1). Expressions of Interest (EOI) for Individual Consultant – SNDR

Location: Home based

Background

  • Within the Senior Vice Presidency Complex, the Department for Delivery, Performance Management and Results supports Senior Management in meeting AfDB’s development mandate, improving operational and corporate performance, accelerating the pace of delivery and increasing the Bank’s impact on development.
  • As part of its mandate, it also works to strengthen the Bank’s, external and internal, accountability for results and promotes a performance-oriented culture across the organisation.
  • The Corporate Performance and Accountability Division is responsible for establishing and maintaining corporate frameworks for assessing and tracking the Bank’s development effectiveness and performance.
  • As part of this mandate, it seeks to strengthen the Bank’s internal and external accountability and promote a performance-oriented culture.
  • In particular, the Corporate Performance and Accountability Division developed the Results Reporting System (RRS) to improve Bank’s development effectiveness, in collaboration with the Corporate IT Services Department and the Quality Assurance Division.
  • Fully used since 2021, it provides the Bank’s management and staff with real-time information on key measures of portfolio performance by sector, region and country. It helps digitize the quality assurance process throughout the project cycle from the results-based logical framework to the Implementation Progress and Performance Results report (IPR) and the Project Completion Report (PCR).
  • The main goal of this consultancy is to support the new RRS platform, including new quality assurance tools, the institutionalization and the full use of the results reporting system, supporting Bank’s staff and management.
  • The expected outcome is a fully used and functioning Results Reporting System and a strengthened development effectiveness in Bank operations.

Duties, Responsibilities, and Expected Achievements
Specific duties and responsibilities are outlined hereunder:

  • Assist staff in the entry of operations’ data along the various quality assurance tools of the project cycle: logical framework, IPR and PCR.
  • Support the roll out of the new platform and maintenance of the results reporting system, in SAP.
  • Participate in the training of task managers on the use of the RRS system.
  • Respond to requests received through the RRS Help Desk.
  • Provide support to Task Managers on the use of the RRS and ensure data consistency and integrity.
  • Contribute to the preparation of any training materials related to the full use of the RRS.
  • Follow up with task managers and QRMOs on timely entry of RMs, IPRs and PCRs in the system.
  • Contribute to the design and maintenance of dashboards related to the use of the RRS.
  • Identify any bugs and follow up with the IT department.
  • Ensure that the system complies to new functional requirement specifications and responds to user needs.
  • Identify and propose solutions for possible improvements of the RRS.
  • Provide support to the team on documents search, data collection and analysis process for the IATI data collection;
  • Undertake any other tasks/assignments as assigned by the Manager of SNDR.1.

Management/supervision of the consultancy:

  • The Consultant will work under the overall guidance of the SNDR.1 Manager, and the immediate supervision of the Principal Results Officer.

Essential Qualifications and Experience

  • Hold at least a Master’s Degree in Business Administration, Statistics, Economics, Development Studies or related disciplines.
  • Minimum of seven years proven relevant work experience in development cooperation gained in an International Organization including experience related to project design, development issues, data analysis and information systems.
  • Knowledge of operational policies, procedures, and review processes of multilateral development banks or other development agencies.
  • Familiarity with and practical experience of results-based management and/or quality assurance.
  • Strong record of working effectively across institutional boundaries and for resolving differences by determining needs and forging solutions that benefit all parties.
  • Experience with pack office (Excel and Power Point) is required. Knowledge of database management systems will be an advantage.
  • Excellent inter-personal and communication skills.

Language skills:

  • English and French are the working languages of the African Development Bank. The consultant should be able to communicate and write effectively in French or English, with a very good working knowledge of the other language.

Duration of the Assignment

  • The consultancy is expected to start in February 2023 and will cover a period of 12 months.

Remuneration for the Assignment

  • During the duration of the contract, the Consultant will be home based. The consultant will be eligible for travel expenses (air ticket, hotel accommodation and per diem) while assigned on a Bank mission during the duration of the contract.
  • Payment of honorarium (according to a scale based on years of experience) will be on a monthly basis after satisfactory execution of duties assigned to him/her.

2). Expressions of Interest (EOI) for Energy Financial Solutions / Investment and Data Analyst – PESR

Location: Abidjan, Cote d’Ivoire
Consultant type: Individual Consultant

Background

  • The Energy Financial Solutions, Policy and Regulation Department (PESR) of the African Development Bank (AfDB) has primary responsibility for processing the Bank’s non-sovereign operations in the energy sector. These operations include: lending, equity participation, guarantees, lines of credit to private financial intermediaries, syndications, underwriting and technical assistance related to private sector development in the 54 African countries (Regional Member Countries – RMCs);
  • The Energy Financial Solutions division (PESR.2) leads on non-sovereign energy sector operations and provides expertise and leadership in the structuring of financing instruments to attract both public and private sector investments into the power sector.
  • The department is dedicated to the origination, structuring, and execution of infrastructure projects in the energy sector through the deployment of a number of instruments including debt, equity, blended finance, leasing and innovative capital markets solutions.
  • In addition to project finance, the division also provides direct support to corporate entities and projects through equity investments, as well as through specialized intermediaries such as private equity and venture capital funds.
  • To fulfil its roles in support of Energy financial solutions division, PESR is seeking the services of an individual consultant as Investment and Data Analyst to support investment officers and Division Manager on operational requirements directly related to the processing of NSOs during the project cycle.
  • The services to be provided under the Assignment include: (i) To serve as a focal point for project data analysis and reporting on Energy Non-Sovereign Operations (NSOs) for Division and Department Management decision making (ii) To relieve Investment Officers of operational requirements directly related to the processing of NSOs during the project cycle and (iii) To carry out procurement and resource management activities directly related to the delivery of NSO work activities.
  • The Energy Financial Solutions Division invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments, etc).
  • The assignment will be for a period of six (6) working months and the estimated starting date will be March 01, 2023.

Eligibility

  • The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in conformity with the Rules and Procedure for Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budget. Please note that interest expressed by an individual does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  • A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria based on their profiles:
    • General qualifications and adequacy for the assignment to be undertaken 30%
    • Similar experience in the area of expertise of the assignment and
    • demonstrated understanding of the TOR 50%
    • Experience with investment banks, AfDB, and/or multilateral donors 10%
    • Language Proficiency (English or French with working knowledge of the other) 10%

3). Expressions of Interest (EOI) for Adoption and Change Management Expert – SNBT

Location: Abidjan, Cote d’Ivoire

Background

  • The African Development Bank (AfDB) hereby invites Individual Consultants to indicate their interest in the following Assignment: “Adoption and Change Management Expert for projects led by the Business Transformation Department (SNBT) under the WAKANDA initiative”.
  • The Adoption and Change Management (ACM) expert will provide guidance and implement strategies to change the way employees work so that the AfDB can realize business value from Business Process Reengineering and its related SAP transformation projects.
  • The assignment objectives are to create business awareness, desire, knowledge, ability and reinforcement to adopt and maintain the changes introduced. The consultant’s mission is to achieve the following:
    • Identification and awareness of methods, tools, and the ability to measure the impact of behavioral change.
    • Resolution of specific adoption issues defined at the onset and to be addressed over the course of the engagement.
    • Driving behavioral change and measure its potential benefits.
    • Definition of a roadmap to successful usage and adoption of the new processes and related SAP system being developed.

The consultant’s duties will include the following:

  • Provide support for the development and execution of Change Management Strategies and Plans to create business awareness, desire, knowledge, ability, reinforcement, and adoption of the changes introduced.
  • Liaise with Project Managers, Team Leads and Stakeholders to analyze the expected changes and their impacts and develop a compelling case for change.
  • In collaboration with Project Managers and Team Leads contribute to the execution of Change Management plans covering among other topics effective and efficient communications, training, and resistance management.
  • Accelerate the business transformation through managed cultural and organization changes.
  • Create KPIs to measure the adoption of changes introduced as well as use surveys to assess customer satisfaction and experience.

Profile of the Consultant

  • At least Master’s Degree in Change Management, Communications, Information Management, Marketing, Journalism, or Information Knowledge Management.
  • Minimum of 5 years of relevant professional experience in change management, communications on Information and communications technology field gained with similar multinational, major private or public institutions.
  • Excellent spoken and written French and English is a must.
  • Knowledge on Customer Relationship Management, Account Management on IT, Change Management Frameworks (ADKAR, etc) will be added advantage.
  • Ability to think strategically and rapidly analyze diverse information from various sources.
  • Experience using digital and social media to stimulate conversations with user community, develop strategies to position across different means of communications.
  • Ability for teamwork in a multicultural environment.
  • Significant experience in Communications Strategy, Planning, and Execution and in-depth proficiency at a level sufficient to assist, consult, or lead others in the planning, development, and execution of communications strategies for complex projects.
  • Client Orientation – Maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge.
  • Strong ability to see newsworthy stories quickly and easily.
  • Very strong interpersonal skills with the ability to establish and maintain strong and sustainable relationships.
  • High learning and adaptability skills to quickly grasp the organizational culture of the AfDB.
  • Resilient and tenacious with a propensity to persevere.
  • High level of autonomy and organization.
  • Ability to analyze complex information quickly and simply for audiences.
