The Complex

  • The Vice-Presidency, Technology and Corporate Services (TCVP) is responsible for the design, development and delivery of efficient, people-centered, client-oriented, corporate services and information-technology solutions to ensure overall institutional effectiveness in all aspects of the Bank’s corporate services.
  • The Complex provides leadership in the formulation and implementation of Bank’s strategies, policies, controls and approaches on organizational information technology systems, software applications, cyber security, IT support and infrastructure systems.

The Hiring Department / Division

  • The mandate of the Corporate Information and Technology Services (TCIS) Department is to advise the Bank’s Management and provide technical leadership in the continuous improvement of the Bank’s information and communication technology (ICT) infrastructure and its computing and knowledge and data storage systems.
  • The Department also is mandated to provide technical services to all organisational units in the Bank and its Regional Centres, Country Offices and External Representation Offices on cost-effective ICT and computing business solutions for their work programmes. The Position
As part of the TCIS.3, the IT Operations Assistant will:

  • Ensure Email Platform availability (Cloud and On-premises).
  • Ensure Infrastructure Services (Microsoft Office 365, Azure, Exchange on-premises) availability.
  • Ensure the Email environment is operational and secure in accordance with the organization’s service level requirements and IT’s security guidelines.

Key Functions
Under the general supervision and guidance of the Division Manager TCIS.3, the IT Operations Assistant will be required to perform the following duties and responsibilities:

  • Configure and maintain the Microsoft Exchange server 2019 messaging system, and collaboration tools including Teams, OneDrive, power automate, Forms, Streams.
  • Creation, configuration and updating of distribution groups and user and shared mailboxes in Microsoft 365 hybrid platform.

The Position

Key Functions

The Complex

  • The core mandate of the Vice Presidency (ECVP) is to lead the Bank Group on prioritizing the generation, analysis, dissemination, brokering and implementation of relevant knowledge solutions in all High-5 operational priorities and the crosscutting themes of its Ten-Year Strategy. Such solutions must be a clear response to priority development challenges facing regional member countries (RMCs), individually or collectively and need to involve RMCs in both the planning and implementation of the solutions.
  • The solutions include: (i) research on major development issues facing Africa and their relation to global economic governance and other major global public goods; (ii) country diagnostics and future perspectives; (iii) policy dialogue and advisory services; (iv) economic, sector, and thematic knowledge work; (v) improving national and sub-regional statistical systems; (vi) preparation, design and support to implementation of public financial management and Governance operations; (vii) capacity development for policy formulation and implementation; (viii) technical assistance and advice related to RMCs’ management of natural resources; and (vii) knowledge dissemination and development of national, regional, and inter-regional knowledge networks.

The Hiring Department / Division

  • The Governance and Economic Reforms Department (ECGF) is in the complex of the Chief Economist / Vice Presidency for Economic Governance and Knowledge Management (ECVP), based at the Headquarters in Abidjan, and is responsible for coordination and operationalization of the Bank’s Governance policy, strategy and programs/projects, including lending and non-lending work.
  • ECGF works in collaboration with other complexes and departments of the Bank towards ensuring (i) that the Bank’s substantive technical engagement with key policy and strategy processes in the area of governance and public financial management are properly coordinated; and (ii) that the Bank’s interventions in Regional Member Countries, through program-based operations/ budget support and institutional strengthening projects promote effective and accountable governance and public financial management.

The Position

  • The Principal Governance Officers will be responsible for the origination, processing, supervision and general portfolio management of governance sector operations.
  • These operations include budget support/program based operations and institutional support projects as well as targeted diagnostic works with a focus on building effective institutions that promote equity, transparency and accountability in the management of public resources. He/She will also participate in conducting country level policy dialogue on key governance issues.

The Complex

The Hiring Unit

  • The Consultants Management Unit (TCCM) reports to TCVP and is responsible for overseeing and supporting the Bank’s User Units in the recruitment of corporate consultants (individuals and Firms) that are financed by (a) the Bank’s administrative budget, (b) the Bank’s Capital expenditure budget, and (c) Trust funds / special funds.

The Position

  • The Chief Procurement Officer will contribute to the operational support and sound implementation of the Bank’s activities in the area of consulting services and consultant recruitment.
  • He/She will provide technical guidance to Bank staff and ensure that the consultants’ recruitment is done within the framework of the Bank’s policies and procedures. He/She will contribute to ensuring quality in recruitment activities and achieve value for money for the Bank.
  • The use of individual consultants and consulting firms is an integral part of designing work programs of the organizational units, which highlights the key role of the consultancy services in delivering on the objectives of the Bank. Key Functions

  • Work independently on complex procurement matters in specific sectors in the performance of the Bank’s fiduciary and service functions.

  • Conduct or facilitate policy analysis of the different dimensions of sector plans and processes to ensure coherence of advice to management and country programmes (CSPs), project design and implementation support.

Key Functions
Under the supervision of the Manager– Corporate Strategy and Policy, the Chief Strategy Officer will perform the following:

  • Participate, as part of the core department, in corporate strategy development and its subsequent monitoring, reporting, updating and ensuring their alignment with the strategic planning directions and strategy.
  • Lead the analysis of legal, economic, policy, social and institutional frameworks related to selected sectors from the perspective of their adequacy, relevance and suitability.
  • Contribute to a transformative and enabling institutional, policy and legal environment for the creation of sustainable sector dialogue through sound policy advice to both internal and external clients.
  • Support the development of the Bank’s existing skillset in policy analysis to ensure that it can advise RMCs, RECs and other bodies on key levers within the overall policy matrix that are critical to driving agricultural transformation.
  • Support operational sector departments in developing and consolidating sector-specific and regional strategies and action plans in line with the High 5 strategic objectives.
  • Work with sectors departments, RMCs and the private sector to broaden their awareness on policy issues as well as developing innovative solutions.
  • Monitor and report on the implementation of Bank group strategies.
  • Provide support to Senior Management in the formulation of strategic policy objectives and ensure their alignment with the strategic planning orientations and the Bank Strategy 2024-2033.
  • Provide support to the office of the President as required, especially on recent policy developments, and on the Bank’s response to emerging international issues.
  • Support Strategic communications related to the Bank group strategies and policies.
  • Initiate and take lead in the Bank’s knowledge management effort especially in areas of finance, private sector development and macro-economic management.
  • Provide leadership to junior staff, consultants and interns.
  • Attend, where necessary, local, regional or national meetings on behalf of the Department.
  • Undertake any other assignments as may be assigned by the Division Manager or Director.

Competencies (Skills, Experience, and Knowledge)

  • Hold at least a Master’s Degree or its equivalent in Economics, Macroeconomics or Development Economics, Finance, Strategic Management, Engineering or related development fields and a broad knowledge of development issues in Africa.
  • Have a minimum of seven (7) years of relevant experience as a development specialist; sector specific specialisation (agriculture, private sector, infrastructure, industry, etc) will be an added advantage.
  • Solid experience in leading and coordinating the development of corporate policies, strategies and other directional documents.
  • Ability to develop corporate policies, strategies and other directional documents.
  • Client and results oriented individual with a “can do” attitude;
  • Effective consulting, analytical and advisory skills that enable and support the work of clients in rural development.
  • Ability to work independently with little supervision
  • Good understanding of development economics and specificities of Regional Members Countries.
  • Experience with multilateral development banks and international organizations is an asset.
  • Experience and exposure to infrastructure and operational issues, and ability to provide advice, assistance and advice on these issues, will be an advantage.
  • Ability to work collaboratively with several teams of multi-cultural backgrounds, both internally and externally to the Bank.
  • Ability to manage multiple and simultaneous and shifting demands, priorities and tight deadlines.
  • Innovation and creativity, communication and problem-solving skills, operational effectiveness and teamwork capability.
  • Ability to communicate effectively (written and oral) in English or French, preferably with a working knowledge of the other.
  • Competence in the use of standard MS office applications (Word, Excel, Access, and PowerPoint) and preferably SAP.
