Location: Maiduguri, Borno

Background

  • SIF is seeking a qualified and experienced consultant to conduct a multi-sector needs assessment in Maiduguri, Borno State, Nigeria. The objective of this assessment is to better understand the prevailing needs and challenges faced by the population in the region, particularly in the areas of water and sanitation, food security, livelihoods, and protection.
  • SIF plans to target the areas of Maiduguri Metro Polytan and some areas of Jere. For the purpose exact locations (3-4) will be selected from the area.

Scope of Work

The selected consultant will be responsible for the following:

  • Preparatory Phase a) Review existing reports, data, and assessments related to the targeted sectors and geographic area. b) Develop a comprehensive assessment methodology, including data collection tools and sampling techniques. c) Seek necessary approvals and permits for data collection in the region.
  • Data Collection a) Conduct field visits and interviews with key stakeholders, including affected populations, local authorities, NGOs, and other relevant actors. b) Collect and analyze both quantitative and qualitative data to assess the identified sectors. c) Ensure data collection is conducted in a culturally sensitive and ethical manner, respecting confidentiality and informed consent.
  • Data Analysis and Reporting a) Analyze the collected data and provide a clear assessment of the needs and challenges within the identified sectors. b) Produce a comprehensive report with findings, recommendations, and a needs assessment summary. c) Present the assessment findings to SIF country team and key stakeholders in Maiduguri, Borno State.

All tools and methodologies will be shared and wet by the SIF program coordinator before finalization.

Deliverables

The consultant is expected to provide the following deliverables:

  • An inception report, including the proposed assessment methodology, data collection tools, and work plan, within five (5) days of contract signing.
  • A draft needs assessment report for review within two weeks of data collection completion.
  • A Final Needs Assessment Report, incorporating feedback and comments from SIF within five (5) days after receiving feedback.
  • A Presentation of the assessment findings in Maiduguri, Borno State, as requested by SIF.

Timeline

The services are required from the start of November and the final report is to be submitted before end of the year. Below is the timeline for the assignment, which can be further discussed with the selected consultant/consultancy firm, however no major changes in the dates are foreseen.

  1. Signing off the contract: Monday, 6 November 2023
  2. A presentation on inception report to SIF team (including the proposed assessment methodology, data collection tools, and work plan): Monday, 13 November 2023.
  3. 1st Draft of the assessment report: Friday, 1st December
  4. Final assessment report: Friday, 15 December

Qualifications and Expertise

The consultant should possess the following qualifications:

  • A proven track record in conducting multi-sector needs assessments in humanitarian or development contexts, particularly in Borno State.
  • Expertise in data collection and analysis, including experience in using various quantitative and qualitative research methodologies.
  • Familiarity with the context in Maiduguri, Borno State, and understanding of the local culture and dynamics.
  •  Strong communication skills and the ability to present findings effectively to a diverse audience.
