1). Economist/Programmes Associate

Location: Lagos

Job Description

  • The Economist/Programme Officer will report directly to the Head of Research. In this role, he/she will actively contribute to the planning, developing, and executing of the Nigerian Economic Summit Group and Nigeria Governors’ Forum and (NESG-NGF) Roundtable initiatives.
  • The role, which is situated within the Research and Development Department, is pivotal in providing administrative and technical assistance to ensure the smooth implementation, monitoring, and evaluation of project initiatives and all programmes related to economic policies and reforms at the State or Sub-National Level.

Duties and Responsibilities
General Program Management:

  • Analyse and process proposals for programmes and projects submitted to NGF and other relevant stakeholders.
  • Contribute to the decision-making process of the Roundtable.
  • Monitor and evaluate the implementation of programmes and projects in line with the conditions set out by the Roundtable and the objectives set for each programme/ project.
  • Analyse periodic and final implementation reports of programmes and projects of the Roundtable.
  • Organise and support internal and external experts engaged in programmes and projects.
  • Assist the relevant sub-national agencies or ministries in implementing programmes and projects.
  • Prepare and contribute to relevant updates/amendments of programmes and projects during the implementation period.

Policy Analysis:

  • Analyse policies and strategies in the specific domain covered by the Roundtable.
  • Support policy dialogue with the NGF and other relevant ministries, agencies, donors, lenders and other stakeholders on sub-national issues.
  • Contribute to the formulation of policies, strategies, programmes and projects relating to sub-national economic development and cooperation.

Representation, Negotiation and Participation:

  • Coordinate, share information and participate in working groups and task forces related to the assigned portfolio.
  • Assist the Delegation of the NGF and other sub-national stakeholders in management, monitoring or similar committees on behalf of the NESG.
  • Contribute to the coordination of programmes and projects with NGF and development partners.

External Communication:

  • Disseminate the Roundtable’s views, policies, strategies, objectives, agenda, etc., related to Sub-National economic development and cooperation and other subject matters.
  • Present and disseminate the achievements and results of programmes and projects in workshops, seminars, conferences and other forums.
  • Extract and disseminate best practices and facilitate the exchange of experiences.
  • Contribute to the production of publications.
  • Contribute to the proper visibility of the Roundtable’s project and activities.
  • Contribute to recurrent reports and plans, e.g. Annual Work Plan.
  • Support other department of the NESG with advice on technical subjects related to the Sub-national issues.

Horizontal Coordination:

  • Coordinate with research and other NESG teams for programming and project implementation and reviews.
  • Coordinate with members of Research & Development in shared areas of activity or responsibility.
  • Support the Head of Research and the Director of Research & Development in ensuring sound engagement with external stakeholders on all Sub-National Economic Development and Cooperation issues.

Essential Qualifications, Skills and Experience

  • Excellent analytical and communication skills in English and other local Nigerian languages.
  • Ability to express ideas and messages clearly and concisely, orally and in written communication.
  • Master’s or PhD Degree in Economics or equivalent qualification.
  • Experience working in an international organisation and/or in an Embassy.
  • Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, and Teams).

2). SABER Legislative Analyst and Stakeholder Manager

Job Description

  • Provide Strategic leadership towards the provision of technical support to the State Houses of Assembly through the Joint Secretariat with the Conference of Speakers of State Legislature of Nigeria
  • Establish and Maintain a working relationship with other relevant partners such as the NBA-SBL, PEBEC, NGF
  • Implement the SABER secretariat operational framework which consist of: Legislative reform strategy, Programme management processes, day-to-day SABER activities, technical working groups, expert network, partnerships and continual review of SABER policy, procedures and processes.
  • Implement legislative and regulatory reform initiatives that ultimately improve the ease of doing business and drive sustainable economic growth and development.
  • Support with Subnational legislative components for grants on request

  • Generate SABER corporate performance reports for board and executive decision making.
  • Conduct legislative impact assessments on SABER bills before and after passage into law.
  • Support the Planning and implementation of the legislative stakeholder engagement strategy for NASSBER and SABER.
  • Serve as official liaison between the NESG community and the legislative arm of government.
  • Establish, maintain and upgrade a system for comprehensive repository of all national legislations and legislative support instruments.
  • Establish, maintain and upgrade a system for comprehensive database for all Senate and House of Representative Leadership of the whole and committees and heads of national legislative service (clerks and their principal officers).
  • Design and support presentations of legislative briefs at forums, mini-summits, Nigerian economic summit and pre-summit events.
  • Work with the NESG grants and donor relations office to develop the legislative input component of grants proposals and fundraising briefs.
  • Develop NASSBER legislative intelligence programme for ensuring the efficient and effective track, monitoring and reporting of all national legislative changes.

Requirements
Education:

  • Suitable candidate should possess a Bachelor’s Degree in Law and a call to bar certificate

Experience:

  • At least 1 year of work in a top-tier law firm with expertise on key sectors of the economy, Understanding of Nigeria’s regulatory landscape. In-depth Knowledge of the Nigerian Legal System and Political-Economic dimensions will be an advantage.
