Cooperazione Internazionale (COOPI) is an Italian humanitarian non-governmental organization founded in Milan in 1965. COOPI aims to help the world’s poorest to improve their access to healthcare, food, and financial security, and to overcome their special vulnerability to wars, civil conflicts and natural disasters. Title: Regional Administrator – West Africa
Location: Nigeria
Responsibilities
Coordination:
- Provides support for the annual budget preparation of the Countries;
- Plans the regional budget and its monitoring on a periodic basis;
- Supports the organization of the work of the Country Administrators by providing indications (priority, modality) of the work;
- Ensures the financial solidity of the Regional Coordination;
- Verifies financial strength, administrative percentages and monetary quotas;
- Ensures active and regular monitoring of the financial aspects of each country concerned, either remotely or through follow-up missions;
- Takes care of the update for the development of budget sheets.
Project management:
- Ensures that the Italy Costs of the countries of competence from the Milan headquarters are transmitted to the Country Administrator;
- Ensures the implementation and development of the purchasing plan by the Country Administrators;
- Provides support, if necessary, to monitor the consistency between the project accounts and those of the country, by verifying the consistency between the accounts and other internal documents;
- Verifies and monitors grants to be received.
Human Resources:
- Participates in the selection phase: interviews, tests and final reports;
- Ensures the evaluation of Country and Project Administrators at the end of the contract.
Balance sheet:
- Verifies that the data provided by the countries is correct and complete for the annual review and that it is transmitted to headquarters.
Reporting:
- Plans and monitors the production time of the reports to be presented at Headquarters and abroad in the Countries under the Coordination;
- Provides support to countries for the verification of intermediate or final reports produced at the local level;
- Verifies the final reports that must be sent by Headquarters;
- Provides support for audits carried out by headquarters;
- Periodically checks and analyzes country bank account reconciliations.
Candidate profile
Essential:
- University Education in Social Sciences, Business Sciences or Techniques;
- A minimum of five years of relevant professional experience;
- At least three years of demonstrated experience in the field of international aid and development in African countries, in a similar situation;
- Mastery of the procedures of the main donors (eg EU, ECHO, UN Agencies);
- Excellent level of oral and written communication, negotiation skills, multitasking and great organizational skills;
- Demonstrated ability to work in a team necessary;
- Experience liaising with government/local authorities, IOs and NGOs;
- Demonstrated ability to work in stressful and pressured environments;
- Excellent knowledge of the French language;
- Excellent knowledge of MS Office package.
Desirable:
- Knowledge of the Italian language;
- Previous experience in a COOPI mission;
- Experience working in conflict-prone environments;
- Experience in logistics, supply and security;
- Experience in personnel management.
