Seek inputs from the respective Sector Teams in DGCP and GPP to further refine and enhance the project appraisal documents prior to submission for Board approval.
  • Ensure all changes identified during project preparation and appraisal are incorporated in all the relevant documents for alignment of project design and approach prior to submission of project for Board approval.

Project Approval:

  • Lead in the preparation, follow-up and communication of project preparation and approvals, in line with IsDB’s business processes, delegation of authority with the relevant focal points and stakeholders (Bank, MC, Partners).

Project Implementation and Monitoring:

  • Coordinate with respective DGCP and GPP Sectoral Leads for receiving technical assistance in all aspects across the entire project lifecycle.
  • Maintain project plans to ensure ongoing monitoring of project progress, proactive identification of issues and implementation of action plans to resolve issues promptly.
  • Liaise with the Operations Quality and Monitoring (OQM) Unit during the operational cycle of projects to ensure necessary operational policies and procedures are being followed and suggestions for improvements are implemented.
  • Review disbursement requests and advise on clearance status to country management to ensure timely resolution of procurement and other related issues and ensure that Undisbursed Commitments are minimized.

Project Closure and Review:

  • Contribute to the development of project completion reports, on completion of each project, ensuring that all elements of the project charter have been incorporated in the report.
  • Provide inputs to the Sectoral Teams in DGCP and GPP ensuring that the problems and issues faced, remedial actions taken, and the lessons learned are well documented for reference in the future projects.
  • Provide necessary inputs to the Portfolio Effectiveness Unit, at the end of the project portfolio cycle, to ensure that the portfolio development effectiveness objectives have been achieved.

Academic and Professional Qualifications

  • Bachelor’s Degree in Agriculture/ Food Security/ Rural Development/ Transportation / Water Management/ Agriculture Engineering or related field.
  • Master’s degree would be preferred.
  • Additional qualification or certification in Project Management like PMP would be highly desirable.
  • Minimum 8 years of experience with a Bachelor’s degree 6 years with a Master’s degree in the development sector, of which minimum 5 years in a specific sector.
