1). Education Programme Officer

Location: Kaduna

KEY AREAS OF ACCOUNTABILITY

Project Coordination & Management:

  • Support the coordination and implementation of the Reaching Out of School Children (ROOSC) Project in Kaduna State, Nigeria in line with the design of the project and donor requirements.
  • Support the Education Programme Coordinator to establish, maintain, and strengthen linkages in the design, planning, implementation, monitoring and evaluation, reporting and capacity enhancement of education and community mobilization staff of ROOSC project. Contribute to assessments (baseline, needs, market).
  • Ensure accurate project documentation, including collection of monitoring data and tracking of progress on output indicators; utilize data to contribute to reports as required.
  • Facilitate relationships with communities and community leaders to ensure buy-in and Do No Harm
  • Create and sustain positive working relationships with the partners, government officials and other key stakeholders.
  • Support in planning and coordinating State and LGAs level engagement with partners, local government education authorities and other key stakeholders.
  • Contribute to ensuring timely and quality reports are submitted as per the reporting requirements to the Project Director Education.
  • Working closely with Education Programme Coordinator to ensure quality programme design, delivery, documentation and reporting of education activities in the respective State.
  • Operational Planning and implementation
  • Work closely with Education Programme Coordinator to provide support to ensure design, planning, monitor project detail implementation plan, procurement plan, phased budget, MEAL Plan with documentation and reporting for all Education interventions in the State.
  • Recommend technical solutions to speed up the implementation and budget performance in line with the project plan and budget.
  • Effectively support the education projects staff and partners in developing annual plans, in line with best practices, for education project design and Save the Children International planning guidelines and ensure compliance with the agreed work plans and that programme objectives and targets are being achieved in line with the funding proposal.
  • Maintain high standard of transparency and accountability during programme design and support in expediting implementation while ensuring integrity and timeliness of project duration and meeting programme objectives, compliance with donors & Save the Children policies.
  • Support in providing regular operations and implementation updates to Project Director Education and State Team Lead on project progress and challenges to allow for timely interventions and corrective actions by the management.
  • Ensure the timely reviews and adjustments for the project operational and implementation plan and budget as may be required from time to time.

Finance and Budget Management

  • Support project monitoring, suggest necessary revisions and prepare draft reports for corrective actions.
  • Support the Education Programme Coordinator in ensuring that the budget variance analysis (BVA) is monitored and reported as per in time and with accurate information.
  • Program/Project Narrative and Financial Reporting.
  • Support the review and preparation of timely and high-quality progress and end of project narrative and financial reports which are in accordance with the donor reporting schedule and formats.
  • Participate in reviewing all programme financial reports ensuring that donor guidelines have been followed and high standard met. The project deadlines met in reporting and keep a track record of reporting (Narrative and Financial).
  • Participate in progress review meetings to address key performance issues from the reports.

Safeguarding

  • Ensure safe programming in the planning, implementation, monitoring, training of teachers and construction/rehabilitation of classroom environment across the project period.
  • Adhere to the Do no Harm principles across the entire steps of the project within the Programme Management Cycle.
  • Internal and external engagements
  • Ensuring that the program experience is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements.
  • Develop and maintain regular channels of communication with partners and key stakeholders at all levels (LGA, State and National).

MEAL

  • Effectively support teams in MEAL aspects, which include assessments, baseline, and evaluation studies, putting in place a functional Activity Tracking Table.
  • Ensure that the projects’ quality benchmarks are followed up and implemented in project interventions.
  • Collecting and managing complaints and feedback in close coordination with MEAL team and Education Team.
  • Ensure regular monitoring of projects results, documentation of projects case studies, lessons learnt, significant changes and best practices and coordinating learning and reflection meetings/sessions.
  • Ensure an effective programs/ projects monitoring, and evaluation systems is in place.
  • Monitor programs/ projects activities to ensure quality, timeliness and adherence to both Country Office and Save the Children policies and procedures.
  • Human Resources Management and Development:
  • Working together with the Education Programme Coordinator to identify learning needs and develop specific plans to address the learning needs.
  • Coaching and mentoring the Community Mobilization Teams on the provision of technical support and implementation of quality programmes.
  • Capacity building Community Mobilization Teams through trainings, coaching, performance management, implementation as well as in learning and reflection events
  • Participate in monthly/weekly project management meetings to enable adequate staff support.

QUALIFICATIONS 

  • Minimum of a Bachelor’s degree in education or other related fields. Experience in managing integrated programmes across different thematic areas such as education, teacher education, Teacher Professional Development (TPD), child protection, child rights or governance is an advantage.

EXPERIENCE AND SKILLS

Essential

  • At least 3 years of accrued working experience in program implementation with an International NGO and those applying partnership approaches is desirable.
  • Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable plans and to evaluate progress.
  • Experience of working on TaRL, Teacher Professional Development and with Out of School Children (OOSC) with local partners and Local Government and State Authorities in the Northwest Nigeria is an added advantage.
  • Strong analytical skills and strategic planning abilities.
  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
  • Computer literacy and excellent documentation skills are a must.
  • Availability and willingness to work extra hours during times of humanitarian responses.

2). Monitoring Evaluation Accountability and Learning (MEAL) Officer

Location: Kaduna

KEY AREAS OF ACCOUNTABILITY:

Monitoring and Evaluation

  • Develop robust MEAL plans, systems, processes, and tools for the project in line with SCI and donor requirements.
  • Provide MEAL technical support to partners.
  • Take the lead in data collection efforts for the project, ensuring accuracy and timeliness.
  • Conduct in-depth data analysis to derive actionable insights and recommendations from project data.
  • Execute quarterly monitoring, and accountability activities to enhance project performance, including quality benchmarks, data quality assessments, and/or data quality assessments.
  • Document data collection and analysis findings, contributing to comprehensive and informative reports.
  • Ensure monthly updates to the SCI’s Project reporting Information Management & Evidence (PRIME) system logframe, accurately reflecting project progress and achievements.
  • Monitor the implementation of programs, ensuring that activities are carried out according to standards and protocols.

Accountability

  • Ensure the project is implementing the 3 pillars of Accountability – Information sharing, participation and feedback & reporting and providing relevant documentation.
  • Assist in establishing robust accountability mechanisms, ensuring the voices of project participants are considered in project adaptation/design and implementation.
  • Conduct periodic community feedback and stakeholder meetings to gather input, feedback, and insights on the program, enhancing community engagement, and promoting transparency and accountability.

Knowledge Management & Learning

  • Actively engage in program learning initiatives, facilitating discussions and knowledge-sharing sessions among project teams.
  • Support in the archiving of Project Documents in the Resource Centre
  • Support in the development of case studies and success stories for the project.

Safeguarding

  • Ensure risk assessments are done before any data collection that involves children.

General

  • Comply with SCI policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Undertake any other tasks within the MEAL function as the line manager requires, adapting to project needs and challenges.

  • Experience in implementing education or child protection programs is an added advantage.

3). Accountability Officer

Location: Kaduna

ROLE PURPOSE:  

  • The GPE Multiplier ROOSC project will support Kaduna State to increase access to learning opportunities, improve enrolment, and ensure active participation and completion of quality primary education by all children, particularly children with disability, girls, and adolescents. It will complement the programs and interventions of the government and those of its development partners to address effectively and substantially reduce the number of OOSC.
  • The accountability officer will be located in Kaduna but is expected to support all 17 LGAs and be responsible for working with programme staffs and communities to develop and implement structure and methods for: information sharing with communities and beneficiaries; participation of children, adults and vulnerable groups; managing the feedback in the field and maintaining the integrity of information received.
  • This role will also involve management of project FRM database by ensuring proper documentation and aggregation of FRM data including feedback received, investigated and responded to as well as providing detailed summaries of feedback to the program team during monthly and quarterly meetings/reports.

KEY AREAS OF ACCOUNTABILITY:

Information Sharing

  • Ensure Project information sharing plan is reviewed and implemented.
  • Work with project Social Behaviour Change Communication team to determine information sharing needs and the use appropriate channels for Information sharing.
  • Child and Community Participation:
  • Hold periodic child and community participation sessions in supported communities.
  • Ensure the participation is done using the 9 basic ethics of meaningful and ethical child participation.
  • Support in build capacity of project team and partners on child participation.
  • Provide support to focal point to conduct quarterly child consultation sessions in programs.
  • Support in documenting lessons learned and best practices of child participation and share with relevant stakeholders.
  • Feedback & Reporting Mechanisms (FRM)
  • Set up Feedback and Response Mechanism (FRM) in new communities based on preferences of the children and communities.
  • Aggregate FRM data from the field to Country Office FRM database
  • Provide detailed summaries of feedback issues for operational meetings and forums.
  • Identify and share complaint and other feedback trends which indicate where the Programs can improve.
  • Ensure all feedback are adequately managed using our feedback handling SoP. Develop monthly Accountability reports.
  • Routine Monitoring and Evaluation
  • Support on-going monitoring and evaluation of projects in reporting routine monitoring data against performance monitoring plans and frameworks.
  • Work with field teams to collect information on potential case studies and success stories.
  • Other duties as directed.

Safeguarding

  • Work with the project Safeguarding Focal Points to improve child friendly FRMs.
  • Include Safeguarding questions during consultation or focus group with children and adult beneficiaries.
  • Report any safeguarding disclosure or concern identified during consultative activities with children and adults.

  • Formal training in Accountability, Monitoring and Evaluation, Data Management, Data Quality Assurance (DQA) is an asset.
  • Fluency in English & local languages (Must be able to speak Hausa).
  • Ability to work in partnership with government and development partners.
  • Good interpersonal skills
