1). Country Program Impact Lead

Location: Lagos

Employment Type: Full-time

The Opportunity

  • Reporting to the Impact Head, West Africa, Anglophone, the Country Program Impact Lead will oversee the Country Program’s impact workflow. This includes providing technical guidance, implementing the Impact Strategy, and managing impact processes such as studies, monitoring, reporting, and reviews. S/he will also act as a liaison between the Program Team and Research & Learning Services, engaging them as needed for studies and supporting the Program Team in utilizing evaluative and research outputs.

Ways you can Contribute

  • Contributing to the development of guidance & standards for monitoring and evaluating progress towards impact
  • Facilitating and supporting design towards impact (including: – Roadmap/Strategy Reviews & updates; KPI development for shared outcomes)
  • Informing strategy and design development (Country Roadmaps; Thematic Strategies; Pipeline prioritisation etc)
  • Contribute to the production of outcome & impact monitoring reports.
  • Reviewing program proposals, with a particular focus on ensuring that theories of change & change pathways are robust, coherent and evidence informed, and MEL plan alignment with the Foundation’s Shared Measures Framework and approaches.
  • Providing support to the PPM Focal and Program team in ensuring that Partners are conversant with the Foundation’s approach to Impact, Shared Measures Framework, and approaches.
  • Supporting the PPM Focal and Program team in co-design processes, guiding design towards Impact
  • Coordinating and supporting impact studies, including baselines, impact monitoring and strategic reviews/evaluations
  • Supporting the use of impact studies in decision making and adaptive management
  • Supporting policy and thought leadership processes.
  • Guiding the design and delivery of partner-led evaluations/evaluative studies.
  • Engaging Research & Learning on embedded research studies
  • Supporting the Impact Innovation & Impact Labs in the design and delivery of Youth Impact Associates Program
  • Supporting the design and delivery of Impact Grants & Partnership Programs as required
  • Actively participating in and contributing to Impact, Research & Learning Coordination meetings and events
  • Working closely with and providing oversight to the Impact Partnership Organisation in-country work
  • Proactively reaching out to and supporting Impact Workstreams as requested
  • Contributing to ensuring productive working relationships with Program Teams, Program Operations and Planning and other Functional Units engaging in Country Program and Impact-related initiatives

Requirements

  • Master’s level or bachelor’s degree in international development, measurement & evaluation or thematic areas or special areas of interest to the Foundation from a recognized university.
  • Relevant professional qualification(s) and membership in professional bodies and national networks/authorities.
  • Minimum of ten (10) years relevant experience in a similar organization with three (3) years at supervisory level.
  • Experience working with the private and non-profit sectors, particularly in a role relating to National and Regional institutions in the relevant region and state and non-state actors in the field of Evaluation, Reviews, and Impact.
  • Experience in public policy, especially working with national institutions mandated to undertake planning, policy formulation and implementation.
  • Experience in research, evaluation, and learning, with demonstrated technical expertise in qualitative research methods, tool design, validation, and data analysis.
  • Experience navigating research protocols, review processes and management of big data with government and academic institutions.
  • Experience and familiarity leading the development of M&E policies nationally and supporting the implementation of same in national contexts, including experience in building the capacity of both state and non-state actors to function efficiently in the evaluation sector.
  • Experience applying various tech-enabled tools for data collection, analysis, reporting, and communication.
  • Experience in participatory approaches and demonstrated commitment to gender inclusion and youth engagement.
  • Experience in stakeholder engagement and policy influencing. This includes experience working in community-based organizations, governance and related councils/commissions, regional and national government and the private sector.
  • Excellent familiarity with national and regional mandated institutions responsible for collecting, collating and analyzing data to measure and report on outcomes and impacts.
  • Excellent knowledge of local research and evaluation methods.
  • Excellent language, culture, and identity/affiliation with national people
  • Skills and competency to develop Measurable Outcomes and Impacts, as well as methods and tools for measuring the same within nationally mandated institutions.
  • Familiarity with systems thinking and a strong ability to develop and test theories of change and associated practice tools as they may be relevant and appropriate for Indigenous communities.
  • Possess excellent verbal, written, and presentation skills with the ability to articulate information to a variety of constituents across cultures.

2). Lead, Health Workforce Development

Location: Lagos

The Opportunity

  • Reporting to the Head of Workforce Development, the Lead, Health Workforce Development will drive the Foundation’s strategy to strengthen Nigeria’s health sector by developing, executing, and scaling impactful health workforce programs. This role involves setting strategic direction, engaging partners, and facilitating programs to enhance the health workforce landscape across Nigeria. S/he will build a robust network of health initiatives, fostering new and existing partnerships to ensure inclusive and sustainable health workforce solutions.
  • This role requires frequent travel within Nigeria and occasional international travel. The Lead will operate in a dynamic and fast-paced environment, requiring flexibility and adaptability to rapidly changing priorities.

  • Strategically design and implement health workforce development programs, ensuring alignment with national health objectives and the foundation’s strategic priorities.
  • Act as a key facilitator, aggregating efforts from stakeholders across public and private sectors to drive program success.
  • Lead the identification, development, and management of partnerships with government bodies, educational institutions, healthcare organizations, and NGOs to enhance the health workforce.
  • Establish and oversee a monitoring and evaluation framework to assess program impact, facilitating organizational learning and strategic adaptation.
  • Represent the Foundation’s health workforce initiatives to external stakeholders, including government officials, media, and other key actors, enhancing visibility and support for the initiatives.
  • Manage and coordinate a diverse portfolio of partners, ensuring effective collaboration and alignment of efforts towards common goals.

  • A bachelor’s degree in health sciences, Public Health, Business Administration, Public Policy, International Development, or a related field is required. An advanced degree is preferred.
  • At least 12 years of experience in health sector development, with a significant focus on workforce development, capacity building, or related fields.
  • Demonstrated experience in leading and managing complex projects and initiatives with multiple program partners within the health sector, preferably focusing on workforce development.
  • Proven track record of effective stakeholder engagement and partnership development with government, private sector, and civil society organizations.
  • Experience working within the Nigerian health sector or similar contexts, with a thorough understanding of the challenges and opportunities for health workforce development.
  • Strong project management skills, with a demonstrated ability to lead multidisciplinary teams towards achieving strategic objectives.
