1). Corporate Health, Safety and Security Lead

Role purpose

  • Under the direction of the International Director, the Corporate Health, Safety and Security Lead role is central to the achievement of Christian Aid’s health, safety and security objectives, working to enable operations and create a safer working environment for all staff, partners and volunteers.
  • To manage, strategically develop and continually improve Christian Aid’s corporate health, safety, security and crisis management systems.
  •  In doing so, focus on developing capacities in all Christian Aid’s locations for anticipating, preventing, countering, and as necessary responding to health, safety and security threats globally.
  • In addition, the post plays the key and leading role in reviewing, managing, coordinating and embedding the Corporate Security Policy and procedures; as well as coordinating the health and safety standards for Christian Aid staff, consultants and supporters deployed globally. The Corporate Health,
  • Safety & Security Manager will manage Christian Aid health, safety and security risks and duty of care to enable Christian Aid to work in some of the most insecure areas of the world safe in the knowledge that all has been done to protect Christian Aid staff and Christian Aid against identifiable or emergent health, safety and security issues.

Key Outcomes:

  • Christian Aid is well represented within the health, safety and security environments and relationships are developed and managed with UN, Inter-agency networks UK Government, local governments and other external health, safety and security networks in UK, and in all our locations.
  • Christian Aid’s corporate responsibility for staff duty of care while travelling and working overseas is effectively managed including the development, implementation and management of the security policy, the health and safety policy and other related policies or procedures. ·
  • Christian Aid’s staff security and emergency first aid training courses tailored to the local context; are cost-effective and implemented effectively.
  • Christian Aid office health, safety and security protocols are in place and implemented, emergency contingency plans in place, and lessons from incidents recorded and lessons acted upon.
  • Crisis management procedures are in place at the UK office and all country offices and crisis management team members across the organisation are familiar with their specific roles and responsibilities.

About the Role

About You

  • The post holder would be responsible for the management and development of Christian Aid health, safety and security policies and taking any necessary action to ensure staff safety.
  • The role is responsible for signing off travel to all high-risk countries. Makes decisions relating to the approved budget.
  • Makes decisions that may have long-term impacts on the security aspect of a One CA programme.
  • Being able to effectively manage from a distance as well as be able to influence the decisions of colleagues at a range of seniority levels.
  • The post holder will be the Corporate Focal Point for all security-related issues, making recommendations to the Directorate on Christian Aid’s global security policy and responses to individual security emergencies world-wide and leading Christian Aid’s responses to the changing global security environment.
  • The role will coordinate health and safety issues globally for Christian Aid and be accountable to the Health and Safety Strategic Committee.
  • The role will lead or support the formulation of Christian Aid advocacy positions on issues that relate to the global security environment, international development sector, workplace safety, emergencies and humanitarian issues and promote the knowledge and usage of the ICRC Code of Conduct and International Humanitarian Law in keeping with the concept of neutrality in aid with a view to enhancing staff security in the field.
  • The post holder will have the final decision on security related issues including travel on Christian Aid business by staff, volunteers and supporters.

Essential

  • Educated to Degree or equivalent professional qualification.
  • International security or relevant intelligence, military, police, paramilitary training.
  • Significant senior security experience, preferably with UN or INGO.
  • Broad network across security, humanitarian and development related sub-sectors
  • Significant international experience in several different countries of which a significant proportion should be in a management capacity
  • Experience in emergency security action, situation handling, investigation and robust risk assessment
  • Experience managing health emergencies
  • Experience of UK Health and Safety legislation
  • Experience of developing, presenting and facilitating training workshops.

2). Terms of Reference for Engagement of Monitoring and Targeting Consultant

Background

  • Christian Aid (CAID) is a humanitarian and development, faith-based non-governmental organisation that insists that the world can and must be changed to one where everyone can live a full life, free from poverty. CAID work globally for profound change tackling the root causes of poverty, empowering people to have a brighter future, and creating enabling environments for communities to exercise their capacities. CAID has been operational in Nigeria since 2003 and began its humanitarian response across Northeast Nigeria in 2015.
  • In response to the protracted conflict across Northeastern parts of Nigeria, WFP alongside its cooperating partners has been responding to the needs of affected populations through the provision of lifesaving food security, nutrition, and livelihood interventions in the region.
  • WFP continues to strive to fulfil that obligation even into 2023 to provide life-saving food assistance and livelihood interventions to displaced and affected populations across Nigeria, of which CAID has remained an implementing partner. In furthering the cause to ensure that its interventions are inclusive and reach the most vulnerable in target communities, CAID will partner with WFP in targeting and profiling beneficiaries in select LGAs of Borno State. Hence, CAID looks to engage consultants with experience and skill in data collection, monitoring, accountability, community engagement, and humanitarian activities to facilitate the implementation of its targeting and profiling activities.

Objective of the Consultancy

  • The objective of the consultancy is to ensure smooth and compliant implementation of targeting and beneficiary profiling activities across target locations to facilitate achievement of desired project outcomes.

Key Deliverables for the Consultant
The following are the deliverables that are expected to be fulfilled by the engaged consultant.

  • Participate in community entry and continuous sensitization.
  • Support in the engagement and training of enumerators on data collection using ODK.
  • Monitor and support all data collection processes
  • Support the establishing community registration or targeting committee and ensure compliance to set standards.
  • Training of community targeting committee.
  • Monitor and support all the activities of the community targeting committee.
  • Ensure all the process are accurately recorded and publicly announced to all households within the community.
  • Digitization of the draft master lists and ensuring that all columns for all household members are accurately recorded and completed.
  • Involve in Community-based preliminary registration with possible household “door to door” to collect information on household demographics, livelihoods, and assets. in the case of the urban area.
  • Conduct sensitization meetings to disperse the purpose of the exercise and the expected participation of all community members.
  • Ensure that all targeting and prioritization processes comply with CAID and WFP’s commitment to AAP as much as possible.
  • Support in the training of enumerators census with the use of mobile data collecting tool.
  • Support in the Set-up and maintenance of complaints and grievance points within the targeted community.
  • Establish a Community registration/targeting committee to be based on the village context (primary, secondary, and exclusion criteria).
  • Ensure all the processes are dully recorded and publicly announced to all households within the community.
  • Provide the registration format/forms to establish the draft registration master list
  • Support with operational responsibilities on the ground.
  • Provide regular updates and reports as required.
  • Carry out other duties as required to ensure smooth implementation.

Quality Assurance:

  • The Consultant is responsible for implementation and data quality, validity, consistency, and accuracy and to submit a well-structured report written in English language. If these standards are not met, the consultant will, at his/her own expense, make the necessary amendments to bring the data and reports to the required standards.

Ethical Considerations:

  • The consultant will be expected to commit and adhere to Christian Aid’s code of conduct and organizational values to uphold its commitment to AAP and PSEA.

Lines of Reporting:

  • The Consultant will work closely with other targeting and monitoring consultants and protection/accountability consultants in the location and across other target areas. The consultant will report to the MEAL/Program officer and will be supported with guidance and necessary tools for activities. The Consultant will also participate in progress review meetings as required and provide necessary updates.

Duration of the Consultancy:

  • This consultancy will last for 3 months. The Consultant is expected to work eight (8) hours a day, five (5) days per week.

Location of Consultancy:

  • The consultant is to be based and carry out activities for the duration of the consultancy in one of the following locations: Konduga, Bama, Gwoza, Pulka, Damboa, Askira-Uba, Biu or Hawul LGA of Borno state.

Consultant Competencies and Required Skills
Christian Aid is seeking individuals with:

  • A University Degree in relevant courses.
  • Previous experience working with NGOs within Borno State, Nigeria, especially on WFP scope/targeting exercise in field locations.
  • Have experience in organizing/leading discussions, facilitating training, working with local authorities and community groups.
  • Experience in recruiting and managing enumerators/volunteers.
  • Experienced in data collection using ODK, Kobo, etc. Especially in navigating those systems and supporting others to do so.
  • Experience in community sensitization
  • Speaks, reads, and writes fluently in English, Hausa, Kanuri, or any other local dialect required. With sufficient knowledge of the operational area and local language.
  • Good knowledge of computer applications, especially Microsoft Office.
  • Excellent reporting writing skills.
  • Ability to work under pressure, independently, and with limited supervision.
  • Good communication and public speaking skills.

Desirable Requirements

  • Ownership of a deployable functional laptop and/or smartphone is an added advantage.
  • Previous demonstrated experience and knowledge with food security, nutrition, WaSH, and livelihood sectors in humanitarian settings is also an added advantage.
  • Proven interest & commitment to humanitarian and development principles and demonstrable understanding of conflict/post-conflict development contexts.
  • Strong attention to detail.
