1). Senior Legal Advisor

Description

  • Within the Secretariat, The Legal Office contributes to the conduct of the affairs of the Organization by overseeing the application of the rule of law principles and applicable rules, regulations and procedures within the Organization and in its relation with governments, organizations, enterprises and individuals, and by maintaining and defending the legal claims and interest of the Organization.
  • The Office participates in the drafting and negotiations of contracts and agreements with external entities.
  • The Office clears all documents that may generate legal obligations or risks for the Organization.
  • It provides legal opinions and proposes amendments in respect of the Organization’s regulations.
  • It monitors developments of relevant legal aspects pertaining to energy, petroleum, environmental and energy transition, nationally and internationally, conducts research and publishes up to date legal articles on recent and emergent trends.
  • It promotes, protects and advances the interests of the Organization and its Member Countries in international forums. It advises regarding the involvement of the Organizations in external engagements or projects.

Objective of Position

  • Under the overall supervision of the General Legal Counsel, the Senior Legal Advisor provides expert legal guidance and strategic counsel to support the legal needs of an international organization; handles complex legal matters, ensuring compliance with international laws and regulations, contributing to the Organization’s overall mission and objectives

Main Responsibilities

  • Provides strategic legal advice on legal matters affecting the Organization’s operations, projects, and initiatives.
  • Drafts, reviews, and negotiates complex international contracts, agreements, and partnerships, ensuring legal compliance and protection of the Organization’s interests.
  • Identifies legal risks and opportunities, and develop proactive strategies to mitigate potential legal issues while fostering a culture of compliance.
  • Monitors and ensures compliance with international laws, regulations, and industry standards applicable to the Organization’s operations.
  • Develops and implements compliance programmes as necessary.
  • Handles or oversees the management of disputes, litigation, and arbitration involving the Organization. Collaborates with external legal counsel and Appeals Committee, when required.
  • Advises on corporate governance matters, including meetings of the Board of Governors, Member Country relations, and regulatory reporting, as needed.
  • Contributes to the development and implementation of the Secretariat’s policies, procedures, and guidelines to ensure legal compliance and best practices.
  • Stays updated on international legal developments, treaties, conventions, and regulations relevant to the Organization’s operations.
  • Builds and maintains relationships with external legal partners, regulatory authorities, government agencies, and professional associations as needed for the execution of his/her tasks.
  • Promotes a culture of ethical behavior and legal awareness within the Secretariat, including provision of legal training and guidance to internal teams as needed.
  • Carries out any other tasks assigned by the General Legal Counsel as pertain to his/her background, qualifications and position.

Required Competencies and Qualifications
Educational Qualification

  • University Degree in Law
  • Advanced degree in International Law or related field preferred
  • Active license to practice law at least one relevant jurisdiction(s)

Work Experience:

  • University degree: 8 years with a min. of 3 years at the international level
  • Advanced degree: 6 years with a min. of 3 years at the international level

Training Specializations
Experience and/or training in at least one of the following areas:

2). IT Services Coordinator

Description

  • Within the Secretariat, the IT Services Section is responsible for ensuring availability and optimal performance of the computer network facilities, particularly the e-mail, internet and printing systems, including hardware and software planning and replacement as well as printing and the telecommunication system for the entire Secretariat.

Objective of Position

  • To coordinate and supervise the activities of the IT Services Section to maintain a solid and reliable computer network infrastructure; to specify hardware and software requirements; to analyse available options and make appropriate recommendations to the Head, AITSD; and to  evaluate user needs and provide support as required

Main Responsibilities

  • Ensures availability and optimal performance of the computer network facilities, particularly the e-mail, internet and printing systems, telecommunication and printing equipments as well as hardware and software planning  and replacement
  • Coordinates and administers the work of the IT Services Section to ensure that staff meets their work targets; carries out server-side and client-side hardware/ software  installations
  • Draws up a sound fault-tolerant, data backup and disaster recovery strategy, implements and regularly revises same
  • Analyzes and evaluates offers for technological requirements and makes recommendations to management
  • Supervises helpdesk activities in order to ensure that users benefit from a high level of support service; joins in providing helpdesk support when specialized knowledge is required or  when there is a backlog of unresolved support calls
  • Monitors network activities and conducts security checks, in conjunction with the system administrators, in order to guard against network intrusion
  • Investigates and evaluates new IT paradigms; determines the feasibility and  potential benefits of new  or emerging technology for OPEC’s work
  • Carries out any other tasks assigned by the relevant superiors as pertain to his/her background, qualifications and position

3). Energy Policy Analyst

Description

  • Within the Secretariat, the Environmental Matters Department monitors, analyzes, reports and advises on developments pertaining to the international debate on energy policies, climate change and sustainable development and contributes to the close coordination of Member Country positions on these matters.
  • This entails: monitoring and analyzing international debates and developments on energy policies, environmental matters, climate change, sustainable development and trade; gathering and analysing data and information in these fields; contributing to coordination among Member Countries and participating in relevant multilateral fora and discussions; and building up OPEC’s networks with national, regional and multilateral organizations.
  • It elaborates OPEC Long Term Strategy and monitors, analyzes and reports on relevant international, national and regional policies on environmental matters, and assessing their impacts on energy markets.

Objective of Position

  • The Energy Policy Analyst studies, analyzes and reports on pertinent energy policies, institutions and regulations in consuming and producing countries and regions, assessing the impact of energy policies on expected oil supply/demand levels for the medium to long term.
  • To contribute to the World Oil Outlook (WOO).

Main Responsibilities

  • Studies, analyses reports contributes to the World Oil Outlook on major trends in energy policies of major oil consuming and producing countries and regions
  • Carries out studies on the impact of major energy policy developments
  • Analyzes the evolution of institutions and regulatory regimes conducive to collective action in the field of energy industries
  • Examines  the changing pattern of geopolitics of energy and security of energy supply and demand
  • Contributes to speeches, articles and presentations to internal meetings and various international forums
