1). Head of Events
Location: Austria

Job Profile
- This role is responsible for developing and managing a full-fledged corporate events program (including the organization’s annual flagship event, the OPEC Fund Development Forum) under the supervision of the Chief Communications Officer.
- The Head of Events is expected to proactively liaise with key departments and external partners to agree strategic objectives, to ensure that project deliverables are consistently benchmarked, tracked and analyzed so as to maximize value and drive meaningful outcomes.
Duties and Responsibilities
Strategy:
- Develops an in-depth understanding of the OPEC Fund’s strategic objectives, vision and mission, corporate values and stakeholders.
- Devises a corporate events strategy and according Event Management Framework to establish operating procedures and guiding principles (including on sustainability) and to delineate organization-wide event responsibilities and reporting structures.
- Develops and implements event timelines and action calendars to ensure all deliverables are achieved and expectations met. Maintains effective and timely communication with all stakeholders.
Events:
- Plans, coordinates and implements a corporate events program, including the annual Development Forum, high-level meetings, technical workshops, knowledge-exchanges, staff engagement/awards, local outreach (e.g. student visits) and corporate social responsibility (CSR).
- Ensures messaging, branding, styling
Stakeholder and client engagement:
- Cultivates an extensive network of local and international event partners and suppliers.
- Institutes an organization-wide Client Relationship Management (CRM) system for managing event invites and follow ups.
- Works collaboratively both within and across departments to develop event content for launches, initiatives and campaigns.
Reporting:
- Develops and maintains multiple tracking tools for resource management. Provides accurate reports based on event budgets. Manages post event budget reconciliation.
- Develops and implements post event evaluations and acts on the results to continually improve the delivery of event goals and overall participant experience.
- Any other duties as assigned by the Chief Communications Officer.
Qualifications and Experience
- Master’s Degree in Media, Marketing, Management, International Development or a related field.
- A minimum of 10 years relevant professional experience, of which at least 3 years should have been within an international organization in a multi-cultural environment.
- Demonstrable experience of planning and coordinating corporate events, preferably in an international development financial institution is highly desirable.
- Solid experience and in-depth understanding of event cycles and project management functions, including event positioning, production coordination, creative design, logistics movement, promotions and community outreach.
- Strong project management and organizational skills.
- Experience with budget management, financial tracking and contract negotiations.
- Knowledge of event registration software and other mainstream digital tools.
- Fluent in English. Fuency in German is highly desirable. Good working knowledge of Arabic, French or Spanish is an added advantage.

2). Strategy Project Management Officer

Job Profile
- The Strategic Planning Unit provides relevant strategy, planning, economic and other important inputs that guide operational departments in the development of their work plans, and helps senior management decision-making processes that feed into overall strategy development.
- The role will entail significant involvement in monitoring the implementation of the OPEC Fund’s strategy, including initiatives, action plans, targets and policies, in addition to the supporting data collection and analysis.
- The Strategy Project Management Officer will be expected to collaborate with various stakeholders, contribute to strategic decision making processes and provide valuable insights to drive the achievement of strategic objectives.
Duties and Responsibilities
Strategic Project Management:
- Monitors and evaluates the progress and impact of strategic initiatives, ensuring alignment with organizational objectives.
- Conducts regular reviews and assessments of ongoing projects, identifying potential risks, challenges, and opportunities.
- Designs and develops key performance indicators and implement effective monitoring frameworks to track strategic performance and provide recommendations for improvement.
Data Standardization, Analysis and Digitalization:
- Develops data collection methodologies and tools, ensuring accuracy, reliability, and timeliness of data.
- Collects, analyses, and interprets relevant data to inform strategic decision-making and organizational performance.
- Conducts quantitative and qualitative analysis to derive insights, identify trends, and support evidence-based decision-making.
Research and Market Analysis:
- Conducts research on emerging trends, best practices, and innovations in international development.
- Any other tasks as may be assigned by the Director, Strategic Planning Unit.
Qualifications and Experience
- Master’s Degree in Project Management, Business Administration or a related field.
- A minimum of five (5) years relevant professional experience in a similar role at another development finance institution or strategy consulting firm.
- Excellent written and verbal communication skills including long form documents and presentations.
- Project management skills with an ability to monitor implementation of projects/programs.
- Proficiency in quantitative and qualitative data analysis tools and methodologies.
- Proficiency in Microsoft Office suite, including Word, Excel and PowerPoint.
- Experience in dashboard development is a plus.
- Fluent in English. Good working knowledge of Arabic, French or Spanish is an added advantage.

3). Director, Innovative Financing Solutions Unit

Job Profile
- The Director is responsible for providing strategic leadership and oversight to the Innovative Financing Solutions unit, ensuring the development and successful implementation of innovative financing solutions and partnerships, aligned with sectoral or thematic strategies of the OPEC Fund.
- The primary objective is to mobilize external resources, support operational growth, and strengthen the OPEC Fund’s position as a Project Developer and Catalyzer.
Duties and Responsibilities
Innovative Financing Solutions Leadership and Development
- Provides strategic leadership to the Innovative Financing Solutions Unit, including the development of implementation plans and annual work plan of activities that align with the organization’s objectives and the OPEC Fund Strategic Framework 2030.
- Drives the development and implementation of thematic or sectoral innovative financing solutions, including grant-based initiatives, to mobilize external resources for organizational operations and program outcomes.
- Contributes to the development of innovative financing vehicles in coordination with the Private and Public Sector Departments and other internal stakeholders.
Functional Strategy:
- Coordinates the Strategy Department’s efforts to design innovative financing strategies aligned with the OPEC Fund’s long-term strategic objectives.
- Assesses the progress of implementing innovative financing plans and evaluates their strategic implications.
- Develops a capacity building plan for building knowledge of the OPEC Fund’s Employees on innovative finance approaches for sectoral, regional or thematic activities.
Horizon Planning:
- Leads the analysis of external trends to determine their impact on the organization’s innovative financing strategies.
- Assists the Vice-President, Strategy, in responding to emerging international issues within the context of Innovative Financing Solutions.
Partnership Development and Stakeholder Engagement:
- Shapes the OPEC Fund’s relationships with Multilateral Development Banks (MDBs), international organizations, philanthropic institutions, and bilateral agencies at an institutional level, focusing on innovative financing collaborations.
- Establishes partnerships with MDBs, UN agencies, philanthropies, and other institutions, expanding collaborations for innovative financing.
- Represents the Innovative Financing Solutions Unit at external events, meetings and on missions, enhancing institutional knowledge management aligned with strategic objectives, and building relationships with counterparts from potential partner institutions.
Portfolio Management and Oversight:
- Oversees the origination, development, and management of innovative financing solutions, ensuring compliance with agreements and the Strategic Framework 2030.
- Manages partner and internal reporting processes, ensuring quality and timeliness.
- Coordinates resource allocation in collaboration with Operations departments.
Advice:
- Provides advice, recommendations, and suggestions for improving the efficiency and productivity of the Innovative Financing Solutions Unit.
- Carries out tasks assigned by the Vice-President, Strategy.
Qualifications and Experience
- Master’s Degree in Economics, Finance, Strategy, Business Management or a related field.
- A minimum of ten (10) years relevant professional experience in the finance sector with large international development finance institutions or international organisations, including at least 5 years at a managerial level developing innovative finance or blended finance solutions for projects in emerging market economies.
- Strong understanding of the development finance space.
- Fluent in English. Good working knowledge of Arabic, French or Spanish is an added advantage.

4). Accountant
Location: Austria

Job Profile
- The Accountant is responsible for maintaining the Fund’s general ledger accounts, all in accordance with the institutional procedures and accounting framework, to ensure all financial transactions are reconciled and posted, in conformity with applicable accounting principles and financial reporting standards.
Duties and Responsibilities
Accounting:
- Maintains the OPEC Fund’s accounting records and balances of general ledger accounts in accordance with International Financial Reporting Standards (IFRS) and other accounting principles.
- Supports the internal and external audit processes.
- Identifies improvement opportunities and resolve emerging issues in all areas of accounting, reporting, internal controls and compensation.
Reporting:
- Ensures uniformity and consistency in recording and reporting transactions.
- Prepares schedules, analysis, summaries and reports in support of the quarterly financial reports and as may be requested on an ad-hoc basis
- Coordinates the reconciliation of general ledger balances for financial reporting purposes, specifically to the assigned area and liaise with other internal counterparties and stakeholders.
- Reviews and updates the accounting systems manual and participate in the implementation of enhancement to existing and/or new IT financial systems.
Monitoring and review:
- Monitors financial postings and compliance, using as a reference the approved manuals, procedures and guidelines of the accounting framework.
Recommendations:
- Formulates solutions and recommendations, and provide central direction and control over complex theoretical and practical accounting, tax and compensation matters not covered by standard practice or precedent.
- Initiates evaluation studies and analysis, and provides Management with recommended solutions.
Stakeholder management and engagement:
- Works together with the Senior Accountant and other staff in the Accounting Function as well as with other areas responsible for maintaining financial system sub-ledgers.
- Prioritizes the work to ensure the achievement of reporting objectives in a timely, accurate and efficient manner.
- Carries out other tasks assigned by the Senior Accountant or the Director, Financial Controls that are related to the job function.
Qualifications and Experience
- Master’s Degree or equivalent in Accounting, Control, majoring in Accounting, Financial Management or a related field.
- A minimum of 5 years relevant professional experience, preferably 2-3 years of which should have been in an international environment and/or international financial institution.
- Recognized accounting certification such as ACCA or CPA.
- Experience in SAP.
- Knowledge of financial accounting.
- Demonstrate strong analytical and problem solving skills.
- Proficiency in Microsoft Office suite, including Word, Excel and PowerPoint.
- Fluency in English. A good working knowledge of French, Arabic, German or Spanish is an advantage.
