Responsibilities

2). Livelihoods and Food Security Project Manager

Job Description
- The Area Office is implementing an innovative programme on conflict resolution, peace education, conflict management, access to housing, property and land rights while mainstreaming livelihoods support and education.
- To that end, the Area Office in Plateau is recruiting a Programme Manager to support the implementation.
What You Will Do
- Line management for LFS staff
- Contribute to the development of strategy, technical SOPs / guidelines and Macro LFAs
- Compliance and adherence to NRC policies, tools, handbooks and guidelines.
- Responsible of development of funding proposal, project budgets and donor reports
- Coordinate and manage projects implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
- Ensure capacity building of project staff and transfer key skills.
- Liaise and collaborate with relevant LGA and State level stakeholders, and represent NRC in relevant forums/cluster/working groups.
- Implement technical direction and ensure high technical quality of projects

Programme Development:

Project Management:

- Responsible for staff guidance and technical capacity support on implementation modalities, plans and strategies. This include development and roll out of remote management plans, partnership strategy and plans, advocacy plan and risks analysis.
- Ensure integration at both design and implementation of actions with other Core Competencies (ICLA, Education, WASH, CCCM, Shelter & NFIs, PfV)
- Lead project staff planning and management and conduct staff performance management by ensuring clear objectives are set and conducting regular feedback sessions

Representation, coordination and Advocacy:
- Responsible for developing and maintain collaborative and effective partnership with NGOs/CBOs and government partners.
- Ensure effective stakeholder participation throughout the project implementation.
- Responsible for the development of advocacy messages within projects, ensuring linkages to overall Nigeria Country Programme Advocacy Strategy
- In collaboration with senior programme staff, assist in advocacy activities that target decision-makers at all levels.

Job Description

In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Dikwa, Monguno, Biu, Mubi, Pulka, and Gwoza.

Generic responsibilities
- Ensure that reports (internal and external) are submitted on time and are coherent and accurately written (Biweekly, APRs, quarterly, interim and/or final report).
- Support the field coordinator for the collection and dissemination of various contributions from the Project Managers, review and validation by technical team, dissemination and filing of the validated report.
- Maintain hard and soft files of NRC Nigeria food security and livelihood documents (from inception to closure).
- Play a key role in Grant Opening and Closing meetings preparation and implementation, as well as monthly/regular grants management meetings which include representation from each unit (Admin, programs, logistics, security and M&E), compile action points and ensure proper follow up of issues raised.
- Monitor and support the use of grants management tools such as the detailed implementation tool, M&E plan, PFU and Budget Follow Up amongst program teams to ensure accurate tracking of implementation and timely alerts to potential challenges/obstacles.
- Support Field Coordinator and LFS PM in Project development; including making inputs in the area of risk management, quality of implementation, analysis of challenges faced during implementation and working with various program teams and key-stakeholders to resolve problems in a timely, cost-efficient and effective manner.
- Monitor implementation of programs to ensure they are in accordance with donor and NRC internal requirements. Must develop extensive understanding of donor rules for the project under implementation and guide project manager in the reading of the relevant donor rules.
- Ensure comprehensive grant/project files are maintained up to date and are available for use.
- To act as an information resource on Mubi and in general Adamawa. In connection with the Field Coordinator, be able to provide informative and varied articles from several sources regarding the current food security and livelihood status based on CH Analysis, FEWSNET and HEA analysis, socio-economic, security situation in the country. Build a dedicated file to centralize all relevant information on Adamawa context evolution and development.
- Provide briefing papers and support development of external communication tools as relevant for donor and relevant stakeholders’ visits/meetings on NRC Nigeria programs in Adamawa.
- Attends inter sector/coordination as LFS team lead to get firsthand information on program work and security information in Mubi and Adamawa State.
- Support the field coordinator in the ongoing context analysis and scenario planning, risk analysis and advocacy initiatives
Specific Responsibilities
