1). Programme Associate, Humanitarian and Disaster Risk Reduction
Location: Maiduguri, Borno

Job Description
- The Programme Associate reports to the Programme Manager and Officer-in-Charge Maiduguri Sub-Office and works with and supports the members of the Sub-Office team and other programme teams in developing and implementing effective programmes consistent with UN Women rules and regulations.
- She/he contributes to the research, financial management, and programme implementation, including providing necessary operational, administrative, and programmatic support.
- The Programme Associate will also support activities of the wider CO operations and programme teams as required.
Duties and Responsibilities
Provide advanced support to programme implementation and management:
- Provide advanced administrative support and inputs in the preparation of programme work plans, budgets, and proposals on programme implementation.
- Coordinate and liaise with local stakeholders, including government officials, community leaders, and partner organizations.
- Provide technical support on programme delivery and reporting of program-supported activities and finances to partners;
- Coordinate the collection of information for the audit of programmes/ projects and support the implementation of audit recommendations;
- Identify sources and gather and compile data and information for documents, guidelines, speeches, reports, and position papers.
- Provide significant support to indicators tracking on the different projects of the Country Office
- Provide valuable support on project implementation – monitoring and related finances (project deliveries) using results-based management tools (RMS, Quantum, etc.)
Provide administrative support to the financial management of the Programme Unit:
- Support the creation of projects in Quantum, prepare budget revisions, revise project awards and status, and monitor utilized funds and the operational and financial project closure.
- Provide administrative support in monitoring and preparing the budget and the finances of programmes/projects and in preparing FACE forms.
- Perform delegated role in Quantum.
- prepare non-PO vouchers for development projects.
- Process payment for consultants
- Create requisitions in the Quantum system for development projects.
Provide logistical support to the Programme Unit:
- Undertake all logistical, administrative, and financial arrangements for the organization for meetings, workshops, events, and missions.
- Make travel arrangements for the Programme Team, including travel requisitions and claims.
- Draft minutes in meetings, as delegated.
- Assemble briefing materials and prepare PowerPoint and other presentations in collaboration with the Programme team.
- Organize and coordinate filing of documents; maintain mailing lists.
Provide administrative support to resource mobilization:
- Organize, compile, and process documentation and information from donors and the programme team as inputs to various databases and documents.
- Support the overall resources mobilization strategy of the Country Office
Provide support in the Facilitation of knowledge-building and sharing:
- Support Identifying and documenting best practices and lessons learned to guide project improvement and strategy planning.
- Support the development of knowledge management strategy, products, and methodologies on Gender Statistics.
- Support knowledge management efforts.

2). Programme Finance Associate
Location: Maiduguri, Borno
Job Description
- The Programme Finance Associate reports to the Programme Manager and Officer-in-Charge Maiduguri Sub-Office for guidance and supervision and is responsible for the execution of a wide range of financial services and administrative processes in the Sub-office, ensuring timeliness, efficiency, and transparent use of programme and other financial resources and delivery of services in accordance with organizational financial rules, regulations, policies, procedures, and approved allocations.
- Under the overall guidance of the Operations Manager and in close collaboration with the Operations and Programme teams in the Country Office, Abuja, Regional Office, and HQ, the Programme Finance Associate will promote a client-oriented approach consistent with UN Women rules and regulations, standard practices, and guidelines.
Duties And Responsibilities
Implement financial strategies in full compliance with UN Women rules, regulations, policies, and recording and reporting systems:
- Perform duties in full compliance with UN Women financial regulations and rules, policies, and standard operating procedures, including internal controls;
- Review and verify financial transactions, activities, and documentation; take corrective actions as needed and report any unusual activities;
- Monitor financial exceptions reports for unusual activities or transactions, investigate anomalies, and report to the supervisor conclusions and/or present recommendations for actions/decisions;
- Draft reports on financial status, procedures, exchange rates, costs, and expenditures.
- Assist with project audit and follow-up on audit recommendations to monitor implementation of corrective actions;
- Collect, verify, and present information and data for use in the planning of financial resources and the formulation of all Humanitarian and Disaster Risk Reduction programme work plans, budgets, proposals on implementation arrangements, and execution modalities;
- Provide assistance in Annual Work Plan entry in the Results Management System (RMS) as required.

- Create projects in QUANTUM, prepare budget revisions, revise project awards and status; and determine unutilized funds;
- Implement and maintain control mechanisms for development projects through monitoring budget preparation and modifications and budgetary status;
- Maintain internal expenditure control system;
- Undertake corrective actions on un-posted vouchers, including vouchers with budget check errors, match exceptions, and unapproved vouchers. Respond to RO /HQ requests to resolve financial data issues;
- Input data in QUANTUM and monitor status. Keep stakeholders and clients informed for timely action and/or decisions;
Provide finance support to the Programme and Operations team:
- Prepare PO and non-PO vouchers for development projects;
- Record and post transactions in QUANTUM, process payroll, travel claims, MPOs, and other entitlements;
- Monitor the setup of budgets in QUANTUM to ensure they are in accordance with budgets agreed with donors and are input into QUATUM at the detailed Activity ID level;
- Monitor each month’s over-expenditure of budgets and follow up with the Budget Owner;
- Monitor transactions posted to projects, ensuring actual expenditure has been recorded against the correct budget category and activity, and take timely corrective actions as required;
- Monitor proper follow-up of advances to implementing partners review their financial reports together with project managers;
- Monitor the financial status and, under the guidance of the Operations Manager, implement control mechanisms for management/development projects;
- Keep stakeholders and clients informed for timely actions/decisions and review status reports for quality control;
- Provide information inputs to financial reports for the Regional Office, HQ Finance, and stakeholders;
- Associate revenue and expenditure in commitment control for non-core projects;
- Provide inputs and take necessary actions to facilitate timely financial project closure;
- Support financial donor reporting by providing timely information and taking necessary actions as required by the UN Women Virtual Global Service Centre for financial donor reporting.
Provide administrative support to Resource Mobilization, Formulation and Management of the Programme:
- Compile and process information from donors, the Country Office, and programme team members as input to various databases and documents.
- Prepare drafts for cost-sharing agreements, including conditions of contributions within resource mobilization efforts, adhering to standard agreements where possible. Follow up on contributions within the CO resource mobilization efforts.
- Provide administrative support in the preparation of Programme work plans, budgets, and proposals on programme implementation arrangements;
- Provide technical guidance to the CO and executing agencies on routine delivery and reporting of programme supported activities and finances;
- Provide support to logistical, administrative, and financial arrangements for organizing meetings, workshops, events, and missions.

3). National Consultant – Resource Mobilization Consultant/Expert
Location: Nigeria

Objective
- The objective of this consultancy is to enhance UN Women’s resource base in Nigeria, by securing adequate and sustainable funding to address the root causes of gender inequality, and create a more equitable and inclusive Nigeria, where all women and girls have equal opportunities to participate in, benefit from, and contribute to the economic development of Nigeria.
Duties and Responsibilities
Purpose of the Consultancy:
- We are seeking the services of a national consultant to directly contribute to UN Women’s mandate of achieving gender equality and empowering women and girls in Nigeria. This will be achieved through increased enhanced sustainable and diversified funding base, to amplify the impact of gender equality programmes, creating a more equitable and inclusive Nigeria.
Specific Objectives
The National Consultant – Resource Mobilization will:
- Update the resource mobilization strategy.
- Develop a donor intelligence report to inform targeted engagement.
- Identify funding opportunities to expand the funding base and foster strategic partnerships with key stakeholders.
- Develop targeted products, proposals, and initiatives to mobilize programmatic resources and attract additional funding.
Duties and Responsibilities
- Update the Country Office RM strategy with the current funding landscape in Nigeria, identify potential donors and engagement strategies.
- Strengthen donor intelligence through the development an analytical report on common development priority areas of UN Women’s and potential donors.
- Identify and secure funding opportunities to increase non-core resources.
- Strengthen and reinforce strategic relationships with current and prospective donors.
- Provide regular updates on activities, outcomes, and next steps.
Deliverables:
- Revised resource mobilization strategy with implementation plan, timelines, and targets.
- A donor intelligence report.
- At least three high-quality funding proposals and concept notes.
- A final consultancy report (which includes detailed report on donor engagement activities and outcomes and next steps).
Expected Timeline:
- The consultancy will be conducted for a total period of 6 months and is expected to include fieldwork and home-based work. Payment for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed.
Required Skills and Experience
Education and Certification:
- Master’s Degree or equivalent in International Development, Gender / Women’s Studies, International Relations, Economics, Business Management, Development Financing, Social Sciences, Public Administration, International Relations, or a related field is required.
- A minimum of ten (10) years of relevant work experience is required with a Master’s Degree.
- A first-level university degree in a related field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of twelve (12) years of relevant work experience is required with a bachelor’s degree.
Experience:
- Minimum of 10 years (with a master’s degree) or 12 years (with a Bachelor’s Degree) of relevant work experience in resource mobilization, progressively responsible experience in resource mobilization, /or business development and strategic partnership building, preferably for development agenda, is required.
- Proven expertise in gender equality and women’s empowerment is required.
- Experience building strategic partnerships with government, international development partners, the private sector, civil society, and the UN is highly desirable.
