1). Finance & Compliance Officer

Location: Bama, Borno

Program / Department Summary

  • The Mercy Corps Finance Department is responsible for all financial functions in Nigeria, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.
  • The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

General Position Summary

  • Working in the Finance Department under the direction of the Senior Finance Officer, the Finance Officer will assist the Ngala office to ensure the accuracy and completeness of accounting records and will have primary responsibility for managing the monthly accounting cycle and the routine daily accounting tasks and payment.
  • The Finance Officer will assist in reviewing and analysing records, reports, financial statements and management practices to ensure adequate internal controls are in place to mitigate risks in compliance with laws, regulations, donor requirements and Mercy Corps policies and procedures.

Essential Job Responsibilities
Strategy and Vision:

  • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
  • Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to countrywide strategy development.
  • Develop and organize activities to secure resources for programs and convince stakeholders to provide support.
  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.

Team Management:

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Supervise, hire and orient new team members as necessary.
  • Provide team members with information, tools and other resources to improve performance and reach objectives.

Finance And Accounting Management:

  • Assist in the financial review of purchase requests, purchase orders and payment requests to ensure compliance with MC policies and procedures and projects.
  • Maintain the bank file, ensuring that all bank information is properly filed and updated.
  • Ensure the on-time submission of the monthly/quarterly/year-end reporting packages to Maiduguri, ensuring the accuracy and completeness of the ledgers, and all supporting documentation.
  • Ensure all staff advances are tracked and cleared on time.
  • Manage the archiving of all financial documents and follow up with staff for any missing documents.
  • Assist in the training and support of the finance assistant, including answering daily questions,
  • Ensure the petty cash count is performed on time (weekly and monthly).
  • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded.
  • Assist in the training of support staff on Finance related matters and give any financial operational support needed.
  • Make sure that all supporting documentation is prepared and filed according to MC procedures.
  • Assist the Finance Manager in responding to audit inquiries.
  • Assist the Finance department to enhance the efficiency of existing control systems.

Reporting:

  • Submit accurate and timely financial reports to Maiduguri on a weekly and monthly basis, and follow up with other departments for any corrective actions required.
  • Prepare Voucher Reconciliation Activities Reports on a weekly and monthly basis.
  • Influence & Representation
  • Communicate effectively to ensure overall project targets and donor obligations are met.

Others:

  • Carries out other duties as assigned.

  • Supervisory Responsibility: Finance Assistant
  • Reports Directly To: Senior Finance Officer
  • Works Directly With: Operations, MEL, Programs, Compliance and Finance teams in Northeast Nigeria.

Knowledge and Experience

  • A University Degree in Finance, Accounting or equivalent is required.
  • Two or more years of finance and accounting experience is required.
  • Two years’ experience in the finance and compliance department of an international NGO is preferred.
  • Demonstrated competency with computerized general ledger software.
  • Advanced computer skills in MS Office programs, particularly Excel
  • Prior management experience and strong organizational skills.
  • Excellent oral and written English skills.
  • Fluency in Hausa and local languages is preferred.

2). ICT Assistant

Location: Maiduguri, Borno
Reports Directly To: Senior ICT officer
Position Status: Full-time, Regular.
Works Directly With: Mercy Corps ICT team and all other Mercy Corps staff.

General Position Summary

  • This position is responsible for proactively anticipating and supporting the IT needs of Maiduguri, Damaturu, Biu and deep field offices in Mercy Corps Nigeria. This person will assist the senior ICT officer in managing ICT systems in Maiduguri.

Essential Job Responsibilities

  • The ICT Assistant will conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Read and understand the Mercy corps IT Systems Policy on appropriate use. Orient staff on appropriate use and monitor use activities to ensure adherence to these policies.
  • Conduct staff training on computer basics and the use of M365 applications and networking. Assist, as needed, with developing databases or other windows application needs for program and operational staff.
  • Responsible use and confidentiality of any information identified as sensitive.
  • Regularly update anti-virus programs and ensure the entire network and computers are virus free.
  • Assist the senior IT officer in establishing a clear, back-up policy for the Mercy Corps office and undertake the necessary steps for this activity including designing a schedule and materials list. Ensure back up and archives are made and stored as scheduled.
  • Under the guidance of the senior ICT officer, undertake the repairing and maintaining of LAN-s, internet systems and general IT maintenance and training.
  • Oversee repair of computers and IT equipment at a local level, when possible – facilitate and advise on best, safest and most economic solutions in consultation with the senior ICT officer.
  • Maintain an efficient Local Area Network for Mercy Corps office. Do not change the current design of configurations without written approval after analysis by the senior ICT officer and the operations manager. Current designs are appropriate for the programmatic needs for the office and any additions or changes require prior approval and planning.
  • Identify equipment and accessories required for the smooth functioning of computers and IT equipment in Mercy Corps offices. Facilitate the purchase of items through the procurement department.
  • Maintain the Mercy Corps mail server and assign addresses as instructed by the senior ICT officer.
  • Maintain proper documentation of all IT equipment including system profiles, warranties, and IT stock/accessories; Organize and maintain central filing system of satellite systems in MC office.
  • Assist in the identifying specification, relocation and assembly of any equipment including computers, printers, accessories, and satellite systems in all offices, as required.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

  • A minimum of three years’ experience in information technology system (IT). A relevant University Degree in Computer Sciences is desirable.
  • Experience in both hardware and software requirements in local area networking (LAN); experience in the configuration of internal email system as per the local area networking (LAN).
  • Exclusive knowledge of internet, proxy, pop mail, and TCPIP settings, Linux and windows applications.
  • Experience for upright maintenance of all internet account, Logins and account status.

General Department Summary

  • The Operations Department is committed to implementing and maintaining the highest standards of efficiency and integrity in the smooth run of the day-to-day activities of the organization.
  • The overriding objective for all Mercy Corps Operations activity is the prompt and effective provision of materials and services to Mercy Corps’ participant populations in compliance with donor specifications.

Essential Job Responsibilities

  • Learn all MC Admin policies and the Field procurement policies and procedure FP3.
  • She/ he will learn and develop in all aspects of operations sections namely admin, logistics and procurement.
  • Scan and archive all completed transactions on regular basis.
  • Assists the Admin, Logistics, and Operations units in preparing payment documents.
  • Support the entire Operations department by printing, scanning and archiving documents.
  • Support in guest house maintenance, facility check and follow up on repairs.
  • Ensure fair competition and strictly adhere to MC procurement rules regarding vendor relations as described below:
  • Assist the procurement team in tender opening session by arranging bids, ensuring committee members sign bid documents accordingly.
  • Administer registers for PR submission and collection of procurement dossiers by the originators.
  • Interact with vendors, in coordination with your supervisor; coordinating with the Finance department to ensure payments are facilitated in a timely manner.
