The Opportunity

  • Plan International are embarking on an ambitious and exciting change process as part of our global strategy All Girls Standing Strong Creating Global Change (FY23-FY27) to ensure that we are relevant, bold, engaging and effective in a dynamic and fast-changing global context.
  • We have an exciting opportunity for a Regional Director to lead Plan International’s strategies, programmes and operations in the West and Central Africa region.
  • The region currently includes 15 Country Offices, organised by clusters to ensure balance in complexity and distribution of work to facilitate effective management oversight and support, and a Regional Hub, based in Dakar, Senegal and has an annual budget of €265m for FY23.
  • The Regional Director has overall responsibility for the portfolio in the region and plays a significant role in driving changes to this footprint.

  • The purpose of this role is to lead, manage and be accountable for Plan International’s strategies, programmes and operations in the WACA region. This currently includes 15 countries and a regional hub, based in Dakar, Senegal with an annual budget of €265m for FY23.

Dimensions of the Role

  • The role oversees a regional hub management team consisting of Directors of Sub-Regions who hold the line management for the Country Directors, Regional Finance, People & Culture, Safety & Security, Programme & Influencing, Humanitarian, and other related functions.
  • The Regional Director has overall accountability for regional performance and is the CEO representative for influencing, strategic engagement, fundraising and external representation within the region. The Regional Director sits on the Plan International Inc Leadership Team, the Plan International Global Team and periodically joins and contributes to International Board and Committee meetings.
  • Responsible for the successful development and delivery of Plan International’s strategy, programmes, and operations in the WACA region in-line with Plan International’s global strategy and standards:
    • Drive forward our ambition under the global strategy to achieve 100 per cent gender transformative programmes and courageous local, national, regional and global influencing for maximum impact.
    • Continuously improve all elements of our operations in the region (grants and sponsorship management, security, supply chain and planning and performance) to ensure they demonstrate excellence in performance and deliver maximum value to all stakeholders including the girls we work with and for, National Organisations, donors, sponsors and partners. Ensure that Plan International’s dual mandate in development and humanitarian work is adequately reflected in all the region’s operations.
    • Actively advance intersectional feminism and anti-racism and ensure all leaders and staff exercise our values and behaviours. Strengthen the line of delegation and information sharing from the CEO of PII through to Country Offices to further promote decision making closest to the point of impact while achieving a strong culture of end-to-end accountability.     •  Develop and lead a high performing and value-based leadership team within the region, ensuring that people with the right competencies and values perform in the right roles. Managing and supporting the high performance of Directors of Sub Regions, Country Directors, and senior regional staff, strengthening attention to equity, diversity and inclusion within staff teams, and ensuring optimal regional organisational structures.

    • Lead overall strategic planning and alignment, providing direction and leadership for the region, and contributing to leadership of the global organisation. The Regional Director plays an active role in helping the Global Hub to align and work effectively with Country Offices, developing products that will be assets to the delivery of the mission at Country Office level.
    • Lead the design and implementation of context-specific operating models to ensure Plan remains relevant and delivers increased performance and impact in a rapidly evolving region.
    • Strengthen Governance in country offices to achieve the broad-based membership ambitions of the organisation in line with the Locally Led, Globally Connected strategic imperative. As the accountability of Country Offices grows, the Regional Director is responsible for driving the interdependence, synergy and support between Country Office’s so that the region as a whole performs and has overlapping and coherent programmes.

    • Identify and manage risk, ensuring that systems and processes are in place to identify, understand, and mitigate risks, as well as monitor and intervene as appropriate.
    • Ensure effective acquisition and utilization of resources, overseeing effective fundraising, allocation, and utilisation of resources according to strategic plans, budgets, and financial standards, to ensure that resources are used to add the most value and to support cost effective operations. Monitoring, guiding, and intervening as needed in the use of financial resources.
    • Ensure compliance with Plan International standards and that systems and processes are in place to comply with plans, policies and legal requirements. Monitoring compliance of the same and intervening as appropriate.
    • Build relationships and communicating internally and externally to strengthen a culture of collaboration, partnership, and learning within the region. Building and
    • maintaining relationships with relevant partner organizations to support strategies and programmes, working with Directors of Sub-Regions and Country Directors to lead internal communications with staff within the region, as well as ensuring that information about the region is available to other parts of the organisation.
    • Lead on Representation and Advocacy in the region and in global platforms, working closely with the Chief Strategy and Engagement Officer. The Regional Director is also responsible for protecting and promoting the reputation of the organisation in the region. This role jointly oversees the Africa Union Advocacy Office in Addis.

Accountabilities

  • While leading all dimensions of the role, the Regional Director’s first and foremost task is to build and manage a strong performing team of Country Directors and senior staff in the region.

  • Risk: Ensure that all countries comply with internal and external standards in security, disaster preparedness, sponsorship and grants management, finance and administration, demonstrated in progressively positive audit performance in all auditable functions and compliance with external reporting requirements.
  • Resource Mobilisation: Ensure a healthy funding base for Plan International’s programmes in the region through effective acquisition, allocation, and utilization of resources.
  • Compliance: Ensure our operations are in compliance with Plan International’s global management and programme standards and with external regulatory and donor requirements.
  • Networking: Represent Plan International and strengthen collaboration and partnerships at the right levels and ensure the organisation is present in relevant networks and forums.
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical Expertise, Skills and Knowledge
Essential:

  • Significant experience in progressive senior international management roles
  • Demonstrable knowledge as a result of study, training or practical experience on the key debates in development, particularly around child rights and gender equality
  • Practical knowledge of the requirements of donor compliance and financial management
  • Practical knowledge of programming for development and emergency response
  • Working experience in West/Central Africa, with experience in other regions desirable

The Opportunity

Role Purpose

Knowledge:

  • Significant experience within a blue-chip consulting firm, INGO strategy team or industry, including responsibility for leading substantial projects or engagements. A strong track record in consulting is highly desirable.
  • A proven track record in delivering a suite of strategy consulting services e.g.
  • Corporate and Growth strategy, to include activities such as baselining current business (incl. financial) performance, benchmarking a company’s performance to its peers and competitors, conducting trend analyses to assess current market landscape, identifying growth levers, visioning and prioritising to develop a set of strategic choices, and guiding organisations through business model reinvention.
  • Strategy implementation to successfully implement a strategy across a large complex organisation including the design and development of long-term strategic roadmaps, implementation planning, dashboard and reporting mechanisms, short term plans, critical success factors and development of best practice models to integrate strategy delivery.
  • Annual planning that has been translated from the strategy and roadmap into departmental workplans and budgets.
  • Strategic Cost Reduction to include the undertaking of financial and organisational baselines, operational analysis to understand cost drivers, prioritising opportunities.
  • Experience of running and motivating teams through challenging strategy projects, or relevant transferable experience.
  • Experience earning the trust of and negotiating with senior colleagues.

  • You will build and lead projects, undertaking analysis and developing insightful recommendations for senior management consideration, delivering presentations and facilitating discussions that succinctly and creatively communicate robust and evidence-based messages for complex projects.

4). Global Safeguarding & PSHEA Technical Advisor – Supporting the Regions of the Americas (ROA) and West and Central Africa (WACA)

Role Purpose

  • The Global Safeguarding Unit at Plan International’s Global Hub based in Woking, Surrey UK provides the strategic direction for child and programme participant safeguarding (which includes PSHEA – preventing sexual harassment, exploitation and abuse of children and programmeparticipants) interventions in Plan International.
  • This includes the implementation of our safeguarding and PSHEA policies, our intersectional approach to safeguarding, and the management of reported policy breaches, incidents and concerns.
  • This role will significantly focus on case advisory and supporting the case management of all safeguarding and SHEA cases which emerge from our offices in the Regions of the Americas (ROA)and West and Central Africa (WACA) in a professional, sensitive, coordinated and accountable way, and in line with policies and best practice, meeting all deadlines and maintaining strict confidentiality

Dimensions of the Role
In relation to providing case advisory and case management support to countries in ROA and WACA:

  • Responsible for management of data intelligence and trend analysis of reported safeguarding and PSHEA cases, accurate recording of investigations and outcomes at the Global Hub level.
  • Will work closely with colleaguesin the team, Safeguarding Focal Points, Country Directors, Sun Regional Directorsand HR Managers across ROA and WACA on safeguarding and PSHEA reports received to ensure that
    • Case management response, risk management, recommendations and decisions madeare timely, appropriate, and survivor centred
    • Country management conduct risk assessments, takedecisions on actions needed to address the issuereported and determine the level of escalation required (including to NOs in order to meet donor reporting obligations and the relevant authorities where necessary)
    • Issues are escalated as needed to the Global Safeguarding and PSHEA Director
    • Lessons learnt are identified, documented and shared, ensuring continuous improvement of best practices
  • Responsible for ensuring accurate data on cases is maintained, there is follow up on all cases to ensure recommendations have been taken forward and gaps identified addressed, and cases are closed properly with clear and documented outcomes
  • Responsible for document control and ensuring that case paperwork is easy to track and find, with agreed storage protocols for historical cases
  • Will support or undertake investigations and case management as necessary
  • Ensuring investigation reports are well written, clearly document findings and recommendations to close any gaps identified and address the issues in line with the global guidance on the same
  • The role reports to the Director of Global Safeguarding and PSHEA
  • No budget responsibility or direct reports

Together with theSafeguarding and PSHEA Case Adviser – supporting the Regions of the Asia and the Pacific (APAC) and Middle East, East and South Africa (MEESA):

  • Ensure that the organisation’s globalprocedures and processes in place for receiving and managing Safeguarding and PSHEA reports are robust, in line with sector standards, ensure a survivor centered and trauma informed approach and are underpinned by intersectional feminist principles
  • Responsible for the production, analysis and reporting on Plan International’s Safeguarding and PSHEA case data, trend analysis, and risk mitigating activities and interventions in a manner which assists the organisation to understand risks and opportunities on the same and provide accountability data to third parties.

Accountabilities
In relation to providing case advisory and case management support to countries in ROA and WACA:

  • Provide quality technical advice and support in responding to safeguarding and SHEA allegations. Depending on the case size and complexity, this may involve working alone or with the Global Safeguarding Technical Advisor supporting ROA/WACA to
    • Provide advice on and/or support incident and investigations management – ensuring these are survivor centred, trauma informed and take into account intersecting vulnerabilities
    • Support country incident risk analysis mitigation plans
    • Support the review country office or partner organisation safeguarding environment and policy implementation
    • Review and comment on administrative investigation plans and reports
  • Ensuring escalation of case information to the National Organisation as needed in line with donor reporting requirements
  • Undertake the Global Safeguarding Unit’s collation, recording and management of case data of alleged sexual harassment, exploitation and abuse against children, young people and Programme participants
    • Ensuring the ongoing logging and tracking of activities associated with the case.
    • Ensuring collation and recording of case data is robust, transparent and informative in order to support accurate reporting to internal and relevant and appropriate external parties as needed
  • Preparation of detailed reports, trend analysisand risk mitigating plans (collating information from case management reports submitted from the countries and the work of the team) on safeguarding and PSHEA cases
  • Where investigations are particularly sensitive or above the threshold defined by our organisations’case management system, support the investigation or identify potential external (to the country or organisation) investigators
  • Work with the Global Safeguarding Technical Advisors supporting ROA and WACA to ensure countries are fully conversant on reporting and responding, the use of the organisation’s reporting system (CAMMS), understanding of a survivor centred approach (and limitations). This maybe done via webinars, toolkits and such

Together with the Safeguarding and PSHEA Case Adviser – supporting the Regions of the Asia and the Pacific (APAC) and Middle East, East and South Africa (MEESA):

  • Production of regular (quarterly, six monthly and annual) reports, trend analysisand risk mitigating plans, and learnings on safeguarding and PSHEA cases for Director sign off to be presented to various internal groups -PII leadership groups (GH and Regional), annual safeguarding reporting. This will be done for the regions each staff is responsible for, ensuring reporting is consistent and aligned. In additions together they will work together to ensure global reports are available
  • Ensure the organization’s safeguarding and SHEA reporting and responding guidelines remains robustand fit for purpose (survivor centered and trauma informed) in line with legislation, industry best practice and sector standards
  • Work with the CAMMS team to ensure the system is fit for purpose, meets our case management and reporting requirements and is updated to include any new fields needed to reflect emerging trends/contexts/reporting obligations etc.
