Job Summary

  • We are seeking a dynamic team member to manage the climate change adaptation portfolio in the Africa region, including overseeing and coordinating the climate change adaptation team (which includes staff working on Disaster Risk Reduction, Urban Risk Management, Forecast-based Action and Anticipatory Action, and Nature based Solutions) and supporting the technical and operational implementation of climate change adaptation related programming, including the Global Climate Resilience Programme and USAID CCA project.

Job Purpose

  • The position will manage the climate change adaptation portfolio of the IFRC Africa region, including overseeing and coordinating the Disaster Risk Reduction, Urban Risk Management, Forecast-based Action and Anticipatory Action, and Nature based Solutions technical coordination teams of the IFRC Regional Office, and ensuring effective technical support to IFRC Africa Country Cluster Delegation and Africa National Societies teams.
  • The Regional Coordinator, Climate Change Adaptation will be the focal person responsible for overall coordination, programme management, monitoring and reporting, and profiling of IFRC Africa climate change adaptation programming notably the Global Climate Resilience Programme and USAID Climate Change Adaptation(CCA) project to ensure timely and effective implementation.
  • The role will support and collaborate with IFRC delegation project managers and National Society project managers and work closely with the Global Climate Resilience Programme / USAID climate change adaptation project team based in Geneva.

Duties and Responsibilities
Provide overall coordination and management of the IFRC Africa climate change adaptation programming portfolio, including the Global Climate Resilience Programme:

  • Manage the IFRC Africa climate change adaptation programming portfolio.
  • Oversee and coordinate the Urban Risk Management, Forecast-based Action and Anticipatory Action, Nature-based Solutions and Disaster Risk Reduction Technical Coordination teams in the Regional Office to achieve the Movement Ambitions to Address the Climate Crisis.
  • In coordination with regional technical coordination teams and the IFRC Africa Country/Cluster Delegations, ensure support is provided to National Societies to plan, design and implement climate change adaptation programming.
  • Coordinate with regional technical coordination teams and the IFRC Africa Country/Cluster Delegations to strengthen the capacity of National Societies to implement climate change adaptation programming in Africa.
  • Develop, define and implement a regional coordination structure.
  • Ensure the sharing of regular updates, experiences and lessons within and between IFRC Country/Cluster Delegations and National Societies implementing climate change adaptation programmes in the region.
  • Ensure increased understanding of climate change adaptation terminologies, approaches and tools within the region.
  • Ensure effective integration of climate change adaptation in IFRC Country/Cluster Delegation planning and reporting.
  • Broker and strengthen strategic partnerships on climate change adaptation regionally.
  • Promote the IFRC network’s climate change adaptation efforts, including under the Global Climate Resilience Programme, with different partners and donors, and through different communications mediums.
  • Coordinating with IFRC Country/Cluster Delegations, obtain required information from National Societies participating in the Global Climate Resilience Programme to support resource mobilization and implementation.
  • Coordinate with and support resource mobilization focal points in the region to map potential donors, facilitate coordinated outreach and generate resources for climate change adaptation programming, with a focus on resource mobilization for countries participating in the Global Climate Resilience Programme/Platform.
  • Coordinate regularly with the Global Climate Resilience Programme Coordinator (Geneva) on overall strategic coordination and implementation of the global programme in the region to facilitate and promote a Federation wide approach and promote Federation wide efforts and achievements under the programme, including by providing and preparing materials for updates, resource mobilization, information dissemination and advocacy purposes.
  • In close coordination with the Country/Cluster Delegations, support National Societies to monitor and report on the implementation of climate change adaptation programming, funding streams and future plans, notably related to the Global Climate Resilience Programme.

Be responsible and accountable for ensuring the effective implementation of related projects, including the USAID climate change adaptation project, in African countries:

  • Ensure the project(s) is/are delivered on time within the stipulated time, scope and budget within the Africa region.
  • Lead the initiation and planning of the project(s) and coordinate and oversee work planning across the Africa target countries.
  • Support recruitment of IFRC delegation staff needed for the implementation of the project(s).
  • In close coordination with the IFRC Country and Cluster Delegations, support the development of contracts with relevant National Societies and other stakeholders as relevant.
  • Oversee the development of regional, sub-regional and country level budgets for the project(s) and ensure effective resource allocation.
  • Ensure the integrity of financial and administrative procedures and the consistent application of IFRC rules and procedures related to project activities.
  • Develop, or support the development, of a detailed plan to monitor, track and evaluate the progress of the project(s).
  • In close coordination with the IFRC Country and Cluster Delegations, support implementation of project activities in target countries, ensuring delivery within agreed quality standards.
  • Provide technical support as requested, connecting to and collaborating with other relevant technical leads at the regional and global levels.
  • Coordinate with relevant internal and external parties for the flawless execution of the project(s).
  • Perform risk management analysis to reduce project risks.
  • Report and escalate any risks or challenges to upper management and the global project manager (where relevant), as and when needed.
  • Provide quality inputs into narrative and financial reports.
  • In close collaboration with the IFRC Country and Cluster Delegations, support coordination, communication and knowledge sharing across project countries in the region.
  • In close collaboration with the IFRC Country and Cluster Delegations, support the development of partnerships with key stakeholders required to effectively implement the project activities.

Education

  • Advanced University Degree (Master’s Degree or equivalent) in Climate Change, Disaster Risk reduction or related field (Required)

Experience:

  • Five to Seven years of professional experience in climate change adaptation and community-based programming in a developing context (Required)
  • Experience in managing people and a team (Required)
  • Relevant experience in programme/project development and management (Required)
  • Experience working in humanitarian or development sector, with developing countries and/or with an international organization (Required)
  • Experience working in an international or cross-cultural environment (Required)
  • Experience working in a RC/RC National Society and/or Federation/ICRC/Climate Centre (Preferred)

2). Health and Care Officer

Job Purpose

  • Reporting to the Health Coordinator, the Health and Care Officer will support the Delegation’s Nigeria National Societies on all health portfolios.

The Health and Care Officer will:

  • Provide operational support to the National Societies Health and Care Programme and support them in implementing regular and quality technical health activities.
  • Assist the Health Coordinator in managing the development of proposals for funding with an aim towards expanding the current health portfolio for COVID-19 vaccination and ensuring long-term programming that addresses the needs of individuals and communities in countries covered.
  • Liaise with partner National Societies and other partners to identify opportunities for National Societies’ engagement.
  • Work with National Societies to enhance their visibility vis-à-vis the Ministries of Health and relevant Agencies

Job Duties and Responsibilities
The Health and Care Officer will undertake the following specific duties and responsibilities:

  • In close collaboration with the Health Coordinator, the Health and Care Officer will provide overall supervision and monitoring, ensuring that the Health sector interventions are managed in line with the plan of action and in compliance with National Societies, IFRC, and donor requirements.
  • Ensure that relevant Red Cross (RC) and Red Crescent and national/international guidelines and best practices are followed in community-based health (CBH) program assessment, planning and implementation
  • Closely work with the National Societies’ counterparts to contribute towards integrated health and care activities.
  • Liaise with and encourage National Societies to engage effectively with other key health sector players at the national level, including the ICRC, relevant ministries, UNICEF, WHO, NGOs, CBOs, community groups, beneficiaries, and the private health sector where appropriate
  • Work with the PRD/PMER to encourage partners and donors wanting to contribute to health programmes of cluster national societies
  • Support the National Societies in developing epidemics contingency plans and epidemics preparedness plans. This is done in collaboration with technical colleagues in IFRC and the National Societies as well as the Regional Emergency Health Delegate focal point.
  • Provide monitoring supportive supervision to Division health focal persons to ensure effective and high-standard delivery of the health sector operation activities.
  • Build and maintain a knowledge database and disseminate technical information, updates, and innovation in the health sector to partners and within the National Societies.
  • Contribute to ensuring that program implementation is managed through structured, updated work plans, spending plans, indicator tracking sheets and approved monitoring & evaluation tools.
  • Promote the use of IFRC tools and approaches; Community-Based Health and First Aid CBHFA, Epidemic Control for Volunteers ECV, Community Based Surveillance CBS and Community engagement and accountability CEA in NS health programs.
  • Promote integration of interventions (Health, Emergency Health, WASH, Disaster Management, Organizational Development etc).
  • Support National Societies’ capacity strengthening in emergency health preparedness and response.
  • Manage the health budget, expenditure, and procurement with the delegation health, finance/admin, and logistics teams, monitor the implementation and ensure timely and efficient financial reporting.

Educational Qualifications
Required:

  • Bachelor’s Degree in Public Health, Medicine, or Health Management or related discipline.

Preferred:

  • Master’s degree in public health, Medicine, or Health management or related discipline

Experience:
Required:

  • Minimum of 4 years of job-related experience in clinical, public health, emergency health community health, humanitarian response,
  • Minimum 4 years of work experience in health programming/management, including at least three years of field experience in humanitarian contexts/ or experience working for the Red Cross/Red Crescent movement.
  • Experience in managing & supporting staff.
  • Experience overseeing project planning, implementation, monitoring, evaluation, and reporting, ideally for health-related projects.

Knowledge, Skills and Languages:
Required

  • Advanced knowledge of MS Office Suite and other relevant software/programs
  • Proven experience in project management, including needs assessments, project design, MEAL, planning and reporting.
  • Operational management and reporting skills.
  • Experience in training, facilitation, coaching and development of staff and volunteers.
  • Motivated, self-started personality, sense of responsibility and organization skills.
  • Ability to multi-task, work under pressure, and prioritize workload to meet tight deadlines.
  • Excellent communication, interpersonal and networking skills.
  • Flexibility and ability to travel to the operation’s areas.
  • Fluently spoken and written English Language.

Preferred:

  • Good command of another IFRC official language (French).
